An Academic Degree.

General Work Experience:

  • 1-2 years’ experience in MEAL Activities.
  • Experience in conducting data collection exercises (Qualitative and Quantitative)
  • Experience in use of digital data collection tools is an advantage
  • Proficiency in Microsoft suite Excel, SPSS, STATA, KOBO, ODK preferred
  • Proficiency in Microsoft suite is an advantage
  • Previous volunteering experience is an advantage

Required Skills and Abilities:

  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Strong results orientation, with the ability to challenge existing mind sets
  • Multiple tasks and maintain attention to detail.
  • Ability to present complex information in a succinct and compelling manner
  • Ability to lead, train, supervise and facilitate
  • Ability to work as a member of a team is essential.

Job Description:

GENERAL DUTIES/RESPONSIBILITIES:

The Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer manages information and reporting processes and products to ensure professional, high-quality communication about ACTION FOR HUMANITY programmatic activities and results. The MEAL Officer will also play an important role in improving information management and data quality, and in strengthening knowledge sharing and learning across the organization. The MEAL Officer will assume responsibility for full-cycle monitoring and evaluation of organization programs, developing appropriate methodologies and tools to design evaluations.

  • Raising and following up all documents related to implementing project MEAL activities within the appropriate time of the work plan.
  • Supporting MEAL coordinator in cleaning and analyzing data process.
  • Assist in preparing all project related MEAL draft reports (PDM, Pre/Post KAP, Base/End-line, verification, etc.) within the agreed timeframe.
  • Design and set up of the full program complaints and feedback mechanism (CFM) and information sharing system – including child friendly versions that are sensitive to gender and diversity.
  • Responsible for track and review of Accountability Implementation Plan
  • Assess the information and database to ensure that data is being collected and managed promptly and effectively.
  • Ensure adequate monitoring, reporting, and acquittal of project activities in accordance with humanitarian accountability framework, relevant SPHERE standards, and essential environmental mitigation measures.
  • Understand and carry out his duties in accordance with humanitarian principles, core values, Child Protection Policy, the Code of Conduct.
  • Support beneficiary accountability and participatory approaches throughout the program cycle.
  • Comply with the Action for Humanity confidentiality policy ensuring the non-disclosure of any information whatsoever relating to Action for Humanity practices and beneficiaries.
  • Reporting any problems that may arise during implementation of the project
  • As a member of Monitoring Team, the MEAL Officer shall conduct data collection in the field and execute the methodologies provided by the MEAL coordinator.
  • Undertake regular visits to field locations to support monitoring and evaluation processes and contribute to the development and roll out of accountability processes.
  • Participate in all other aspects of MEAL, for example surveys, baselines, evaluations, joint projects monitoring and reviews / lessons learning workshops/events.
  • Produce monitoring checklists and conduct quarterly joint field process monitoring, quality assessment and data validation, and provide feedbacks and recommendations for timely improvement.
  • Develop field staff capacities to employ a learning approach to their work. She/he will also be actively involved in promoting learning through documentation of lessons learned and developing approaches for community analysis and utilization of data for decision-making.
  • undertake accountability activities, including the development and use of information sharing materials and the establishment of complaint response mechanisms.
