General Position summary:

The senior Education officer will be responsible for leading and managing the delivery of nonformal Education and social Emotional Learning projects in NES. He/she will report to the Education and Child Protection Team leader and use his/her specialist skills to guide relevant programs and project management. He will also supervise EDU/PSS officers in NES and ensure high-quality implementation and achievement of the project targets. He will work with his/he line manager to enhance the capacity of the field team.

Principal responsibilities AND TASKS:

1.      Programme Implementation

  • Responsible for assisting in the implementation of all CVT activities related to nonformal & formal education. This includes all phases of the project cycle, from planning project activities, monitoring progress, ensuring accurate budget spending as well as timely achievement of the project’s milestones and reporting on project results.

  • Assist in coordination efforts between CVT and the relevant education/school management authorities inside NES.

  • Work closely with the Education & Protection PM and Education & CP team leader, to ensure appropriate planning and implementation of education & PSS activities.

  • Remain knowledgeable of developments in the Education sector, particularly any contextual changes, curriculum, work annexes, assessments/report and any major or nuanced shifts within the workplans or approaches of Education committees in NES.

  • Assist in the development of assessments, including the development of related tools and data analysis, related to nonformal & formal education activities in cooperation EDU & CP Team Leader and Education PM.

  • Coordinate with the field team for feedback and planning, supervise and monitor the activities and report on the outputs and implementation details.

  • Assist in calculating regular, Needs Assessments, cash needs related to educational activities. Ensure any needs are coordinated with the Education PM and Team Leader on a regular basis/as requested.

  • Assist the Education Team Leader in liaising with (or liaise directly, under the supervision/with the prior approval of the Education PM) relevant Education/school management to facilitate smooth project implementation.

  • Assist in supervising field teams to ensure progress against plans, timely reporting of outputs, challenges, liaison with local institutions and communities. Ensure that main programmatic decisions and plans related to the nonformal & formal education are being communicated to the field teams in a timely manner.

  • Oversee timely preparation of relevant Programme documentation for approval from Manbij or Raqqa office and finance teams, including payment planning documents, beneficiary signature lists, Payment Approval Forms, etc.

  • Assist the Education PM and Education & CP Team Leader in developing and implementing rigorous control mechanisms for relevant projects to ensure compliance with internal and donors’ requirements (procurement, approvals, and accountability and anti-fraud mechanisms).

  • Assist the Education & CP Team Leader in drafting, reviewing and approving key project documentation (including via ELO).

  • Strive for continuous improvement of quality of the education programme by collecting, strengthening and sharing know-how and good practice internally.

  • Ensure timely procurement and smooth operational support in the field through close coordination with the logistics & procurement Department, and provision of necessary program inputs (including regular updates of the project procurement plan, technical inputs for procurement, purchase requests, advances, etc.).

  • Informing the Education PM & Team Leader in case of matters that pose risks to target achievement or are against the humanitarian principles.

2.      Human Resource Management

  • Provide day-to-day support, coordination and mentoring to field teams in the temporary learning centers & CVT Educational centers.

  • Support the management of the education staff based in NES who are responsible for Nonformal & formal Education &Child Protection – allocate tasks, monitor the completion, mentor and support their development (relevant skills and knowledge) in cooperation and under supervision of the EDU & CP Team Leader.

  • Support the recruitment of new education staff through contribution to the development of TORs, testing and interviewing of candidates.

3.      Coordination

  • Contribute to the planning of, and participate in, regular planning and activity status meetings with the field team in TLCs & schools & Education senior staff.

  • Actively represent CVT as necessary at relevant meetings, fostering strong and productive working relationships with the Education committees & other key stakeholders in the education sector.

4.      Monitoring & Evaluation (M&E)

  • Coordinate with the M&E Team, and field teams to:

  1. a) design and implement relevant needs assessments, baseline surveys, PDM surveys, endline surveys, and other monitoring and evaluation mechanisms to ensure M&E data that is consistent with internal and donor requirements;

  2. b) ensure monitoring and control over the remotely managed activities under this positions’ authority in NES.

  • Ensure data collection related to coordination and capacity building is collected, analysed and reported to Education & Protection PM, and Education & Child Protection Team Leader.

5.      Grant Development / Reporting

  • Ensure timely reporting from the field, check reporting from field level for quality, accuracy, and consistency with internal and donor reporting requirements, and provide feedback to field teams for improvements as necessary.

  • In cooperation with line managers, ensure that expected project results, outputs and outcomes under this positions’ authority are monitored and met within the project timeframes.

  • Coordinate with the field team for accurate data collection, compile and develop reports/ reporting inputs for key donors related to the activities under this position’s authority, as described within this ToR or as delegated by Education PM or Team Leader.

  • Summarize and share weekly updates regarding the activities allocated with the Education & Protection PM and Team Leader.

  • Cooperate and support any other tasks related to coordination and capacity building as requested by the Education & Protection PM and Team Leader.

 

  1. Other

  • Other tasks assigned by employee’s Line Manager EDU & CP Team Leader, Education PM, corresponding to actual needs of the mission, programs, and projects.

  • Substitute relevant colleagues (fully or partially) during their absence when assigned Education PM.

  • Understand and adhere to the mission’s National Staff Handbook, CVT Code of Conduct, CVT Key Policies and relevant guidelines.

Specific tasks

Responsible to follow up monthly regular activities according to projects indicators, which was designed in project proposal. These activities are;

  • Preparation Incentive payments

  • Preparation of water trucking, TLC/school running and hygiene items provision documents,

  • Classroom observation, teacher observation preparation, follow up and reporting.

  • Project budget planning

  • Updating monthly project ITTs, drawing and spending plan.

  • Responsible to work closey with Education & Child Protection Team Leader to prepare planned activities’ financial and logistical documents.

  • Preparing 4W, contracts, prepare incentive PPRs, submit PRs to LOGs, update drawing, documents uploading on ELO.

Qualifications:

  • A Bachelor’s degree in Education, social work or a related field.

  • At least 2-4 years of experience in Education, teaching, Local curricula and/ or educational administration.

  • Excellent proficiency in data analysis, data management, and archiving.

  • Strong command of the English language, with exceptional skills in speaking, writing, and reporting.

  • Knowledge of educational & Child Protection policies and regulations.
