The Opportunity

1.     Monitoring

  • Support or lead to design and implementation of MEAL plans, Indicator Performance Tracking Tables (IPTTs), with support from the MEAL Coordinator / Manager including:
  • representing the MEAL team at kick-off and close-out meetings for Awards;
  • Designing and validating IPTTs and contributing to the updating of the Output Tracker on a monthly basis;
  • contributing to Awards reporting related to the assigned sector.
  • Support or lead to design and implementation of surveys (including baselines and end lines and RNAs), monitoring tools and processes (for example, post distribution monitoring, Focus Group Discussions, exit interviews and other quantitative and qualitative tools) including data collection plan, data processing, analysis and reporting, with support from the MEAL Coordinator / Manager.
  • Support program team to roll out Quality Benchmarks, prepare report against benchmarks/checklist on a monthly/ quarterly basis.
  • Ensure that all indicators in the log frame have plans to be measured including plan for baseline and end line with support from MEAL Coordinator
  • Provide reach data for output tracker for projects to MEAL Coordinator to contribute organisational level database
  • Work with the assigned MIS Officer to design and implement information management systems
  • Support programme/IM officer in the correct use of activity tracker, attendance databases, and other tools as appropriate
  • Support program team to ensure that monitoring data and related recommendations are used for decision-making to improve programme quality and address under-/over-achievement.
  • Ensure that quality monitoring/ field visit is conducted and prepare report against quality checklist as per agreed schedule.

2.     Accountability (with support from Accountability Assistant)

  • Support/ lead to the design and implementation of effective Complaints Feedback and Response Mechanisms (CFRMs) for programming with a particular focus on ensuring the systematic inclusion of Accountability-focused questions in post-distribution monitoring (PDMs), Focus Group Discussions (FGDs) and exit interviews (where relevant).
  • Ensure that complaints & feedback mechanism is functional and accessible to all beneficiaries
  • Develop a monthly trend analysis of complaints & feedback at organisational level giving status of response by program teams and share with MEAL Managers and Coordinator
  • Assist MEAL Managers and Coordinator in carrying out inquiry in serious nature of complaints
  • With support from MEAL Coordinator conduct a data quality assurance test on a biannual frequency
  • Support partner MEAL team on establishing a functional MEAL system in line with the above.

3.     Evaluation and Learning

  • Support the design and implementation of Learning Agendas, in alignment with the overall NES Response Learning Agenda – this may include the planning and delivery of lesson learning workshops and other activities designed to capture, share and use learning to improve the quality of program design and implementation
  • Contribute towards the capturing, sharing and using of learning to improve the design and implementation of the NES Response MEAL system
  • Support MEAL Manager/ Coordinator for field level operation of evaluations and other research (Rapid need assessment, formative studies, situation analysis, etc.,)

4.     Capacity Building:

  • Train Project Officers, MEAL Assistants and partner organisations’ MEAL equivalents on rolling out M&E Plan for each project.
  • Enhance capacity, train and support MEAL Assistants in conducting quality monitoring including those MEAL equivalents with partners.
  • Enhance capacity, train and support MEAL Assistants for rolling out and ensuring robust accountability system in all projects
  • Train and regularly review and support capacity of Project Officers to report monthly Activity report.

General

  • To perform such other responsibilities as agreed with your line management.
  • Quality and programme Monitoring: Quality monitoring of projects as joint exercises with Project Assistants to collect data and information from the field on a quarterly frequency of a project
  • Data Quality Assurance: Support in data collection for all evaluation and learning studies by overseeing incentive workers field work

 

In order to be successful you will bring/have:

  • Bachelor degree in Social Sciences, Public Health, Statistics or related field
  • At least 3 years of experience in MEAL, preferably with 1 year MEAL related experiences in INGOs
  • Practical experience in M&E system coordination/implementation in an international non-governmental organisation
  • Experience in community mobilisation and community-level dialogue
  • Experience in assessments and surveys at camp and community level
  • Demonstrable track-record in data tracking and evaluation, with the ability to support staff and partners on M&E methodology and analyse and disseminate information to a range of stakeholder audiences
  • Strong skills in excel and other data management software (kobo, ODK, Power BI)
  • Experience in knowledge and database management
  • Working knowledge of data/statistical programmes e.g. SPSS
  • Excellent planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities
  • Strong communication, influencing and interpersonal skills in English, with experience working in multicultural, multi-location, values driven teams
  • Ability to write in excellent English and produce reports
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
  • Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
  • Good reporting and analytical skills
  • Good English skills
  • Fluent Kurdish and Arabic

 

Desirable:

  • Background of implementing effective M&E systems and/or accountability mechanisms in emergency responses
  • Education to BSc/BA/BEng level in Social Sciences, Public Health, Statistics or related field
  • Use and experience in digital data collection such as KOBO
