Job Requirements:

  • University degree in social sciences, human rights, economics or another relevant field
  • An advanced university degree is desirable or equivalent combination of education and work experience
  • Minimum five years’ experience project management skills – working with an INGO or LNGO.
  • Proven experience in implementing Shelter/ NFI Emergency activities through partnerships with local NGOs.
  • Proven experience in managing and leading Shelter/ NFI Emergency team
  • Proven experience in managing humanitarian projects, budgets, and human resources.
  • Proven experience in designing and delivering humanitarian training.
  • Previous experience in emergency contexts and in the provision of assistance to IDPs and/or refugees.
  • Ability to work in volatile settings and under pressure.
  • Excellent assessment and analytical skills.
  • Excellent communication, coordination, and representation skills.
  • Excellent command (written and spoken) of English and Arabic.
  • Good interpersonal skills to work effectively with different stakeholders, including different communities in the target areas, humanitarian actors, service providers, local and national authorities.
  • Sufficient start-up and operational capacity

Job Description:

The Rapid Response Program Manager will be responsible for leading program preparedness for rapid onset emergencies and delivering frontline response in North-East Syria. S/he will design and manage the implementation of emergency activities, assisting the Director Program (DOP) in the design and planning of rapid response and emergency projects, working with the MEAL department on monitoring and evaluation of the program’s impact. S/he will ensure the program’s activities are in line with the org mission values, with national/international standards and donors’ requirements. S/he will directly supervise the Rapid Response Deputy Manager. In addition, management of Shelter/Non-Food Item activities will fall under this department, including partnerships and capacity-building of the org S/NFI and emergency program staffs and partners. S/he will represent the org in coordination mechanisms. S/he will lead the design and implementation of the org Shelter / NFI Emergency strategy for NES.

The Rapid Response Program Manager will be based in Hassakeh with frequent travel to project locations. S/he reports to the Director of Programs.

KEY RESPONSIBILITIES

  • Lead the org Emergency Preparedness and Planning processes for program, including design, implementation, support, and follow-up.
  • Build master budgets and overall response plans to feed into the development of new project proposals (including development of logical framework, budget, and work plans).
  • Monitor alerts on displacement, developing emergency situations, and reports from program teams to identify timely and relevant interventions with the org scope of work.
  • Lead mapping of locations, project activities, and resources in key locations
  • Represent the org in SNFI Working Group meetings, SSWG, and Emergency Response committees when not covered by other sectors.
  • Integrate the org core approaches, including Gender in Emergency, Women Lead in Emergency
  • Develop and maintain pre-preparedness and contingency programming plans.
  • Collaborate and liaise with sector teams to maintain SOPs for in-kind distribution, MPCA, vouchers, water trucking, and other emergency program interventions.
  • Identify, procure, and maintain master list of vendors with emergency items in liaison with Supply Chain teams.
  • Notify and technically lead rapid needs analysis (liaising closely with MEAL).
  • Engage with and advise Security unit on feasibility and access in emergency. Mobilize first line assessment and delivery capacity in an emergency.
  • Work with other team members to establish immediate priorities and resources needed for the org response; identify and advise on immediate response activities and priorities based on an assessment of the humanitarian situation.
  • Ensure project proposals and emergency program design includes relevant targeting strategies that address the needs of vulnerable groups and gender analysis, exit or transition strategy.
  • Train rapid response team and sector teams on emergency response mechanisms and best practice, across the org offices and partner organizations.
  • Engage in the org regional and global Communities of Practice, and lead on the connection to the country office for best practice and innovative approaches.
  • Work closely with the Supply Chain team to preposition stocks and frontload procedures.
  • Lead program engagement with procurement processes
  • Maintain relations with stakeholders to ensure response is well-coordinated.
  • Develop and deliver well-conceived distribution plans.
  • Mobilize well-trained and prepared distribution team leads from nearest field office.
  • Maintain excellent project management of SNFI programming, including BVAs, forecasting, regular workplan reviews, and adaptive management.
  • Oversee program implementation to ensure timely and accurate delivery/reporting of project activities.
  • Identify and share with the DP any technical/programmatic issues, potential risks and proactively propose solutions and adjustments.
  • Design, develop, adapt, and review appropriate MEAL processes for emergency response.
  • Ensure that monitoring and evaluation systems are in place to inform program design and strategy revision.
  • Ensure that systems are in place for compliance with the org Humanitarian Accountability Framework
  • Input into log frame and MEAL plan design with global and contextualized standards
  • Review and revise reports from MEAL teams
  • Ensure lessons learnt are captured, lead after action reviews where needed.
  • Input into quarterly humanitarian update
  • Support the feedback mechanism process in identifying critical Shelter / NFI Emergency risks and barriers, to address and enhance accessibility.
  • Line management of office-based staff (Deputy Program Manager)
  • Maintain and update HR plan for projects.
  • Oversee internal communication and coordination mechanisms, especially through the conduction of regular team meetings. Strengthen referral mechanisms among the team.
  • Develop, review, and implement team development plans for professional growth.
  • Identify and disseminate learning opportunities for the SNFI team.
  • Identify and lead training on emergency response for other members of the org office.
  • Ensure that work procedures and relevant SOPs applicable are understood by field staff and being carried out throughout the implementation by the org staff and partners.
  • Conduct induction sessions and on the job training and capacity building sessions for volunteers and field distribution teams.
