  • Proven experience in managing Shelter/ NFI Emergency teams
  • Proven experience in managing humanitarian budgets, and human resources.
  • Previous experience in emergency contexts and in the provision of assistance to IDPs and/or refugees.
  • Ability to work in volatile settings and under-pressure.
  • Excellent assessment and analytical skills.
  • Fluency in Arabic and English (spoken and written)
  • Experience using mobile data collection tools
  • Expertise in one or more of the following additional program areas: water, sanitation and hygiene; livelihoods; protection cellent communication, coordination, and representation skills.

Job Description:

The Rapid Response Deputy Manager is responsible for supporting rapid assessment and project design in emergency situations and leading on relief distribution activities across northeast Syria. S/he will support the Rapid Response Manager to design and manage the preparedness and mobilization of emergency activities, assisting the Director Program (DOP) in the operational planning of rapid response and emergency projects. This includes coordination with various stakeholders, targeting and registration, preparation of distribution plans, overseeing implementation, national staff hiring, support MEAL activities and reporting in line with THE ORG toolkits and best practices. He/she will be responsible for team management and undertaking on-the job training for the field level distribution staff on various subjects that include site distribution set up, tasks delegation, workflow setup, dealing with scoping errors, crowd control, and applying humanitarian assistance principles during distributions. He/she will also represent the organization at coordination meetings with the Program Manager and other program-related coordination forums.

KEY RESPONSIBILITIES

  • Mapping of locations, project activities, and resources in key areas for rapid response
  • Keep and set up networks and linkages with key stakeholders (beneficiaries, community leaders, local NGOs)
  • Feed into emergency preparedness planning and support Rapid Response Manager in keeping this up to date with operational details.
  • Represent the organization in relevant working groups when the Manager cannot attend.
  • Share information with relevant stakeholders within the org country office and wider team and seek inputs where required for strong internal coordination.
  • Conduct market assessments to prepare cash and voucher interventions or justify in-kind distributions.
  • Input into quarterly humanitarian update and the org emergency preparedness plans, follow up on key actions.
  • Maintain pre-preparedness and contingency programming plans.
  • Participate in rapid needs analysis in collaboration with Rapid Response Manager (liaising closely with MEAL)
  • Identify and train partners in key locations on emergency preparedness and response.
  • Maintain appropriate targeting criteria and mechanisms to ensure the needs of identified vulnerable groups are met, collaborating with sector teams.
  • Review and update lists of approved items from vendors, to ensure preparedness in line with market availability.
  • Support in developing and operationalizing best practice approaches to emergency response, in line with the org Community of Practice and new innovative approaches.
  • Review and operationalize SOPs, ensuring dissemination and adherence.
  • Coordinate with MEAL teams to ensure accountability and response to feedback received through feedback mechanisms.
  • Provide data and information for MEAL department to conduct MEAL activities during and after activities.
  • Develop SNFI and rapid response activities for proposals, including targets, indicators, and tools outline.
  • Be a lead member of the procurement committee, offering technical advice and support on SNFI specifications, working closely with Supply Chain team.
  • Responsible for developing and updating critical distribution plans – conducting field visits to distribution sites to identify challenges, opportunities, and best approaches.
  • Coordinate with procurement, logistic and security team to request support for new distributions.
  • Coordinate delivery of relief items from warehouses to field sites in a timely manner
  • Ensure all distribution activities are implemented in line with the org standards and procedures.
  • Analyse monitoring and evaluation data and share back with Program Manager to ensure better, more efficient, and more effective delivery.
  • Ensure accurate data collection, review distribution sheets, and sign off for payments.
  • Support the FCRM in identifying the main Shelter / NFI Emergency risks and barriers to address and enhance the system accessibility.
  • Line management of office-based staff (Rapid Response officer)
  • Map HR needs for new projects and proposals, and that operations costs are accurately forecast.
  • Develop, review, and implement team development plans for professional growth.
  • Identify and disseminate learning opportunities for the team.
  • Conduct training on emergency response for other members of the org office.
  • Ensure that work procedures and relevant SOPs applicable are understood by field staff and being carried out throughout the implementation by the org staff and partners.
  • Supervise and monitor field S/NFI emergency team including setting work plans, schedules, and smooth coordination.
  • Conduct induction sessions and on the job training and capacity building sessions for volunteers and field distribution teams.
  • Work closely with the org safety and security focal points to ensure field distributions are in line with the org NES safety and security protocols. This includes preparing timely movement requests for field trips, reporting safety and security incidents from the field, regular communication with safety and security focal points on field movements.
  • Coordinate with local authorities and stakeholders to ensure emergency Shelter / NFI response is well coordinated with local actors and necessary approval in place to implement emergency Shelter / NFI activities on the ground.
  • Coordinate with other INGOs/LNGOs who implement emergency programs in NES to avoid duplication and build synergies among agencies.
  • Represent the org in camp coordination meetings and working groups.
  • Prepare project updates, 4W reports and other information related to emergency response and share with program manager to share onward with cluster focal points, local authorities, and other stakeholders.
  • Ensure communication and joint working with other org projects and teams to ensure integrated response.
