Job Requirements:

  • Essential
  • University degree in Sociology, Economics or any other related field
  • Two year of relevant experience (MEAL) with INGOs at similar role or higher.
  • Practical experience in M&E system coordination/implementation in an international non-governmental organisation
  • Experience in community mobilisation and community-level dialogue
  • Experience in assessments and surveys at camp and community level
  • Demonstrable track-record in data tracking and evaluation, with the ability to support staff and partners on M&E methodology and analyse and disseminate information to a range of stakeholder audiences.
  • Strong skills in excel and other data management software:
  • Experience in knowledge and database management.
  • Working knowledge of data/statistical programmes e.g. SPSS
  • Excellent planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities
  • Strong communication, influencing and interpersonal skills in English, with experience working in multicultural, multi-location, values driven teams
  • Ability to write in excellent English and produce reports
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
  • Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
  • Good reporting and analytical skills
  • Fluent in English
  • Fluent inArabic, Kurdish is desirable.
  • Desirable:
  • Background of implementing effective M&E systems and/or accountability mechanisms in emergency responses
  • Education to BSc/BA/BEng level in Social Sciences, Public Health, Statistics or related field
  • Use and experience in digital data collection such as KOBO

Job Description:

  1. Programme Monitoring

Prepare MEAL Plan from the logframe for each project and share in kick-off meetings for finalisation

  • Guide Project Officers, MEAL Assistants, and partner organisations’ MEAL Focal Points on rolling out the MEAL Plan for each project.
  • Ensure that all indicators in the log frame have plans to be measured including plan for baseline and end line with support from MEAL Coordinator
  • Train and regularly review and support capacity of Project Officers to report monthly Activity Tracker
  • Provide reach data for output tracker for projects to MEAL Coordinator to contribute organisational level database
  • Support programme officers in the correct use of activity tracker, attendance databases, and other tools as appropriate
  • Validate data from the field and prepare IPTTs for projects on a monthly frequency
  • Support the MEAL Coordinator in the planning and implementation of all needed surveys and assessments including baselines, mid-terms,endlines, Rapid Needs Assessments,
  • Support the MEAL Coordinator in providing technical support to Project Officers to ensure that attendance records are up to date and correctly recorded for all programmes
  • Support the MEAL Coordinator in documenting all reach in distribution activities
  • Organise and conduct Post Distribution Monitoring and prepare reports to share with Field Manager and MEAL Coordinator
  1. Quality Monitoring
  • Enhance capacity, train, and support MEAL Assistants in conducting quality monitoring including those MEAL equivalents with partners
  • Prepare reports on quality monitoring against the quality checklist and share with Deputy Field Managers and MEAL Coordinator as per the agreed schedule
  • Follow up action plan closure for quality monitoring and prepare monthly reports to provide status to submit to Deputy Field Managers and MEAL Coordinator
  1. Accountability
  • Support the MEAL Coordinator in establishing an effective and functional complaints and feedback mechanism at both the camps and the community level that is accessible to all beneficiaries and community members.
  • Develop a monthly trend analysis of complaints and feedback at the organisational level giving the status of response by program teams and sharing it with Field Managers and MEAL Coordinator
  • Assist Field Managers and MEAL Coordinator in carrying out inquiries in serious nature of complaints
  • Enhance capacity, train and support MEAL Assistants in rolling out and ensuring a robust accountability system in all projects
  • Support partners’ MEAL teams’ in establishing a functional MEAL system in line with the above
  • Prepare monthly report on accountability to share with Field Manager and MEAL Coordinator
  • With support from MEAL Coordinator conduct a data quality assurance test on a biannual frequency
  • Support MEAL Coordinator in preparing biannual data quality assurance reports
  • Ensure that all data that is being submitted (Activity Tracker, IPTT, output tracker, quality monitoring) is reviewed with data completeness and verified with program
  • Supervise incentive workers working on data collection for timely and quality data
  1. Evaluation and Learning
  • Support program and MEAL Coordinator for field level operation of evaluations and other research (market research, formative studies, situation analysis, etc.,)
  • Support the programme team in conducting review and reflection workshops
  • Support MEAL Coordinator in data analysis for preparation of reports
  • Support MEAL Coordinator in annual reporting such as Total Reach
  • Support the MEAL Coordinator in the implementation of Learning Agendas, delivery of lesson learning workshops and other activities designed to capture, share and use learning to improve the quality of the program’s design, implementation, management, and MEAL.
  1. General
