Job Requirements:

University or institute degree

EXPERIENCE and SKILLS

BA/S degree in research methods, social sciences, economics, epidemiology, related public health field or other relevant field required.

Minimum one year of related work experience, preferably with an international or local Non-Governmental Organization (NGO).

Proven interest & commitment to humanitarian and development principles and a demonstrable understanding of conflict contexts and remote work.

Proven experience in remote data collection, and data management.

Proven at least intermediate report writing skills are required.

Fluency in spoken and written of English and Arabic languages is required.

Excellent Computer skills: proficiency in MS Office package, and some knowledge of database management would be an asset.

Success Factors:

Ability to travel to all the program areas and any other areas in north and north-east of Syria.

Proven ability to learn quickly, take initiative, and be accountable for results

In addition to a strong technical background in Accountability, the ability to multi-task, innovate, and effectively communicate key information in support of changing program activities is necessary.

A willingness to take initiative, creatively solve problems, juggle multiple priorities under pressure, and to calmly and diplomatically deal with unexpected and sudden events impacting program operations is also essential.

Job Description:

Support implementation of CFM system and regular follow up on complaints

Comply with policies and procedures that ensure all program participants reach the provided services in a respectful and dignified manner.

Rolling out CFM system and tools:

Reporting

Tracking of and regular follow up of complaint boxes

Introduction of CFM system with camp and non-camp communities

Orientation of staff on CFM system and modalities with field team and partner’s staff.

Introduce CFM system and modalities with communities by directly participating in distribution and community meetings and all events.

Communicate and disseminate feedback/complaints handling procedures, policies and tools as appropriate to program participants, project staff and other stakeholders.

Enter the feedback submitted from Her/His hub into the database,

Follow up with program, review the response has been provided, and communicate the response with the complainant.

Ensure that the feedbacks are kept confidential and access to that information is in line with the guidelines.

Monitor and support distribution teams in terms of proper introduction of CFM and visibility of CFM boxes.

Ensure that CFM brochures are added into all the in-kind type of assistance.

Rise PRs, prepare Payments, and follow up with procurement and finance team.

Make sure, CFM brochures are properly distribute amongst the program participants and was explained well

Support MEL and Program Teams on beneficiary accountability and learning systems.

Timely feedback to S CFM officer and program teams on feedbacks and concerns raised by communities on project activities.

Support S. CFM officer in preparing monthly reports on feedbacks, provide recommendations and share it with programs.

Assist S. CFM officer in coordination with programs track all the actions taken for those feedbacks, and include them as appropriate in the monthly report, and program donor reports.

Planning

Create the weekly monitoring workplan and team calendar to clearly delegate the program monitoring schedule for CFM team members.

Supervise the field team operational lead (CFM Assistants) and monitor weekly monitoring assignments.

Capacity building

Support S. CFM officer to build staff capacity and Train staff on compliance and accountability tools, and other processes as required.
