Job Title: REACH IM Officer

Duty Station: Based in Hasake office, with frequent travels between Haskae & Raqqa bases.

Job Requirements:

QUALIFICATIONS

  • Bachelor’s or Master’s degree in computer science, information technology, data science, Geographic Information System (GIS), information management, social science, or a related field;
  • Prior work experience in the field of protection is of advantage;
  • Fluent English and Arabic (written and spoken);
  • At least 2 years of work experience in any of the following areas: humanitarian information management, M&E, GIS, database management, research, data visualization, or data analysis;
  • Advanced Excel skills are preferred;
  • In-depth knowledge of Microsoft Office Suite and database software is preferred;
  • GIS skills an asset;
  • Ability to move between NES governates (Raqqa and Hasakeh bases) is required;
  • Excellent writing and communication skills;
  • Strong analysis skills;
  • Ability to coordinate with different stakeholders;
  • Ability to work under pressure in a high-pace environment;
  • Flexible and adaptable;
  • Good organisational and prioritisation skills;
  • Self-reliant and able to work independently;
  • Any experience in protection programming is an asset.

KEY RESPONSIBILITIES:

Duties and Responsibilities

Information Management

         The IMO will proactively gather information from PWG members and other stakeholders which may be of use to the sector for informing decisions;

         The IMO will identify barriers to information collection, collation, analysis and sharing, and take proper corrective measures;

         The IMO will identify gaps and analyze coverage based on members’ data;

         The IMO will adapt appropriate existing IM tools including those available in-country (including from other sectors) and global level. As appropriate, design of data collection forms, ensuring that the purpose and use of all data collected is clear, and easily collectable, highlighting where potential problems might arise; organise and manage the data input and initial analysis and presentation of data for the sector;

         Manage, analyse, and document data and information from INGOs interventions;

         Maintain databases, and provide data entry if required;

         Establish and maintain a filing and documentation system accessible for humanitarian partners working in the area.

         The IMO will maintain geospatial databases and ensure data quality and integrity using automated and manual techniques to enter, edit and process datasets.

Assessments

         The IMO will facilitate mobile data collection, questionnaire development and data management;

         The IMO will support new and ongoing assessments.

Reporting and information sharing

         The IMO will ensure timely preparation and generation of information products, and support on information sharing and dissemination through relevant platforms to all relevant humanitarian implementing partners;

         Collect and consolidate data from various partners, prepare and submit reports on regular bases;

         The IMO will map 4Ws, coverage, sector resources, needs, and gaps per location;

         The IMO will support the development of sector monitoring reporting (PMR, humanitarian dashboard, etc.) in consultation with the sector coordinator, partners and other key stakeholders.

Representation

         The IMO will attend periodic information management meetings to share updates on ongoing IM products and activities and promote good practices in the organisation;

         The IMO will participate in PWG meetings and/or the IM working group;

         Record, document and share coordination meeting minutes;

         The IMO will maintain contact directories of sector humanitarian partners;

         The IMO will provide specific, sometimes dedicated, support to other agencies, when required.

National capacity building

         The IMO will, when needed, mentor other staff members to build capacity to include but

not be limited to GIS and data management, geospatial analysis and data analysis;

The IMO will advise on the design, development and/or customisation of databases/dashboards from the protection working group or implementing partners.
