REQUIRED QUALIFICATIONS

  • Bachelor’s degree in science department (engineering, math, business and economic, etc.)
  • Master degree in similar field.
  • At least three years of experience in development and/or humanitarian organizations, including significant experience of working with partners.
  • Proven experience in monitoring and evaluation.
  • Proven experience in data collation, analysis, and quality reporting especially (MSNAs, PDMs, Surveys, Evaluation reports for donors).
  • Sound understanding of the concepts behind and practical application of humanitarian codes and standards such as SPHERE, the People in Aid Code, HAP etc.
  • Strong skills in inter-personal communications, able to work effectively with multiple stakeholders in a complex, multi-actor environment.
  • Strong skills in written communication, including effective report writing
  • Strong facilitation skills, including the design and management of effective trainings, workshops and meetings with diverse participants.
  • Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts.
  • Strong team player, able to develop and maintain effective working relationships within a distributed and dynamic team.
  • Flexible, creative and solution-oriented approach in an innovative environment
  • Competence with MS Office applications, including Word, Excel and Outlook.
  • Fluency in written and spoken English and Arabic
  • Proven experience in training and capacity building.
  • Experience in project management.
  • Experience in research design and coordination of large-scale data collection.
  • Experience with one or more of the following program areas: water, sanitation and hygiene; livelihoods; distribution of NFIs; protection.

 

JOB SUMMARY

The Deputy MEAL Manager under direct supervision of MEAL Manager, will work towards strengthen the monitoring, evaluation, accountability and learning system of THE ORG Programing in North East Syria. The Deputy MEAL Manager with leadership and support from MEAL Manager, is responsible for:

  • Supervise a team of MEAL staff working on various programs, including IM, M&E and FAM.
  • Ensuring all evaluation, assessment, accountability and learning reports, case studies are produced with high standard quality.
  • Supports compliance with agency and donor MEAL requirements.
  • Build THE ORG partner and staff capacity in MEAL systems, introducing remote monitoring systema and Trains THE ORG staff, partner staff, and volunteers in conducting field-based MEAL activities.
  • Provides input to MEAL system design and review discussions.
  • Supervises information management system and conducting DQA.
  • Leads simple analyses and reflective discussions on ongoing monitoring data with program team.
  • Contributes and shares initial findings and field-based insights to project discussions.
  • Fosters respectful relationships with community members and stakeholders.
  • Demonstrates honesty and integrity in MEAL work.
  • Implementing the MEAL Framework and other SoPs.
  • Implements activities according to MEAL Plan.
  • Leading the FAM system and coordinating the process with MEAL officers and MEAL team.
  • This role is critical to act as back up to MEAL Manager when carrying out “Shadow task force role of Ag. AD” and bridge gaps in cases of any MEAL officer is on leave.
  • Spend 30-40% of her/his time in the field offices (Sur, Kisra and possibly in Raqqa) supporting the MEAL staff, assessments, and surveys.

KEY RESPONSIBILITIES

  • Assisting the MEAL manager in maintaining and updating the MEAL Detailed Implementation Plan (DIP) for ongoing programs and new programs, including the timeframe of activities, data collection methodology, tools to be used, and expected delivery, ensuring donor and THE ORG MEAL requirements are met.
  • Participating in MEAL activities by designing quantitative and qualitative studies (including an analysis plan) to be conducted by the MEAL department. (Organization, and structure)
  • When applicable, planning the logistical needs, administrative needs, and duration of M&E activities. This includes the recruitment, training, and management of enumerators (planning, supervision of data quality, etc.)
  • Through the recruitment and management of enumerators or personal effort collecting and analyzing quantitative and qualitative data and producing MEAL reports, including adapted recommendations, and disseminating the results through feedback sessions, presentations, and visualization techniques.
  • Working closely with program teams to ensure the follow-up of program indicators. Support all program teams in conducting monitoring activities (review methodologies, assist in the creation of analysis plans and providing necessary training on design, sampling, coding, data analysis, and reporting).
  • Work with MEAL officers in the field to build their capacity and ensure the FAM mechanism is working according to the agreed SoPs and all generated tickets are assigned accordingly.
  • Supporting MEAL Manager in designing of new program logic model including Theory of Change, Logical Framework, and Results Framework or Results Chain. This includes.
  • Ensuring that the results statements and indicators are SMART (Specific, Measurable, Achievable, Realistic and Time bound) and Gender Transformative.
  • S/he should ensure that the targets and impact groups are well defined in all proposals.
  • Ensure that program design embrace and embed critical indicators from the quality (Gender, Resilience, and Governance) markers in all new program designs.
  • Reviewing new program budgets to ensure MEAL resources are in the range of 5% of the total program budget.
  • Responsible for the design, quality, development, and completion of all assessments, monitoring efforts and evaluations.
  • Develop and implement a MEAL plan based on project documents and existing MEAL systems.
  • Ensure that the MEAL data (reports, baseline surveys, and evaluations) are easily accessible to all project managers and stakeholders.
  • Ensure full adherence to the developed MEAL system in accordance with THE ORG’s minimum M&E framework, MEAL and accountability guidelines, and other standards operational procedures (SoPs) for MEAL in humanitarian and development contexts.
  • Ensure developing and maintaining the database on program indicators related to various projects to deal with large volumes of monitoring and assessment data, using relevant software packages including mobile data collection tools-Kobo.
  • Provide ongoing mentoring and support to partner staff to ensure continual improvement in skills and good quality outputs.
  • Conduct capacity assessment of THE ORG and partners’ staffs in monitoring and evaluation
  • Build the capacity of MEAL and program staffs on different aspects on MEAL including database management and impact assessment in target location.
  • Lead in writing quality analyzed reports (Assessments, monitoring, PDMs, MSNA, RNA, Surveys, etc)
  • Supporting the MEAL manager in designing and implementing learning agenda, MEAL tools and cross-cutting (Inter-sectorial) studies, as well as encouraging and assisting the program to do the same.
  • Assisting the MEAL manager in the creation and maintenance of an information-sharing tool to disseminate lessons learned and recommendations to staff.
  • Leading\maintaining learning agenda for grants-THE ORG including facilitating and documenting AARs.
  • Training and building the capacity of program teams on design, sampling, data analysis, and reporting.
  • Whenever applicable, gathering external studies conducted by other stakeholders that relate to programs being evaluated
  • Representing THE ORG and the MEAL department in internal and external meetings, trainings, workshops, working groups, and donor visits.
  • Representing THE ORG on the field and with beneficiaries by providing information on services provided by THE ORG or otherwise, referring cases/needs, providing the complaints and referrals hotline, and acting in a professional and accountable manner.
  • Ensure constant communication with the THE ORG program teams to have an in-depth understanding of THE ORG activities
  • Participating in MEAL department meetings and reporting on his/her activities’ progress and challenges/problems encountered. This includes providing constructive suggestions to improve the team’s activities.
