Job Requirements:

o Medical degree with doctorate, diploma or accredited expertise in public health or health management specialties.

o Minimum of three years professional experience in the medical sector.

o Minimum of three years as health care manager or health care developer, having experience of coordinating medical teams and health related projects

o Minimum of two years involved in health-related humanitarian projects at international level

o Good understanding of the project life cycle management

o Excellent capacity to work in team.

o Proven capacities to plan activities successfully targeting results and objectives.

o Ability to supervise and/or mentor the medical staff.

o Excellent oral and written English. Arabic is an asset.

o Working experience with local counterparts (Health Authorities, CSOs, local NGOs, local institutions).

o Three years experience of planning, organizing and prioritizing work, working under pressure and meeting deadlines.

o Ability to work under pressure in stressful environments.

Job Description:

The health Governance Coordinator (HGC) is primarily responsible for operative implementation and management of the UPP Health Governance Strategy and UPP health governance programs and projects. The HGC will work in collaboration with the Head of Mission as her/his line manager, coordinating the UPP health governance department at mission level, and with functional coordination with the health desk at HQ level. S/he also will follow functional coordination with the health governance specialist (HGS). S/he will ensure high-quality of of health governance programs in all areas of intervention. The HGC will represent UPP in the International health bodies acting in NES, in other technical and health related inputs during proposal development periods, and in anytime S/he is required by the HoM, HQ directors, the health desk, and the health governance specialist.

Eventualy, the HGC will assist the Health governance specialist in advicing functions to local and/or regional health authorities in line to support governance, following in any time UPP values and vision.

PROGRAMME DEVELOPMENT

  1. Responsibility in the initial design, strategic programming and monitoring of health governance programs, providing technical supervision and support, working in collaboration with the health governance specialist and the program coordinators, in the design and in the implementation of programs at territorial level, and being technical responsible of the proposals to the HoM, Health desk and HQ for the different programs.
  2. Working with HGS at field level in definition of strategic programming, and proposing inputs to the health governance strategy to the HoM, Health desk and HQ directors, being primary responsible of the implementation of the strategy at mission level
  3. Provide technical input during proposal development and technical reviews, and feedback to the field to improve the quality of the final proposals
  4. Ensure the coordination of different programs at area level, being the technical responsible of the Area Based Approach (ABA) to be applied

SUPPORT THE DESIGN, IMPLEMENTATION OF HEALTH GOVERNANCE PROJECTS AND SYSTEMS

  1. Work closely with the Head of Mission, with the program and area health officers, and with the local teams, project and medical, at territorial level, to ensure the operational activity of the mission as a whole from the health governance input, delegating in the UPP area health officers (AHOs) when possible and necessary
  2. Promoting and advising the territorial model of health governance in the Health System in NES, in line with the international recognized models and under the criteria and authority of the DoH of AANES

PARTNER AND PEER MANAGEMENT

  1. The HGC will coordinate the UPP health governance department, being responsible of supervising objectives, performance, activities and outcomes of the health governance issues in the mission.
  2. Assist in the selection and training of qualified program health staff.
  3. Maintain open lines of communication with all field staff
  4. Train senior national staff with the assistance of the HGS to increase their responsibilities in order to build capacity and ensure sustainability of programs with the support from and eventual delegation to area health officers, supervisors of programs and general activities in each area.
  5. Ensure an adequate team building in the health area, servicing the overall objectives of the mission
  6. Assist the professional needs of the members of the UPP health governance department, trying for them to excel their skills with the collaboration and coordination with the HGS

ENHANCE AHOS AND PARTNER CAPACITIES / CAPACITY BUILDING

  1. Develop the function of capacity building inside the health governance department. Develop function of general professional health sector in order to increase the quality of health programs and the general quality of medical care
  2. Develop joint management at field level inside the area-based approach, in order to increase the on-site and in-job training, as the way to empower the local partners in health decision making joint and complementarity function with active patients in each canton of NES
  3. Establish a very active and open communication line with the corresponding posts of local partner organizations, in order to facilitate a consensus management style, both at strategic and at operational levels

HEALTH GOVERNANCE LEADERSHIP IN EMERGENCY RESPONSE

  1. In case of an emergency, related directly or mainly to health, the HGC will assume integrative coordinating leadership, jointly with the Medical Coordinator of the health department and response with the HoM, both internally and in front of partners, if applied. All the members of the mission will accept the authority and decision coming from a crisis committee formed by the HoM, the medical coordinator of the HD and the HGC, in continuous communication with the board of the HQ, until resolution of the emergency, no matter the level in the organization the members would have
  2. Participate and represent UPP from the health governance perspective in every interagency body, task force groups and networking groups created to response to emergencies inside NES, swaying points of action inside the own UPP organization as much as possible.

MONITORING RESPONSIBILITIES

  1. Responsibility of the HGC will be extended to other medical advisors, junior and senior members of the UPP health department according to principles of complementarity, solidarity, adequate distribution of roles, specialty and delegation of task and responsibilities. The shape of the team working will be continuously redefined, according to circumstances in a process of professional maturity, conducted and supervised by the medical coordinator
  2. Monitor the operational activities with adequate tools, which could permit evaluate progress, support achievement, facilitate success and encourage attitude and aptitude development.

PROMOTE LEARNING FOR IMPROVED PROGRAM QUALITY, STRATEGIC DEVELOPMENT & DECISION MAKING

  1. IN line with the previous, develop indicators, learning programs and monitoring activities to enable the health governance department to increase expertise and capability in order to serve better the objectives of the mission and to increase global quality of the supported services. Final goal of offering high quality of global health care to people in NES, devolving ownership of health to whom it belongs will be the driving force of UPP action in this learning process

QUALITY INTERNAL AND EXTERNAL REPORTING

  1. Ensuring reporting from the health governance department to be provided in time and with adequate quality the area monthly reports, the quarterly program reports and the six-monthly strategic reports, ensuring the coordination in the reporting development, primarily with the AHOs and then with the HGS.
  2. Ensuring the intervention of the health governance department in case of extraordinary demands from the project managers to be assisted in reporting and communication with the donors, that they can understand and technically be developing their own reports using the above-mentioned health governance department reports as a source.
  3. Ensuring that health programs implementation use protocols, SoPs, guidelines and implementation templates and monitoring tools in line with international recognized standards
  4. Oversee, in coordination with the MEAL department, the collection and timely reporting of data and statistics for all programs (including objectives, indicators and outcomes of health programs) according to internal and donor requirements

General Context:
Un Ponte Per (UPP) is an Italian NGO established in 1991. It started its activities as “Un ponte per Baghdad”, in the aftermath of the first Gulf war, with the aim of organizing solidarity initiatives in support of the Iraqi civilian population. In subsequent years, UPP missions expanded to include Serbia and other Middle Eastern and Mediterranean countries. The NGO aims at preventing armed conflicts, protecting human rights and supporting local civil society, especially in the Middle East, by promoting the nexus between its humanitarian, peacebuilding and development programs.

Since 2015, UPP has been one of the leading INGOs in the North East Syria (NES) response. Thanks to its close partnership with the Kurdish Red Crescent (KRC), UPP has been able to develop a comprehensive system of health services delivered in 26 facilities, including mobile units, hospitals, primary health care centers, and rural health posts. These function as the backbone of the basic healthcare system in the region, including an ambulances network managed by a centralized operational desk for emergency management and COVID-19 response.

Since 2017 UPP is also active in the Protection sector in NES, providing capacity building for local actors on Gender Based Violence (GBV) prevention and response, Child Protection (CP), Psycho-social Support (PSS) and protection mainstreaming in health programs. UPP developed a strong partnership with the Houses of Women, identified as key community stakeholders in GBV response, with the local youth organization DOZ and the Women Protection Department of the Arab National Association, setting up a wider outreach network with a particular focus on awareness and campaigning against early and forced marriage. UPP also co-chairs the NES PSEA Network.

Since 2019 the UPP NES Mission built an Early-Recovery sector component focusing on capacity-building for Local Authorities and civil society, supporting municipalities in NES to establish links with corresponding public bodies in Europe. The intervention pivots on peer-to-peer trainings on waste management (with a strong focus on medical waste disposal), water infrastructure, urban planning and civil defense. 2021 UPP has launched the WaSH and Livelihood sectors under the largest consortium in Syria.
The team is mostly based in North East Syria (NES) with frequent visits to the project locations and is supported by an office based in Dohuk (Kurdistan Region of Iraq – KRI).
