(01 Position -Raqqa base)

 

Required Experience & Skills: 

  • Bachelor’s degree in horticulture engineering: specializing in vegetable value chain or other relevant fields of study is preferred.
  • At least 3 years of previous related experience in agriculture early recovery and livelihoods.
  • Previous experience working with plants, greenhouse operations, or in a related field may be beneficial. with experience in tasks such as planting, watering, pest management, and greenhouse maintenance.
  • Previous experience in greenhouse production and management, including experience with a variety of crops, is often required. Experience in developing and delivering training programs is also beneficial.
  • A strong understanding of greenhouse technologies, irrigation systems, and plant biology is often required.
  • Strong management skills and previous experience in team management.
  • Knowledge of delivering Farmer Field Schools and technical training in the field of vegetable production.
  • Arabic and English language written and spoken is essential, with professional level fluency in English required.
  • Familiarity with the MS Office software (Word, Excel, and PowerPoint), data analyzing is required.
  • Strong local context of Ar-Raqqa districts will be an added advantage.
  • Demonstrated direct experience with project implementation, monitoring, and evaluation for humanitarian programing, ideally in a highly insecure context.
  • Demonstrated ability to engage closely with a broad range of stakeholders in different geographic locations, experience with remote monitoring a plus.
  • Proven capacity to work cooperatively with colleagues from other departments in a team environment, and to engage with and lead a diverse group of people.
  • Active knowledge of humanitarian standards and codes, including SPHERE and HAP is an asset.

 

Responsibilities/Duties: 

 TEAM MANAGEMENT: 

  • Supervise Livelihoods Assistants on the field-level surveys, need assessments, and data and information collection for the purpose of monitoring ongoing Vegetable value chain support activities, and for reporting.
  • Participate in livelihoods and community sensitization meetings to identify and supervise participants selection process according to Organization SOPs.
  • Provide Program Assistant with training schedules and put monthly and weekly training plan, identify the training costs.
  • Work closely with the Livelihoods Program Coordinator to ensure the implementation vegetable value chain activities are in line with the program objectives, and on time, Produce reports to the Program Coordinator and the PM on implementation updates as required.
  • Monitor and maintain coordination with the village and sub district/district heads for all areas in which the Organization livelihoods programs operate in Raqqa.
  • Supervise Livelihoods Assistants on quality data collection.
  • Closely support the monitoring of project activities from the design phase through to implementation and close out.
  • Monitor the progress of livelihood interventions against work plan and provide feedback and suggest implementation changes when relevant.
  • Establish an effective filing system and keep track of data received.

 SUPPORTING PROJECT IMPLEMENTATION: 

  • Under the supervision of the Livelihoods Program Manager, and Livelihoods Program Coordinator, ensure that all aspects of MOFA livelihoods field activities are managed according to organization and donor regulations.
  • Participate in livelihoods and community meetings to identify priorities and interventions and supervise participants training and field activities.
  • With the support of the Livelihoods Program Coordinator, supervise the field-level surveys, need assessments, and data and information collection for the purpose of monitoring ongoing livelihoods activities, and for reporting.
  • Under the supervision of the Livelihoods Program Coordinator, ensure quality implementation of vegetable production support.
  • Ensure quality and accurate data collection including but not limited to distribution and participant lists.
  • Support the team on the field tasks.

COORDINATION AND REPRESENTATION: 

  • Participate in and support internal office coordination and planning meetings and workshops.
  • The Livelihoods Officer is expected to travel as per management request to the implementation areas on a regular basis (up to 60%) to ensure sufficient and quality support for the livelihoods team.
  • Coordinate closely with organization teams in the implementation of livelihoods activities.
  • Conduct themselves both professionally and personally in such a manner as to bring credit to organization and to not jeopardize its mission or put the team or assets at risk.

ACCOUNTABILITY TO STAKEHOLDERS: 

  • Ensure that participant communities are adequately informed about programs, are aware of their entitlements, are comfortable to give feedback and that feedback is used to improve the quality of our programs.
  • Ensure all activities are gender sensitive and follow Organization ’ Gender Equity Policy.
  • Apply Do No Harm standards to ensure activities do not have detrimental effects on vulnerable communities.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to organization and to not jeopardize its humanitarian mission or put the team, assets and mission at risk.

OTHER: 

  • Participate in and support internal office coordination and planning meetings and workshops.
  • Assist in any other task or duty assigned by the supervisor.

 

Livelihoods Assistant– (Funding Contingent)

(03 Positions – Raqqa base)

  • Demonstrated ability to meet deadlines and work independently and cooperatively with team members in a cross-cultural environment is required.
  • Demonstrated flexibility and creativity in planning and problem solving.
  • Proven ability to learn quickly, lead a program to achieve stated results and objectives.
  • Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
  • Good command of English (spoken and written) is strongly preferred.
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.
  • Previous experience in insecure environments.
  • Good problem-solving skills.
  • Computer skills – Word and Excel is a must.
  • Ability to conduct oneself with sensitivity and respect toward others.

 

Responsibilities/Duties: 

 SUPPORTING PROJECT IMPLEMENTATION: 

  • Assist Livelihoods Program Coordinator, and Livelihoods Officer to ensure that all aspects of MOFA support field activities are managed according to Organization and donor regulations.
  • Assists to ensure that distribution plans for vegetable value chain inputs are in place, and training is provided smoothly and in a timely manner, in line with the technical timing for winter vegetable production.
  • Conduct participant training and capacity building related to vegetable value chain.
  • Maintain close work relations with PAQ team to ensure all monitoring forms are filled in properly and completed in a timely manner.
  • Support livelihoods officer to provide technical assistance to the target participants and other field level stakeholders.
  • Full compliance with the protection mainstreaming in livelihoods activities and safeguarding policies in the targeted communities.
  • Assist in identifying targeted areas, community mobilization, registrations, distribution, monitoring follow up and providing technical support to the participants.
  • Support livelihoods officer, and livelihood coordinator with day-to-day and weekly necessary field written reports that meet organization and donor standards.
  • Work closely with Organization ’ support staff and other project staff to ensure that program activities provide maximum impact in target areas.
  • Assist the program team in launching new assessments and project monitoring processes.
  • When necessary, assist the team with the sharing of lessons learned and good practices for dissemination within organization and to other agencies and interested parties.
  • Assist the senior agriculture officer with designing the training circumstances.
  • Support the livelihood team to coordinate with local government structures to ensure coordination is in place with different external stakeholders.
  • Report any feedback and complaints coming from the targeted community to the livelihood officer and livelihood coordinator and support the communities with guiding to the CARM system.
  • Ensure community support for program and minimize conflicts around distributions.
  • Support the team to design and implement effective monitoring and evaluation systems to capture impact and ensure that the program is responsive to opportunities and challenges.
  • Expected to conduct themselves in a professional manner and respect local laws, customs and organization ‘s policies, procedures, and values always and in all in-country venues.

  • Supporting the livelihood officer in archiving all project-related documents and adhering to the principle of non-disclosure and non-use outside of work.
