An international organization is looking for a Position of

MEAL Officer

 

MAIN RESPONSIBILITIES

The incumbent will be responsible for the MEAL and data management support to health project in Raqqa.

 

SCOPE OF ROLE

  • Reports to: Project Manager
  • Technical report to: Program Coordinator and MEAL Supervisor
  • Base: Position will be based in Raqqa

TASKS DESCRIPTION:

 

Monitoring, Evaluation, Accountability:

Following are key tasks related to Monitoring, Evaluation, Accountability, and Learning (MEAL):

  • Collaborate with the Program Coordinator and MEAL Supervisor and the field team to develop and maintain detailed M&E plans, adapting the formats as needed to suit the audience.
  • Monitor the progress, process, and performance of project interventions at the Primary Health Care Centers (PHCCs). Regularly report success stories and case studies from the field.
  • Develop and implement the MEAL system, designing a framework for monitoring, evaluation, accountability, and learning of project activities. Define methodologies for data collection to effectively monitor project implementation.
  • Work closely with project staff to ensure timely and accurate data collection for updating relevant indicators, including project implementation progress.
  • Conduct regular internal monitoring and evaluation of project results and impacts, preparing comprehensive reports that identify implementation progress and any encountered issues, along with recommendations for corrective actions.
  • Review and analyse monitoring indicators regularly, providing clear and intelligible results.
  • Assist the program coordinator and Project Manager in adapting the monitoring system to remote management in case of access constraints, utilizing suitable technology solutions.
  • Design a comprehensive MEAL plan for the project based on the initial draft, developed in close collaboration with the MEAL Supervisor.
  • Implement common tools, databases, and methods for both quantitative and qualitative monitoring of project activities within the project framework.
  • Ensure the effective implementation of the Feedback and Complaint Response Mechanism in the project to collect, register, and report feedback and complaints from beneficiaries.
  • Assist the program coordinator and MEAL Supervisor in data collection, analysis, and reporting of need assessments, surveys, evaluations, etc., in the area of intervention.
  • Regularly document and report on learning at the field level.

Data management and reporting:

  • Assist the project team in developing the database and monthly trackers based on programmatic needs and donor requirements.
  • Regularly update the database and share the latest version with the project manager, MEAL supervisor, and senior management team members on a monthly basis.
  • Conduct bi-weekly visits to the project sites to ensure that each site have all necessary data collection tools and that data has been accurately collected and entered on the datasheet by relevant data focal persons.
  • Provide on-the-job training to data focal persons on data collection and verification methodologies.
  • Support program coordinator and project manager in compiling donor reports, monthly trackers, and other reports (e.g., 4 Ws).

General Responsibilities:

  • Support mission in communication and advocacy efforts.
  • Attend external meetings with authorities and other NGOs as per need.
  • Perform any other duties assigned by program coordinator, MEAL supervisor and project manager.
  • Adhere to the organization’s policies and practices concerning child protection, code of conduct, health and safety, equal opportunities, and other relevant policies and procedures.

ACADEMIC QUALIFICATION:

  • Academic background: Master’s degree on social science, statistics, information management, data management, evaluation, or other relevant fields.
  • Other qualifications: knowledge of gender, participatory approaches, cost-effectiveness…Good knowledge of logframe.
  • Language requirements: written and spoken English. Arabic and/or Kurdish is mandatory.
  • Computer requirements: Office pack user level.

REQUIREMENTS:

  • At least 5 years’ field experience in humanitarian projects. At least 2 years’ experience in positions with similar responsibility in North East Syria.
  • Experience in project planning, implementation, monitoring, evaluation and data management.
  • Previous experience with health programming.
  • Demonstrable leadership and team management skills.
  • Excellent skills of reporting, qualitative and quantitative data management.
  • Ability to work in volatile environments and strict compliance with security protocols
  • Proven skills in quantitative and qualitative analyses, with experience of collecting, organizing and analyzing data sets
  • Excellent written and verbal communication skills to present data and evidence in a user-friendly form
