الموضوع: تسجيل اعمال موردين للمشاركة في مشروع قسائم المواد الغذائية

منظمة كونسيرن العالمية ستقوم بتوزيع قسائم مواد غذائية لعوائل الأشد ضعفا في منبج – المنطقة 2 – ضمن الاحياء التالية (دوار الكتاب – جمعية الموظفين – السعن – الشرعية – البيرم – العروبة)

تستعمل هذه القسائم من قبل المستفيدين للحصول على المواد الغذائية فقط من عند الباعة المسجلين في منظمة كونسيرن مسبقا. بعد ذلك يقوم البائع المتعاقد مع منظمة كونسيرن العالمية باستبدال هذه القسائم بالمواد الغذائية المختارة من قبل المستفيدين حسب القيمة المذكورة والمتفق عليها وفقًا للشروط الموقعة في العقد بين كونسيرن والمورد وحسب عملية السداد.

لضمان إتاحة فرصة مفتوحة وعادلة لجميع البائعين للمشاركة في برنامج القسيمة هذا، هناك طلبات منتظمة للبائعين للتسجيل كمرشح مهتم للمشاركة في هذا البرنامج ضمن الاحياء المستهدفة من قبل الفريق.

يوجد حوالي 1700 عائلة في المنطقة 2 في الاحياء المستهدفة سيقومون بصرف القسائم في المحلات المختارة لمدة ستة أشهر على الأقل بدءا من تشرين الأول 2023.

تدعو منظمة كونسيرن العالمية جميع الموردين المهتمين بالمشاركة في برنامج القسائم الغذائية

الإجراءات:

يجوز للموردين/المدراء المهتمين التوجه إلى مكتب منظمة كونسيرن في منبج – شارع الرابطة – جانب مول الفرقان. وتسجيل أعمالهم للمشاركة في برنامج القسائم عن طريق ملء الاستمارة واصطحاب الوثائق التالية
شهادة ترخيص
بطاقة الهوية الوطنية أو وثيقة مماثلة من وثائق التعريف
بمجرد تسجيل الأعمال التجارية الخاصة بالموردين في مكتب كونسيرن، ستقوم لجنة من موظفي كونسيرن بزيارة الموردين في محلاتهم للكشف على مدى ملائمتهم للمشاركة في البرنامج، خلال هده المرحلة ستقوم اللجنة بطلب معلومات إضافية وطرح أسئلة كجزء من عملية التقييم ودلك بما يتوافق مع إجراءات كونسيرن لاختيار الموردين.
استنادًا إلى المعلومات التي سيتم جمعها، ستقوم اللجنة بتقييم ما إذا كان المورد قد استوفى الحد الأدنى من المعايير المطلوبة للمشاركة في البرنامج، ومن ثم سيتم تقديم توصيات إلى فريق الإدارة القطري في منظمة كونسيرن للموافقة عليها.
بمجرد الموافقة المورد للعمل كمورّد مسجل مسبقًا لدى كونسيرن، سيُعرض على المورد عقد رسمي للعمل مع المنظمة. سيوضح هذا العقد بوضوح شروط العمل مع منظمة كونسيرن ومن ثم سيتم التوقيع بين المنظمة والمورد.
كونسيرن لا تضمن أي كمية من العمل للبائع، حيث يتم اختيار البائعين بشفافية من قبل المستفيدين من البرنامج وحصرا من ضمن قائمة الموردين المسجلين مسبقا لدى كونسيرن.
يجب على الموردين بيع الأصناف الغذائية لمستفيدي القسائم بنفس سعر الزبائن العاديين (أولئك الذين يشترون المواد الغذائية بأموال نقدية).
أي زيادة مصطنعة في الأسعار ستؤدي إلى الإنهاء الفوري للعقد.
سوف تراقب منظمة كونسيرن أسعار السوق الطبيعية وتبلغ البائعين بتغيير أسعارهم المقترحة إذا كانت أعلى من أسعار السوق الطبيعية المراقبة وفق الالية المتبعة من قبل المنظمة.
قد يتم إنهاء تسجيل الموردين الذين لا يلتزمون بأي من الشروط الأخرى للبرنامج.
ستكون عقود البائعين سارية لمدة 6 أشهر مع إمكانية التجديد اعتمادًا على التمويل وامتثال البائع لشروط العقد.

قد يتم إنهاء تسجيل الموردين الذين لا يلتزمون بأي من الشروط الأخرى للبرنامج الموعد النهائي للتسجيل:

آخر موعد لاستلام طلبات تقييم البائعين سيكون في 31-08-2023 الساعة 4 مساء بتوقيت سوريا.

وستبدأ اللجنة المختصة بدراسة الطلبات فور انتهاء المدة المحددة.

SUBJECT: REGISTRATION OF FOOD VENDORS TO PARTICIPATE IN THE FOOD VOUCHERS PROGRAMME IN MANBIJ

Process:

Concern Worldwide provides vouchers to the poorest families (beneficiaries) in Manbij: Zone 2 – Neighbourhoods – (Book circle, Employees Soctiy, Alberam, Aloroba, Sharea and Alsaan).

The beneficiaries exchange the vouchers for food at Concern Worldwide pre-registered food vendors. The vendors registered with Concern Worldwide receive vouchers from beneficiaries in exchange for the food items selected by the beneficiaries based on the value as per the terms and conditions agreed in the contracts that Concern signs with food suppliers through as reimbursement process.

To ensure fair, open and transparent selection and registration of vendors who are willing to participate in this food vouchers programme. Concern is requesting all interested businesses and shop owners to register their willingness to participate within the programme area.

Concern is targeting approximately 1700 households in Manbij Zone 2 area who will be redeeming their cash vouchers at Concern pre-registered food vendors during a period of at least 6 Months effective October 2023.

Concern Worldwide is calling on all interested food vendors to participate in the Food Voucher Programme.

Procedure:

The interested owners/managers may go to the Concern Office in Manbij – Al-Rabeta Street – Next to Al-Furqan Mall- and register their business in the Voucher Programme by filling in the register and showing the following documents
- Certificate of Registration
- National ID card or similar piece of Identification documentation
Once the business has registered, a team of Concern staff (committee) will visit the shop to meet with the owner to assess the vendors’ suitability to participate within the programme. During this process, the committee will request for additional information and ask questions as part of the assessment process to assess the vendor in line with the Concern Worldwide vendor selection process.
Based on the information collected, the committee evaluates if the vendor has met the minimum selection criteria as per Concern Worldwide’s procedure and will submit a recommendation to the Concern Country Management for approval.
Once the vendor is approved and registered with Concern Worldwide, a formal contract to work with Concern Worldwide with clear terms and conditions with the programme outline will be signed between the vendor and Concern Worldwide.
Concern Worldwide DOES NOT guarantee any business with selected vendors with an active agreement, as the beneficiaries’ are to select which vendors to redeem their vouchers from in the respective area of assistance.
Vendors are required to sell the items on the voucher to the beneficiaries at the same price as customers using SYP / USD or any alternative median of exchange such asthose purchasing items with money.
Any artificial inflation in prices will lead to immediate termination of the contract. Concern Worldwide will monitor the market for prices to inform vendors if there is an observed change their proposed prices. If the prices are higher in a selected vendor with Concern Worldwide than monitored normal market prices, Concern Worldwide will follow the procedural steps as per organisational processes.
Vendors not adhering with any of the other terms of the programme may have their registration and agreement terminated.
Vendor contracts will be valid for 6 months with the possibility of renewal depending on funding and vendor compliance with contract terms.

The deadline for Registration

The last day of receiving registrations for this round will be 16:00 hrs (Syria time)of 31/08/ 2023 Concern Worldwide Committee will commence assessments as soon as businesses register themselves.
