Job Requirements:

  • Advanced university degree or equivalent in social studies, women studies, international relations, Human Rights Law, and another related field.
  • Certificates/training in GBV or gender norms and livelihood programing.
  • Speaking language: English and Arabic.
  • Master’s degree in social sciences, Development studies or other related fields or combination of relevant education and experience relevant to the job.
  • 3-5 years of experience in GBV programing in a development/humanitarian setting or Women’s Economic Empowerment work
  • 3-5 years of humanitarian experience in GBV program and technical and livelihoods related work, managing gender or livelihoods programs, and having technical expertise in humanitarian, transition or fragile field contexts.
  • Experience in gender transformative programming through women’s economic empowerment approaches
  • Strong reporting skills
  • Excellent project management skills
  • Ability to write effectively in English, also present well in English.
  • Experience in stakeholder coordination – especially in research, and across various agencies.
  • Good budget management, forecasting, and strong financial accountability
  • Experience of with qualitative and quantitative research and evaluation methods (including conducting FGDs, structured and semi-structured interviews, surveys)
  • Good understanding of the Syria context, with understanding of women’s empowerment programs is an asset.
  • Experience of community-based and behavior change programming, and strong community engagement skills. • Experience of managing Protection programming through partners

Job Description:

The org is working in Syria to support vulnerable women, men, girls and boys affected by the ongoing crisis. We work both through partners and through direct delivery of humanitarian assistance across Syria with a specific focus on building the resilience of communities. Currently the org’s core sectors in Syria are Food Security & Livelihoods (FSL), WASH, emergency response, and Protection, working with over 120 staff in hubs across the country.

As part of the Syria Resilience Consortium (SRC), the org Syria is working on an FSL project funded by FCDO titled, Building Local Resilience in Syria. Alongside livelihoods and market-based measures, this project works to address gender imbalances in workplace participation, and household decision making. There is a research pilot as part of this project – aiming to prevent violence against women and girls (VAWG) in NorthEast Syria, with a focus on the women participating in the income generating activities under the food and security program. The Program Coordinator will lead the coordination of the VAWG project and provide operational oversight for the implementation of the project.

The Program Coordinator will support the implementation of the VAWG research pilot to ensure the project intervention is timely, effective and relevant to a range of needs, and incorporates a gender focus in all aspects of programming. S/he will manage the implementation of the project between the org and other agencies, act as coordinator and provide training, mentoring and coaching for the org staff and partner agencies. S/he will be responsible for budget and project management for the VAWG project, implemented both directly and through local partners, and reporting to the Protection and Gender in Emergencies Manager.

The Program Coordinator will cooperate with key program support functions, including security, finance, HR, administration, logistics, and procurement in order to ensure smooth implementation of activities and will also be responsible for operational coordination and reporting.

KEY RESPONSIBILITIES

  • Oversee the implementation of the pilot phases in close coordination with NES Protection and FSL teams.
  • Maintain and update processing mapping documents, workplans, meeting schedules, and meeting minutes as needed. Ensure all documentation is filed accurately and timely in the SharePoint documents.
  • Develop operational plans and support the VAWG team and in the regular implementation process.
  • Monitor expenditure against approved budgets and ensure financial control of programming throughout implementation.
  • Be the technical focal point to manage downstream partner(s) engaged in the pilot activities, working closely with the Grants and Partnerships Coordinator.
  • Facilitate exchange and manage inputs from all partners (SRC, INGO partners, FCDO and FCDO consultants)
  • Under the direction of the PGiE Manager, mobilize additional support as needed (regional advisor, gender advisors)
  • Ensure program reflects any updates in contextual analysis and various contextual scenarios.
  • Ensure that the pilot is aligned with the wider BLRS project, and that all outcomes are linked to resilience.
  • Ensure project is managed in line with the org and SRC’s donor policies and procedures.
  • No direct staff management responsibilities as required at this level.
  • Provide ongoing coaching and mentoring to staff and partner staff, engaging in both formal and informal capacity building for the team, transferring key skills including technical skills related to Women’s economic empowerment programming as requested by the org and INGO partners for the VAWG program area of technicality.
  • At all times ensure the safety and security of all project staff in line with the org and SRC policies and procedures.
  • Responsible for development and coordination of internal and donor reporting on the pilot across the two agencies.
  • Develop and support an excellent working relationship between the org and other INGOs in the consortium, based on effective and timely communication.
  • Liaise with local partners, NGOs, and other relevant entities for coordination and implementation, including with relevant clusters at the org level.
  • Provide briefings, reports, and presentations to the SMT, NES stakeholders, and donors on the progress of implementation, as required.
  • Establish a strong working relationship and coordinate VAWG program implementation with other SRC partners and program staff specially the FSL team.
  • Manage ad hoc requests for information, reporting, or case studies.
  • Support MEAL and Partnerships team to develop tools to assess partner performance and organize reflection sessions on the findings that will inform development at the org level.
  • Liaison closely with the MEAL team at the org level to ensure appropriate monitoring and evaluation is carried out for all program activities.
  • Liaison with INGO partner focal point to ensure progress and outcomes, accurate reporting and shared tools.
  • Coordinate closely with the SRC program quality unit to maintain a high level of program performance and adapt according to the donor requirements and technical guidelines.
  • With the supervision from the PGiE Manager support in carrying out periodic learning reviews with relevant program and program support staff, and ensure best practices and lessons learned are documented and shared to relevant stakeholders when appropriate.
