Blumont is looking to hire a 01 Identification & Registration Assistant  for BHA SAFER II Program funded by the U.S. Agency for International Development (USAID) in Al Hasakah  Collective Centers (CCs) North East Syria.

Job Description:

The Identification Assistant will support the Registrations & Identification officer and he/she will be responsible for supporting all activities related to registration and identification along with related guidance, which may also include functions related to reception, filing and data management. S/he provides counselling to, and responds to queries from, IDPs related registration procedures and their rights and entitlements. S/he liaises closely with CCCM & protection staff and partners to ensure timely identification and referral of persons of concern (POC) for protection follow up. The Identification Assistant may assist in compiling and analyzing information related to registration activities in the operation area, the incumbent may provide interpretation and/or translation services in cases for which s/he has the required language competencies.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABLITY:

  • Perform a comprehensive identification process for all new arrivals to the IDPs sites
  • Modify (add, remove and revise) data of beneficiaries’ profile/database as required.
  • Prepare timely data to be used for camp management reports, place of origin, statics, Age breakdown, and the 4Ws.
  • Conduct registration interviews when required in accordance with registration standards and guidance.
  • Conduct ad hoc surveys and assessments in coordination with M&E and CCCM team.
  • Monitor and evaluate ongoing Identification activities and report on unmet needs and gaps.
  • Transferring data from paper formats into computer files or database systems.
  • Review documents for accuracy and completeness before entering them into data.
  • Manage conflicts when they arise and always find solutions.
  • Conduct post Identification monitoring, bilateral interviews and/or focus group discussion with vulnerable displaced households to identify specific needs and refer to the identified cases such as PWD data, new born babies etc and share with line manager.
  • Maintain exact and up-to-date records of IDPs and data related to all individual registration cases.
  • Maintain good crowd control according to distribution SOPs in coordination with line manager.
  • Update individual records to reflect changes in information related to identity program and maintain hard copies.
  • Maintain confidentiality of the information related to the identity program database.
  • Prioritize vulnerable cases during Identification and provide needed support.
  • Ensuring that all that is required during the departure operations of sites residents.
  • Permanent readiness to travel to the places required to work in all sites.
  • Any other duties as requested and/or needed..

 

ADDITIONAL JOB RESPONSIBILITIES:

  • Maintain regular archiving of all identification activities under line manager supervision
  • Prepare, print ration IDs of IDPs
  • Support program team by updating managing labors data base
  • Support site level distribution with needed \ pre verification

Qualifications and Skills

  • institute degree or equivalent.

 

 

EXPERIENCE and SKILLS:

  • Minimum 1 years of NGOs work experience in the same field or another related field
  • Proven abilities to work with community and IDPs.
  • Good communication and dialog skills.
  • Experience working with NGOs and knowledge of humanitarian standards and codes of conduct.
  • Personal qualities: Works well in and promotes teamwork, strong community outreach skills, detail oriented, honest, flexible, and able to handle pressure well.
  • Language skills: good knowledge of English and fluency in Arabic language skills are required
  • Good organizational skills and ability to analyses information.
