Job Requirements:

Essential

Master’s Degree in Agriculture, Social Science, Development Studies, International relations or related subject

Minimum of 5 years of experience in the NGO sector, and 2 years in a similar position with experience in programme management position, ideally with an international NGO – Team Management and Team Supervision experience required

Strong technical skills in project cycle management

Advanced skills in at least two of the following  key areas:

Cash-Based Interventions (such as CFW)

Market-Based programming (support to small businesses)

Agricultural activities (technical trainings)

Informal education or Vocational Training

Fluency in Arabic and English is essential

Ability to use MS Office programs, specifically Outlook, Excel, and Word

Willingness to be flexible and work long hours when required;

Good organizational skills and ability to remain calm and work  effectively under pressure.

Willingness to learn and to take on extra duties as required.

Excellent communication and interpersonal skills.

Excellent teamwork skills and the ability to build good relations both internally and externally

Experience in report and proposal writing

Proven financial management skills

Good command of procurement regulations and practice

Job Description:

In coordination with the Livelihoods Programme Manager, the ERL Manager will provide technical and management oversight and supervision of assigned ERL projects, ensuring they are in line with Worldwide’s organizational strategy, government regulations, and donor requirements. The main duties include, but are not limited to:

Programme Implementation and Programme Quality

Conducting regular visits to project locations ensuring activities are in line with standard operating procedures and sectoral standards are consistent across the area of operation, ensuring that emerging needs/gaps and priorities are identified and communicated to the Livelihoods Programme Manager.

Identifying opportunities for effective sharing of learning, innovations and continuous programme improvement process, through monthly ERL programme meetings and periodic project review sessions with the team.

Ensuring that all programme targets are reached in accordance with agreed programme objectives, as per contracts with donors and in line with the overall programme approach.

Facilitating the capacity building of project staffs by providing on the job training, identifying possible training opportunities (internal and external) and providing regular feedback.

Supporting the Livelihoods Programme Manager in the development of proposals and budgets for ERL activities/projects in relation to the emergency response, taking into consideration lessons learnt, gaps and priorities.

Support Livelihoods Programme Manager to review and update selection and vulnerability criteria to ensure emergency programmes are targeting the most vulnerable households in need.

Supporting the teams to develop detailed implementation work plans, to effectively plan and carry out assessments, verification and distributions.

Work closely with the MEAL team and provide technical lead on multi-sectoral needs assessments in new areas of operation as occurred.

Team Management and capacity building

Managing and supervising programme officers to ensure programme activities are well planned, prioritized, carried out to a high standard, in a timely manner and monitored in efficient and effective ways, with due consideration to gender, disability and other protection issues.

Carrying out Performance Development Reviews (PDR’s) with ERL officers. Ensuring that ERL officers are trained in the PDR process and able to complete it with ERL Assistants.

Ensure team members are aware of core policies and procedures relevant to their work, and with the support of others, carry out regular briefings on these policies, including the Programme Participant Protection Policy, security management, accountability.  Contribute to the implementation of these policies.

Coordination

Ensuring effective collaboration with the teams of the different sectors and projects to ensure an effective delivery of the multisectoral programmes.

Share information about Concern’s activities and intervention and promote good relations and collaboration with other actors working within areas of operation to avoid duplication and ensure needs are identified and met.

Collaborate effectively with the Livelihoods Programme Manager, Area Coordinators and Officers to support on coordination efforts with local authorities and to secure necessary approvals in a timely manner.

Where necessary, to lead on community consultations to ensure activities are implemented without unintended consequences and mitigating community tensions.

As and when necessary, participate and contribute in the Agriculture, Livelihoods and Cash for Work technical working groups.

Coordinate closely with the protection team to ensure protection mainstreaming is integrated into all Early Recovery and Livelihoods activities.

Reporting and information management

Oversee the regular updating of implementation plans and track progress to date on outputs and activities.

Ensures teams are completing activity reports in a timely manner and that these are stored on share point.

Ensure that the programme activities tracker is updated in a timely manner by the ERL officers.

Support the Livelihoods Programme Manager in the preparation of necessary reports such as progress reports (e.g monthly, quarterly reports), annual reports and final reports for donors.

Support the Livelihoods Programme Manager and Area Coordinators with organizing donor visits, evaluations and programme reviews as necessary.

Monitoring and Evaluation

Working closely with the MEAL team to ensure the MEAL activity tracker is updated, and with the consultation of the Livelihoods Programme Manager the necessary actions are taken and recorded by project teams.

Ensure that programme participants are made aware of Concern’s CRM, that the CRM is accessible to programme participants, and closely monitor CRM reports and share with the Livelihoods Programme Manager.

Lead on organizing focus group discussions with beneficiaries and their community representatives, to help inform project activities and methodologies.

Take the lead in carrying out Livelihoods surveys such as market analysis, seed security analysis, value chain assessment and other data collection and analysis necessary to the development of quality programming.

Financial Management

Ensure Cash Flow Forecasts are completed in a timely and accurate manner.

Support the Livelihoods Programme Manager to oversee specific budgets and financial management by updating spending plans and tracking spending closely.
