CONTEXT

We are a private, non-profit international medical humanitarian organization dedicated to providing medical assistance to populations in crisis, without discrimination and regardless of race, religion, creed or political affiliation. To support our operations across North East Syria, we are currently looking for the following position:

Reports to (Hierarchical): Epi Activity Manager

Job Purpose: Defining, coordinating and monitoring all data related activities  including data collection, analysis, reporting, monitoring and evaluation processes according to the organization’s protocols, standards and procedures in order to ensure quality medical care for patients and their communities and to improve the health condition of the population.
Accountabilities

 

·       With the support of the Desk Epidemiologist, creating, reviewing and adapting data collection tools according to the project indicators, and coordinating the development, implementation and follow up of Standard Operating Procedures (SOPs) for documentation. Developing and implementing data quality assurance methods to ensure good performance of the activities and reliability of the information, treating with respect and confidentiality all patient information

·       Providing technical support to the medical team and data entry staff in the implementation of routine data recording, collection and entry for the selected project indicators in clinics and/or hospitals and/or health centers. Organizing and implementing or providing technical support in the establishment of monitoring tools for new activities as initiated in the project.

·       On a monthly, quarterly or basis of request, implementing detail analysis of recorder data for key indicators for the project in order to facilitate the definition, redefinition or reorientation of project activity. This will also include analysis of the district’s (MoH) cohort data, whenever available. Following the analysis, identifying and reporting any new and interesting indicators for review with the medical team for potential follow up where relevant.

·       Managing and supervising the work of the data team personnel for quality assurance including identification of training needs and providing coaching for the staff on issues related to data

·       Planning and supervising, with support of the HR department, the associated HR processes (recruitment, training/induction, evaluation, potential detection, motivation, development and internal communication) the data team in order to ensure having the appropriate team in terms of size, capabilities and skills

·       Participating in meetings and/or trainings as requested scheduled by manager or the organization. This includes but is not limited to the organization internal meetings and/or trainings, and local, regional, or international meetings and/or trainings

·       On a monthly basis and in collaboration with the medical team,  preparing and submitting summary reports on analyzed data for both MoH and the organization and preparing and implementing the organization internal monthly or quarterly medical data presentation, including facilitation of team reflection and sharing of updates to promote team dynamism and reactivity

·       Performing additional activities whenever needed and as requested by the supervisor

 

 

Specific Accountabilities

·       DHIS: Support the data teams at the project level in the use of the DHIS, including monitoring data entry procedures, creating and maintaining output tables for reports, and creating data dashboards within DHIS.

Support the data teams in adapting DHIS to their needs, by managing changes and updates to the DHIS in communication with the eHealth team (through Elixir).

Provide ad-hoc training and instructions to project level data teams as needed, by functioning as the DHIS Focal Point at Coordination level.

·       Line list tools: Provide projects with models of line list tools in Excel format for automatic generation of data tables and charts linked to entered data. Periodically review existing Excel tools, and provide updates and improvements as needed.

·       Other support

Provide technical support to the project teams in terms of scheduled supervisions throughout the year to strengthen data reliability and quality control; training in data collection, coding and analysis.

Participate together with the mission epidemiologist in the establishment and maintenance of an adequate weekly data collection system for appropriate epidemiological surveillance for timely alerts as part of the mission’s EPREP.

Together with the mission’s epidemiologist, monitor data during outbreaks and emergency interventions.

Requirements
Education ·       Degree in Epidemiology or Public Health or Statistics or Health sciences, Diploma Engineering / data systems, Machine learning/AI.

·       Training in data management and data systems (medical, financial, engineering), with training in statistics and epidemiology an advantage.

Experience ·       At least 2 years of experience in Medical Data Management.

·       Previous experience in disease information management (TB, HIV, malnutrition or other)

·       Desirable experience with INGOs data systems.

·       Desirable working experience with medical INGOs

Knowledge ·      Essential computer literacy (word, excel and internet) and statistical packages, R, Epi Info, ENA.

·       Desirable knowledge of the M parameters of the country’s MOH or other similar context

Language English is essential.
