An international organization is looking for a Position of

Protection Officer

MAIN RESPONSIBILITIES

The Protection Officer is responsible for mainstreaming protection into MDM’s health and Mental health program. The main tasks will be to avoid an intended negative effects of our intervention and decrease physical and psychological risks to vulnerable people, insuring services are accessible for our services equality to all people ( specially for people with severe mental health cases, physical disabilities, neuro developmental disorders, and SGBV cases), identify concerns and address complains of beneficiaries, monitor the protection situation of the population in the project area, conduct mapping for existing service providers and provide information to the communities and set up effective referral mechanisms to link beneficiaries to appropriate service. S/he will insure building the capacity of staff to recognize protection concerns of individuals and groups while providing services, refer cases, and insure meaningful access to the services.

Represent MDM in external meetings involving protection actors and protection working groups like general protection, child protection, and GBV working groups.

TASKS DESCRIPTION:

 

Technical

  • Ensuring proper mainstreaming of protection into health and MHPSS services that MDM provides both at health facility and community level.
  • Enhance sectoral integration by providing basic training on basic protection areas and conducting on-the-job coaching.
  • Provide training and on the job coaching to LHA MHPSS and HEALTH staff on protection related areas like GBV, PSEAH…according to MdM guidelines and protocols.
  • In collaboration with the MMHPSS supervisor and officer, organize capacity building sessions for CHWs, CBO members, and key community leaders on protection topics.
  • Updating service mappings of all services, MHPSS, Health, Protection, education, livelihood etc…
  • Regularly monitor and assess protection needs of the community and provide recommendations and way forwards to address needs.
  • Conduct rapid protection assessment and facilitate referral of at-risk individuals to relevant / appropriate service providers, including health centers, community-based organizations, NGO programs or other care services in the intervention areas.
  • Participate in the planning, coordinating, and implementation of activities in close cooperation with MHPSS coordinator and MHPSS Supervisor.
  • Assist MHPSS coordinator and MHPSS supervisor in planning, developing, and designing IEC materials.
  • Coordinate and maintain cooperation with CBOs and other community-level institutions, such as local and religious leaders, mosques, churches, and schools, youth and women centers etc.
  • More specifically the protection officer role would be focusing on:
  1. Developing effective safeguarding measures and good practice and procedures, LHA staff supported by MDM are well placed to protect people affected of mental health problems.
  2. Detecting vulnerable groups (ethnic minorities, excluded groups, LGTBI) among the beneficiaries assisted by LHA staff supported by MDM to develop measures for their protection.
  3. Developing effective measures to protect beneficiaries affected by physical disabilities or sensorial impairment or intellectual disabilities seeking care from LHA staff at the health facilities supported by MDM.
  4. Developing strategies and action plans for prevention of people affected by MH Problems from abuse and exploitation.
  5. developing in MDM Raqqa internal health and mental health protection procedures (including policy, reporting procedures and Human Resources arrangements)

Liaison and coordination

  • coordinate and liaison with key community stakeholders, CBO, and INGOs in the specified locations
  • Where requested keep stakeholders informed of project activities involving them.
  • Facilitate appropriate community involvement in the design and delivery of PSS/BCC services.
  • Maintain records of concerns and feedback from beneficiaries regarding MDM’s service and communicate with the MHPSS supervisor and MEAL officer.
  • Ensure coordination on the organization of training in mainstreaming protection with other stakeholders on the theme as well as with communities.
  • Participate in Protection working groups (including GBV and CP AoRs) meetings and other humanitarian coordination meetings as will be assigned by the coordinator from time to time.

Monitoring and Evaluation

  • Produce / contribute to the writing of reports required by MDM and the lessor (monthly reports, progress of activities, monitoring of indicators, etc.)
  • Follow up, monitor, and evaluate MHPSS activities, including making recommendations for improvements.
  • Ensure accurate and confidential record keeping of clients who received protection related services through regular monitoring of activities.
  • Support the M&E team with implementing KAP or other surveys.
  • Inform the MHPSS supervisor and Coordinator about any issues or problems that may arise related to the service provided to the PHC’s regarding MHPSS.
  • Participate in satisfactory surveys and other activities that may be requested by MdM MHPSS coordinator.
  • Ensure reporting of 5Ws for Protection working group

Teamwork

  • Contributes to work in interdisciplinary team.
  • Work with team spirit with all MHPSS MdM programs and support staff.

Security

  • Is always aware of security rules and situation in the field.

Cooperation with other departments

  • Fulfill HR obligations.
  • Cooperate with logistics department whenever required.
  • Is aware of the activities of other departments and respect specific rules and procedures.

Information source

  • He or she is aware of the social and political situation and keeps information up to date.
  • Passes on all relevant information related to MdM scope of action and context.
  • Advises on various topics (culture, economy, politics, etc.)

Other responsibilities

  • Any other duties as requested by line manager, relevant to the scope of the work.
  • Uphold MDM’s values and contribute to the wellbeing of the team as an active member.

NECESSARY QUALIFICATIONS AND EXPERIENCE

  • Diploma in law, Social Sciences, psychology, community Health public health or any other relevant field with relevant work experience and training certificates in Protection areas
  • At least 2 years’ experience in protection sector working with NGOs
  • Fluent in local language (spoken and written)
  • Excellent interpersonal skills
  • Basic English
