Job Requirements:

QUALIFICATIONS

  • . Bachelor’s degree in relevant field (e.g., social sciences, sociology, psychology, law, education, public health, etc.)
  • At least 4 years’experience working in an International/Local NGO, with at least two years’ experience working in camp settings.
  • At least 2 years of experience as officer, senior officer and/or team leader in protection programming (GBV, CP, General Protection) and/or as protection officer in a CCCM programming
  • Proven managerial experience, including leading/supervising/mentoring staff.
  • Proven experience of providing protection technical support including developing tools, guidelines, SOP and training on protection related topics.
  • The ability to travel in North East (Hasake and Raqqa) and to be roving from one camp to another .
  • Experience in leading coordination meetings with protection partners and service providers
  • Experience in participation to governorate / NES-level humanitarian coordination platforms
  • Technical understanding of core protection concepts, prevention and response strategies.
  • Excellent understanding of CCCM programming. Experience in a CCCM program will be considered as a considerable advantage.
  • Very good knowledge of English both written and spoken
  • Fluent in Arabic both written and spoken
  • Very good computer skills and command of MS

Job Description:

The Protection Specialist has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). The Protection Specialist has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organizational policies or codes of conduct according to Acted’s procedures. The Protection Specialist carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers.

JOB PURPOSE

Acted is recruiting a Protection Specialist who will be a member of the CCCM program team in North-East Syria, under the operational direct management of the NES CCCM Coordinator and with the technical support of the Country Office Protection unit. The Protection Specialist will act as the central focal point for all protection activities conducted by Acted protection units in four IDP camps and for any protection-related external engagement.

The role of the Protection Specialist is to provide technical assistance to the CCCM Protection Units, building their technical capacity and ensuring the quality of the implementation and documentation of the protection activities undertaken. The Protection Specialist will provide technical guidance, training, and support to the CCCM protection units, and develop when relevant guidelines, SOP and tools to support harmonization and respect of protection standards. The Protection Specialist will ensure that all protection activities are fully documented using agreed monitoring tools for systematic and timely data collection on activities.

The Protection Specialist will also be responsible for guaranteeing that protection is mainstreamed in all the CCCM activities in the different camps and that a protection perspective is integrated in all provision of assistance by other stakeholders in the camps.

As roving position, the Protection Specialist is expected to travel between the different camps on a weekly basis to ensure close monitoring and assistance to the different CCCM Protection Units.  OBJECTIVES

  • Act as technical focal point for all CCCM protection units and provide technical oversight of the implementation and tracking of protection activities.
  • Build the technical capacity in protection of the CCCM protection units and of other CCCM units.
  • Ensure that suitable tools, guidelines and SOPs are developed and followed by the protection units in the CCCM Programming to ensure harmonization and respect of protection standards and processes.
  • Guarantee that protection is mainstreamed in all the CCCM activities in the different camps and that a protection perspective is integrated in all provision of assistance by other stakeholders in the camps.
  • Represent Acted in relevant protection coordination platforms at camp/site-level buy also at governorate / NES – level (e.g., Protection working group).
  • Ensure strong relationships and information sharing with protection organizations across camps and in NES in general.
  • Provide required information on activities, trends and gaps to relevant parties.

Identify best practices and lessons learned, and propose new and/or innovative protection activities in camps

Key roles and responsibilities

KEY RESPONSIBILITIES:

Technical support and development of tools

  • Provide technical guidance to all protection units on all protection activities undertaken.
  • Ensure close monitoring and provide quality oversight of implementation and documentation of the protection activities of protection officers in 4 camps, especially ensure regular technical review of the referrals, protection training, protection risks trackers, protection service mapping, etc.
  • Ensure that all camps have a functional referral pathway and CCCM protection officers maintain up to date information on all protection services available in the camps.
  • Provide technical advice and support to all protection officers in conducting safe and timely referrals of protection cases and support them in dealing with complex referrals.
  • Support protection officers to identify appropriate solutions and actions when safety risks are identified in the camps.
  • Review tools developed by protection officers including FGDs, spot check, protection related assessment, and support for the analysis of the safety audit conducted in each camp.
  • Responsible for the development of guidelines and SOP relevant to the conduct of the protection activities in the 4 camps.
  • Initiate the development of new tools/SOPs in protection based on needs and ensure a harmonization of protection related tools in all CCCM teams.
  • Support protection officers to ensure a proper leadership of the protection and women committees, and impulse new strategies for their involvement in community-based protection mechanisms in the camps.
  • Work in coordination with the PSEA Department in Amman to establish an interagency PSEA working group and actions plans in all camps (awareness sessions, awareness materials, training, risks assessment, etc.)
  • Identify new protection activities which could be implemented and proposed by Acted in camps, especially empowerment activities with youth, persons with disabilities and women, community-based protection activities and community initiatives.
  • Provide technical protection support and advice to other CCCM units.

Capacity building and mentoring

  • Conduct weekly visits to camps and shadow the protection units in order to identify technical areas of improvement.
  • Organize joint meetings with protection units to brainstorm on challenges, good practices, joint initiatives with other protection organizations, innovative approach for mainstreaming protection in our CCCM programs.
  • Identify protection training needs and develop training plans for the Protection Units and other CCCM units.
  • Develop trainings materials, plans for rolling out these trainings, keep track of all training conducted, and participation in the trainings.
  • Ensure coordination on the organization of training in protection and mainstreaming protection with CCCM staff, other stakeholders as well as with community leaders.

HR

  • Where relevant, support the camp managers for the recruitment of new protection staff in the CCCM Protection Units, including selecting CVs, preparing written tests and participating in interviews of candidates.
  • Participate with the camp managers in the evaluation of the performance of protection officers and assistants, especially in providing technical inputs.
  • Where needed, undertake the onboarding for new CCCM protection officers on their tasks and responsibilities in coordination with camp manager(s) and the CCCM coordinator.

Reporting

  • Leads on the consolidation of data from all camps and ensure they are well documented and filed, keep track of indicators and monitor progress towards targets.
  • Analyze all data, trends and documentation on protection activities conducted in each camp to produce succinct, analytical monthly protection reports for all camps, report on main protection concerns and protection service gaps to be shared with both external and internal stakeholders, highlighting key protection trends and concerns.
  • When required, provide input to the Project Development team in Amman regarding the protection activities undertaken in camps and targets achieved.
  • Report to the CCCM Coordinator any serious protection concerns or rights violation occurring in the camps, serious barriers for camp residents to access services, and/or concerns regarding the implementation of activities and provision of assistance in the camps which could impact the safety and dignity of camp residents.

External representation

  • Participate in the relevant NES Protection coordination mechanisms.
  • Attend the protection sectorial meetings in camps with the camp protection officers and support them to provide input and/or lead the meetings with protection partners.
  • When requested provide inputs and updates externally to the PWG and protection partners in coordination with the CCCM Coordinator
  • Proactively engage in bi-lateral meetings with other INGOs and NGOs active in relevant geographical areas to avoid duplication, ensure coordination and referral and work for complementary efforts.
