Job Requirements:

Essential

  • At least 3 years of work experience managing emergency humanitarian programs in complex operating environments, including prior experience in situations of armed conflict.
  • Bachelor’s degree preferred
  • Previous experience leading multi-sector acute emergency responses required. Understanding of inter-agency rapid response mechanisms like the EPRM

              strongly preferred.

  • Solid understanding of the humanitarian system and roles/responsibilities of key external actors.
  • Demonstrated attention to details, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required.
  • Demonstrated skills in planning, organizing, analysing and reporting.
  • Ability to interact effectively with international and national personnel, as well as with project partners and community members
  • Excellent in written and spoken English, Arabic and Kurdish, good writing and reporting skills.

     Desirable

  • Highly developed cultural awareness and ability to work well in a diverse, international environment
  • Well-organized and able to plan work accordingly

Job Description:

You will be responsible to support the NES emergency response preparedness, response

Management, contingency planning and capacity building with the Emergency Response team within the NES FORUM.

Annually there are  number of emergencies with conflict or insecurity at a local level, regional or country level drive increases in humanitarian needs and cause displacement. This results from conflict; increasing unpredictability of weather patterns that impact the agriculture sector and cause flooding and sandstorms; poor access to clean water that cause annual cholera outbreaks; and other factors.

The position holder will support the coordination with other Sectoral WGs in NES as well as the UN for the establishment of unified contingency plans, response plans and management of emergency response.

RESPONSIBILITIES EMERGENCY MONITORING AND PREPAREDNESS

  • Support on the identification of the variety of natural, manmade, and other potential emergencies within NES to inform the development and update of the NES Emergency Response Plans (ERPs).
  • Support with the review of the ERPs, to be in line with the changes in NES and in line and coordinated as much as possible with the WoS approach.
  • Support with the review of the existing Sector Working response plans based on scenarios for NES and advise the ISWG on the necessary changes to the design and functions.
  • Support on the inductions, trainings, and refreshers training to Sector Working Coordinators on ERP, in the absence of the Emergency Coordinator (EC).
  • Lead on the localization, and strengthening of local capacity within NES, in line with the wider tools and systems based on ensuring emergency preparedness, monitoring and response, i.e. with the trainings being provided in Arabic or Kurdish.
  • As applicable, support in the UN contingency planning and scenario planning and reviews for Syria, representing Northeast Syria, with a focus of prioritizing and integrating Emergency Preparedness actions for the NES response.

EMERGENCY RESPONSE MANAGEMENT

  • Support, or cover in the absence of the Emergency Coordinator, the coordination to enable rapid and effective emergency responses under the respective ‘Task Force’ based on the emergency, keeping the NES FORUM informed.
  • Support the mobilization of emergency alerts, and support in the assessment of the alert.
  • Support the review of the emergency alerts, stirpes etc.
  • Support on the coordination, and soliciting inputs from the various WG.
  • Support on the post-response reflections and evaluations
  • Support on the engagement and coordination with the local authorities.

ACCOUNTABILITY

  • Ensure the highest stands of accountability through ensuring good communication and information sharing within and outside the programme and enabling staff, beneficiary and other stakeholder participation at all stages of the project cycle.
  • Adhere to and promote Concern’s Code of Conduct and Associated policies

INFLUENCE & REPRESENTATION

  • Identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments and other stakeholders.
  • Communicate effectively to ensure overall project targets and donor obligations are met.

Proactively ensure that team members operate in a secure environment and are aware of policies.
