Job Requirements:

Essential:

  • An university degree in law or any relevant field
  • At least 2 years of experience in the field of INGO liaison work or a similar position.
  • Training and certifications from accredited institutions such as IFRC, Red-R, ICRC, UN, etc.
  • A commitment to working constructively with team members and a service oriented attitude.
  • An understanding of the complexity and values of non-profit organizations.
  • Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams.
  • An ability to be flexible and demonstrate a high-level of interpersonal and cross-cultural skills including the ability to build collaborative relationships internally and externally with sensitivity to cultural, ethnic, social and political issues.
  • Demonstrated knowledge of Organization’s work.
  • Fluent in both Arabic and Kurdish with a good level in English.

SKILLS

  • Excellent communication skills and experience with a diverse array of players, including external partners.
  • Proficient on the computer (Microsoft Office, Excel, Outlook email, internet).
  • Extensive writing, translation and presentation skills.
  • Ability to assess incidents and provide corresponding reports and recommendations.
  • Good knowledge of political and security situation in Syria and the region.
  • Strong command English and Arabic spoken and written.

Desirable

  • Experience with guard supervision
  • Formal train-the-trainer experience in defensive driving, first aid, and fire safety (including fire extinguishers).
  • Formal training in incident investigation and analysis.

Job Description:

Programme Support:

  • Conduct, update, and compile reports on humanitarian assessments of field areas, distribution sites, and facilities.
  • Complete paperwork to facilitate approval for staff to work with contacts outside of the office, including government.
  • Liaise with border authorities to facilitate movement of supplies across the border.
  • Ensure completion and approval of TARS for staff that are travelling outside of the office.
  • Report to the Liaison and Humanitarian Access Manager daily on the changing security situation and context through detailed collection and verification of information.
  • Investigate, follow-up, and report on incidents, ensuring consistent communication with designated staff.
  • Enter all reportable incidents into the online tracker within 24 hours.
  • Educate staff on their responsibilities regarding incident reporting.
  • Collect and compile weekly report on local information relative to the organization areas of operation.
  • Keep and maintain all satellite phones, first aid kits, hibernation kits, and firefighting equipment in coordination with Logistics, to ensure they are always operational.
  • Brief and all train staff, including drivers and guards, on personal as well as organizational humanitarian access duties.
  • Work with the team to maintain the communications tree and conduct drills.
  • Contribute to all reports as requested.
  • Support with Incident/Crisis Management as required.
  • Coordinate with law enforcement agencies, other INGOs, and government sectors, as requested.
  • Other duties as assigned.
