Job Requirements:

  • University degree in agriculture engineering, or food industry engineering.

University or institute degree in biology, chemistry, physics, or any medical specializations, pharmacy or similar. Minimum one year of total experience.

  • Food monitoring experience with INGOs.
  • Previous experience in rehabilitation works
  • Fluency in Arabic, English is an advantage.
  • Basic level of English (reading and writing).
  • Basic knowledge in using Microsoft office, especially word and Excel.
  • Resident of Hasake governorate.
  • Ability to travel locally in Hasake and Deir Ezzor governorates (not GoS areas).
  • Has a clear understanding of the cash methodologies regarding the activities to achieve project objectives
  • Ability to work under pressure in a high-pace environment.
  • Ability to manage complaints.
  • Willingness to follow instructions, especially those related to security.
  • Excellent social and communication skills.
  • High commitment to cultural sensitivity, honesty, integrity, Trustworthiness, and accountability
  • Organized, methodical, and thorough work ethic.

Job Description:

General responsibilities:

  1. a) Works with the local authorities to understand the market and systems within which the targeting and implementation of projects will be conducted.
  2. b) Supports the Project Officer on the activity’s implementations and field visits (Needs assessments, beneficiaries’ selections, registrations, cash and/or voucher distribution, activities monitoring, support bill of quantities preparation).
  3. c) Participates to and support technical assessments for potential targeting areas for defining new intervention facilities and areas.
  4. d) Regular follow-up and monitoring of project activities in an organized manner and ensure feedback receiving from beneficiaries throughout the project cycle (registration, identification of activities, distributions, and monitoring).
  5. e) Sensitize beneficiary communities on project objectives and activities, collect and report feedback
  6. f) Support other FSL sub-sector teams in field quantitative tasks (non-technical) once needed in tense phase of FSL program.
  7. g) Participate in FSL assessments defined be the project manager/coordinator aligned with cluster coordination.
  8. h) Protection Mainstreaming through the programming and distribution, ensuring that beneficiaries with specific needs are prioritized and additional assistance is provided when required.

Reporting

  1. a) Collects photos of program implementation and ensure that donor visibility is respected.
  2. b) Assists in the identification and location of beneficiaries when requested.
  3. c) Draft activity reports and submit daily and weekly updates to the line manager.
  4. d) Regular reporting to FSL Project Officer – Cash for any challenges identified in the field.

Technical Tasks

  1. a) Monitor and quality check of food planned to be distributed by ACTED ensuring minimum standards.
  2. b) Supports the implementing of cash activities through cash modality (CFW and MPC), and E-voucher.
  3. c) Participates to elaborate deliverables to specification and within timeline.
  4. d) Provide required information to relevant parties as dictated by the FSL Project Officer – Cash.
  5. e) Participates in identifying and documenting best practices and lessons learned.

Administration and Other Tasks

  1. a) Maintain an efficient, organized system of paperwork and reporting for field work, and participate in preparation of all supporting documents for cash payments.
  2. b) Ensure timely departure and return from the field: this includes leaving to the field with all necessary documents and materials to complete a successful workday.
  3. c) To perform other duties as requested by the project and country management team.

Context of the position and key challenges

Under the authority of the FSL Project Officer – Cash, FSL Project Assistant – Cash is responsible for supporting the implementation of all technical programmes/interventions undertaken by the organization or sub-contracted, matching with the organization quality criteria and strategy related the cash activities through Cash and distribution methodologies.

He/she is fully responsible of the activities decided by the FSL cash Officer in terms of quality, respecting ACTED technical guidance notes and SOPs.
