Job Requirements:

A university degree in a related field, such as Management, International Relations, Social Sciences, Food security, and Humanitarians is preferred.

EXPERIENCE and SKILLS

7 years’ experience in emergency project implementation, preferably with an international humanitarian NGO.

Good skills in English and Arabic language.

Experience in data collection, survey, and date analysis is preferred.

Computer literate in Microsoft Word, Excel, and email.

Ability to travel to all the program areas in northeast Syria.

Good organizational and communication skills & writing reports.

Job Description:

Ensure and oversee the program team and work closely together to implement the program activity in all locations with the support and supervision from the Area manager.

Responsible for designing and managing the SFV activity and flour distribution and the daily Bread production and distribution in assigned Camp/IDP Site(s), and host communities.

Ensure that SFV systems, policies, procedures, and people are in place to ensure the proper management and implementation of the activity in the field.

Documenting and following up on important actions and decisions from weekly or monthly meetings.

Ensure frequent field visits with Area Manager to camps, bakeries, CCs, and other field locations.

Responsible for preparing necessary presentation materials for meetings.

Support camp managers and collective center Field coordinators/officers in report gathering and compilation.

Review and monitor the collected information from the field and send the daily reports of the program activity to the Area manager.

Update the line manager on any challenges of the program activity.

Daily follow-up with the team member/s under his/her supervision to support program activity implementation.

Represent Blumont and maintain communication with the relevant working groups in support of the CCCM Specialist and other partners working in NES as per the work requirements.

In support of the CCCM specialist and Area Manager lead coordination with the local authority department (department of economy, HAO, local councils, etc.)

Coordinate with the supported departments (finance, security, logistics, M&E, HR) to facilitate the work as per the needs.

Monitor the bakeries’ operation to ensure the quality of the bread to meet the requirement.

Ensure close coordination with the management of the camp in facilitating the bread distribution at the assigned camps and provide technical support to the camp management when it is required.

Ensure proper management of financial and other resources related to the SFV activity, including reviewing and monitoring vendors and individual invoices, redemption lists, distribution lists, and other related documents and ensuring timely submission to the logistics and finance.

Keep the Area manager fully appraised of any deviations from standard operations (vendors closing, delay in delivery, shortage in commodity, etc.) and work to resolve them through available means.

Develop and submit the required reports on time to the Area manager.

Follow up with the program team and inform the Area manager of the updated population statistics of the assigned camp/ host communities.

Perform any other related duties as reasonably requested by the supervisor.

POSITION SUMMARY: Under the direct supervision of the Area Manager, the Area Coordinator will support the Area Manager and be responsible for the management and coordination of the Food Program activities, Camp management activities that are managed by other partners, Collective Centers that are managed by Blumont, and ensure smooth implementation of program and operations activities and adherence to logistic, human resource, administration, and security procedure.

Staff reporting to this post: Three Program Officers for SFV, bread activities, and the collective centers.
