Job Requirements:

Education:

  • University degree in administration or any equivalent is desirable.

Experience:

  • 1 year working experience in the NGOs.
  • Experience in working in an international environment and in liaising with a variety of partners at all levels of the hierarchy.

Skills/Competencies:

  • Good in English language and Arabic, Kurdish.
  • Good experience in the usage of computers and office software packages (MS Word, Excel, etc.).
  • Commitment, efficiency, flexibility, and drive for results.
  • Have high standards of ethics and integrity. At least 1 year of prior professional experience in a similar post, extensive experience with administration, procurement, or logistical service.
  • Proved experience in the Humanitarian Aid System is desirable.
  • Experience working in Syria and knowledge of USAID procedure and guidelines (advantage)
  • Ability to meet deadline and work commitment with minimum supervision.
  • Excellent interpersonal, organizational and communication skills.
  • Ability to stays composed and positive even in difficult moments, handles tense situations with diplomacy and tact, and has a consistent behavior towards others

Job Description:

Support the conduct of procurement activities for projects through the structure implementation in the area.

Ensure full compliance of procurement activities with Blumont Field Procurement Manual, Financial Rules and Regulations, relevant Organizational Policies, and donor regulations.

Assist in transactional procurement including tendering processes, evaluation, contracting, and payment conditions, and performance evaluation.

Follow up of updating of all the trackers (GRN tracker – PR tracker – Payment Tracker) and uploading all the support documents and the package of payments to SharePoint.

Provide monthly reports to the Snr. Supply Chain Officer on Supply Chain activities and implementation status.

Prepare and coordinate with Supply Team in the field and conduct of market survey, PRs, receipt of quotations, bids, their evaluation, negotiation of certain conditions of contracts in full compliance with Blumont rules and regulations.

Prepare and follow up on purchase orders for goods, Good Receive Reports, and contracts for services.

Regularly update Vendor Information Sheets (VIS) and elaborate supplier selection.

Maintenance and update of all procurement files and procurement transaction tracking matrixes and sharing the matrix with Supply Chain Unit.

Ensure confidentiality, integrity and Anti-Fraud policies and procedures are adhered to before, during and after procurement actions are completed.

Ensure receipts are received when payment is conducted in cash.

Manage Supply Chain filing system in the assigned Office.

Supervise all the vehicles organized and plan the daily movement and obtain all approvals for the movement of vehicle.

Fleet & Transport Management: Ensures that Fleet procedure & policy are fully implemented, guarantee the fleet are good conditions, repairs are done, and transport tracker are in place, movement, driver management.

Managing market assessment for goods and services requested by program teams.

Ensure proper supporting documentation and tracking procedures are applied to all Supply Chain services in Micro Purchase.

Coordinate with the Admin / Liaison team to coordinate with governorate offices if required for Blumont purposes.

Ensure that the team are motivated, encouraged to suggest new ideas, and are performing well.

Assist the manager in providing and conducting capacity building plans for project staff in their understanding of quality logistics and adherence to procedures under line manager supervision.

Manage traceability & reconciliation between orders, contracts & deliveries.

Any other duties as assigned by the supervisor.
