The Senior data management officer will work under the supervision of the MEL Director and will be responsible for the overall data management for BLUMONT Northeast Syria programs. This will include setting up and improving the data management system covering all Blumont NES programs and routine data management for different grants. Doner reporting in terms of participant reach and indicator tracking and reporting will be major responsibility. This position is also responsible for data protection and staff capacity building on database and data analysis. Developing digital data collection forms and handling backend of Ona and other digital plate forms will be the key responsibility for Senior data quality officer. One of the key role would be to lead the e-voucher back end and Toladata for all grants. Also this position will provide overall leadership for data management department and will supervise the Data quality officer and assistants.

KEY AREAS OF ACCOUNTABLITY

  • Setting up and managing the Master database for Blumont NES program participant’s data.
  • Produce output reports for all grants as per the program and donor’s requirements.
  • Ensure that the database is up to date with all the recent information collected by the field team.
  • Upload the project indicator on Toladata and coordinate with program team to regular update the Toladata backend with performance and evidence.
  • Provide appropriate support in implementation of e-voucher system in NES.
  • Lead and conduct data quality reviews for all grants in collaboration with MEL and program team.
  • Supervise overall data cleaning and beneficiary verification processes.  Ensure data is clean.
  • Ensure smooth data reconciliation and updating ‘Reconciliation databases’ on regular basis
  • Provide valuable feedback to the MEAL Director on developing new data collection forms and/or data-entry sheets.
  • Manage google drive for MEAL department and ensure data backup and protection.
  • Prepare presentations and provide updates about the outputs during the reflection sessions.
  • Design excel forms as these are necessary for mobile data collection.
  • Support data analysis for PDMs, assessments, baseline and end line data for different grants.
  • On spot monitoring visits to the field to ensure the quality data is being collected.
  • Regularly monitor and validate data coming through ONA platform to ensure high data quality.
  • Design analysis templates for the regular data collected through PDMs, DMs etc.
  • Ensure all data is entered in the database for one-off data collections such as: assessments, surveys, and distributions etc.
  • Assign tasks to Data management team and ensure all the distribution lists are properly reviewed before it goes to program.
  • Consolidate all the data and coordinate with IMS unit to produce useful reports and data presentations.
  • Carry out other duties assigned within the overall function by supervisor

Reporting

  • Lead the related grants reporting by preparing well-structured comprehensive and analytical reports, including the evaluations and assessment reports/designs.
  • Ensure all programs are reporting accurate beneficiaries’ numbers as per provided guidelines and establish systems to report SADD data.
  • Perform thorough analyses (mainly quantitative, but qualitative as well). These analyses are expected to inform the programs department about current indicators’ status as well as any factor that may be contributing or hindering the achievement of impact indicators.
  • Produce analytical summaries: graphs, charts, and tables as requested to fulfill reporting requirements

Capacity building

  • Develop staff development and performance plans for Data management team and timely conduct performance review and feedback sessions.
  • Train field staff/partners on qualitative and quantitative data collection tools, and other processes as required.
  • Assist the team in improving Data management initiative by identifying good practices, field tested lessons learned, and creative recommendations; share with and encourage staff to incorporate these in their daily work

QUALIFICATIONS:

● BA/S degree in computer science, computer software/computer systems engineering, electronics, information technology, other relevant field required or equivalent work experience

EXPERIENCE and SKILLS

● Strong knowledge and experience in digital data gathering platforms including ONA, KOBO, Survey123, Comcare.

● Strong knowledge and experience in using power BI, Tableo reader and other statistical data analysis packages

● Minimum 3-year experience in data management systems design, maintenance, and programming is required.

● Minimum 3-year experience in working with quantitative data analysis and coding scripts is required.

● Proven experience in managing Access databases and other types of data management.

● Fluency in spoken and written of English and Arabic languages is required, Kurdish is preferable.

● Proficiency with the following is required: Excel, Access, and database management systems (DBMS), while structured query language (SQL) is preferred.

● Experience in data cleaning, verification, consolidation, analysis and reporting.

● Experience in conducting trainings, good problem-solving skills.

● Demonstrated skills in planning, organizing information and databases.

● Ability to interact effectively with international and national personnel, as well as with project partners and community members

● Ability to conduct oneself with sensitivity and respect toward others

● Experience in qualitative data analysis software is a plus.

● Supervisory and management skills

Knowledge of the Syrian conflict context is a plus
