Job Requirements:

  • Bachelor’s degree in sciences department (engineering, math, agriculture, etc.)
  • Master’s degree in similar field
  • At least two years of experience in development and/or humanitarian organizations, including significant experience of working with partners.
  • Proven experience in data collation, analysis, and reporting.
  • Strong facilitation skills, including the design and management of effective training, workshops and meetings with diverse participants.
  • Strong team player, able to develop and maintain effective working relationships within a distributed and dynamic team.
  • Flexible, creative and solution-oriented approach in an innovative environment
  • Competence with MS Office applications, including Word, Excel and Outlook.
  • Fluency in written and spoken English and Arabic
  • Proven experience in training and capacity building.
  • Experience in research design and coordination of large-scale data collection.
  • Experience with one or more of the following program areas: water, sanitation, and hygiene; livelihoods; distribution of NFIs; protection.

Job Description:

The purpose of the MEAL Officer position is to support M&E processes for the ORG’s programming in North East Syria, with the goal of improving the quality of services provided to beneficiaries. To ensure coordination and consistency across the MEAL unit, this position will report to Deputy MEAL Manager and ensure the following key roles are performed:

  • Collects quality data using paper and/or digital MEAL tools on a timely basis working with Data Collector.
  • Providing regular reports to program team “verification- PDMs- observation- etc”.
  • Provide Capacity support to Data collector.
  • Inputs data into the database, ensuring accessibility and reliability of information under the guidance of a more senior MEAL or program staff.
  • Assists in communicating key project information and results with community members and colleagues.
  • Participates in community-based conversations on ongoing project interventions.
  • Shares insights and perspectives based on observations and interactions with community members and colleagues.
  • Checks on the functioning of field-level community feedback mechanisms under the guidance of a more senior MEAL or program staff.

KEY RESPONSIBILITIES

  • Conduct/analyze/report Multi Sectoral Needs Assessments (MSNAs), Post Distribution Monitoring and KAP surveys.
  • Guide the regular sharing of the outputs of MEAL findings with project staff, implementing partners, and primary stakeholders.
  • Support the dissemination of quality data for decision-making and feedback via regular information sharing with stakeholders and beneficiaries, and through the publication of key project successes.
  • Compiling and analyzing collected data in order to identify lessons learned and any gaps or problems, sharing results in project reflection meetings, and reporting any concerns to the appropriate program.
  • Keeps up to date with developments in the sector, including best practice examples in NES and internationally, and ensures ongoing personal development and learning.
  • Regularly collect case studies, success stories, and human-interest stories that tell an interactive story of the development impact of project activities.
  • Working closely with the Deputy MEAL Manager, establish a mechanism for data collection tools (quantitative and qualitative) and reporting to ensure all monitoring requirements are met, including field monitoring.
  • Organize, design, plan, and carry out the collection, verification, evaluation, analysis, compilation, and dissemination of program data.
  • Conducting data quality assessments on key activities and developing analytical reports
  • Conduct regular field visits to track progress against indicators and put in place systems for routing data quality checks and revisions.
  • Work closely with Deputy MEAL Manager and program staff to ensure data on project deliverables and achievements against the log-frame is as accurate and up to date as possible and managed according to agreed processes and standards.
  • Collaborate with field office staff and implementing partners on qualitative monitoring to provide relevant information for ongoing evaluation of project activities.
  • Review all incoming M&E data (informal and formal) from staff, third party monitors and partners related to the project/s the position is responsible for
  • Review, clean and cross-check data against other sources, with a strong focus on identifying any issues relating to data integrity or fraud.
  • Work closely with program managers to ensure data on project deliverables and achievements against the log frame is as accurate and up to date as possible and managed according to agreed processes and standards.
  • Analyze qualitative and quantitative data and write MEAL reports (synthesizing key data from multiple sources).
  • Support program team to develop necessary reports.
  • Develop internal analysis reports on implementation data.
  • Develop indicator tracking tools to support reporting.
  • Assist the Deputy MEAL Manager to conceptualize, write, and consolidate progress reports, as well as briefing documents and other publications relating to the org implementation.
  • Support the Program team in the quarterly, interim, and final reporting, ensuring that the reporting meets donor and the org MEAL expectations and requirements.
  • Identification and formulation of lessons learned from evaluations and studies to be integrated into the final report.
  • Participate in annual project reviews and planning workshops and prepare relevant reports.
  • In coordination with the Information Management/Data management Officer (IM/DMO), implement the Accountability Mechanism (CRM), including preparations of tools for feedback and complaint collecting and recording including booking complaints on CRM system.
  • Record all feedback and complaints received in the database (CRM online System) and categorize each complaint (according to the org guidelines) for ease of follow up and analysis.
  • Ensure that sensitive complaints are escalated immediately, as per the guidelines in the org complaints and feedback manual.
  • Work with the org program teams to ensure that up-to-date programming & other relevant information is available to be shared with people who reach out for information through the feedback and complaints mechanism.
  • Train staff on MEAL tools, methodologies and principles, and other topics as identified in their organizational development plans.
  • Provide ongoing mentoring and support to partner staff in the position location to ensure continual improvement in skills and good quality outputs.
  • Conduct capacity assessment of the org and partners’ staffs in monitoring and evaluation.
  • Organize and conduct of results-oriented monitoring and evaluation trainings (including quantitative and qualitative data collection methods) for the org’s and partners’ staff.
  • Build the capacity of MEAL and program staffs on different aspects on MEAL including database management and impact assessment in target location.
  • Undertake any other duties which may be assigned.
