  • University degree in Business Administration / Supply chain management or similar studies.
  • At least, 4 years of professional work experience in humanitarian logistics and supply chain management, with a demonstrated history of technical experience.
  • Excellent capacity to lead and work in a team environment with the ability to take initiatives and work autonomously.
  • Excellent organizational skills with the ability to coordinate activities and prioritise workflow and tasks.
  • Excellent MS Office literacy, numeracy and IT skills with a strong emphasis on MS Excel.
  • Excellent knowledge of English, Arabic and Kurdish, written and spoken.
  • Ability to demonstrate initiative, be proactive and offer a solution-oriented approach.
  • Determined and committed to high quality standards and compliance.
  • Ability to establish effective working relationships at all levels, communicating effectively internally and externally.
  • Excellent communication and interpersonal skills
  • Ability to prioritize work, meet deadlines and work under pressure in stressful environments, while maintaining flexibility and professional approach.

DESIRABLE REQUIREMENTS:

  • Experience in main donors funded project (EU, UN, USAID, AICS etc.).
  • Understanding of logistic and procurement procedures, donor rules and regulations and compliance.
  • Experience in Emergency projects procurement and procurement plans.
  • Knowledge of the Middle East context and relevant local actors.

Job Description:

CONTEXT PRESENTATION:                Un Ponte Per (UPP) is a voluntary association founded in 1991, immediately after the bombing of Iraq, which promotes solidarity initiatives for Iraqis who suffered during the war. Un Ponte Per works in Iraq, Syria, Jordan, Lebanon, Palestine, Serbia and Kosovo alongside civil society organisations. In Italy, it promotes peace and disarmament, defends the common goods, and welcomes refugees and migrants. The aim of UPP is the prevention of new conflicts, particularly in the Middle East.  This is achieved through advocacy campaigns, programs which educate and encourage cultural exchange, collaborative projects and peaceful civil interventions.

ROLE AND RESPONSIBILITIES

Un Ponte Per is looking for a Procurement Coordinator that will be responsible of the following major tasks:

– Prepare documents related to procurements following the requests of PMs and the Logistics Manager, coordinating the logistics department procurement sub department in NES mission, with respect to Un Ponte Per’s and donors procedures and regulations;

– Oversee bidding processes, solicit bids, quotations and tender documents, participate in evaluation and selection of suppliers. Support all procurement transactions and analyze them for conformity with specified requirements. Assign and follow up on the progress of purchase orders and ensure authorization by relevant staff.

– Assist in the preparation of technical aspects of the procurements and in the evaluation, when requested.

– Field Support in defining procurement needs and requirements in coordination with project and logistics staff;

– Analyze procurement request and evaluate vendor performance in terms of quality, prices and delivery;

– Ensure compliance and technical revision of all Logistics documentation upholding donor and Un Ponte Per minimum standards; As well as ensuring that online trackers and archive are up to date.

– Support the Logistics Manager in implementing communication streamflow between the logistics and administration departments, as well as liaising with various programme stakeholders;

– Support the Logistics Manager in ensuring the correct implementation of UPP’s policies and standards,

– Support the Logistics Manager through the direct supervision and coordination of the procurement sub department staff; Assisting the Logistics manager in enacting policies and standards throughout the sub department and relevant staff members.

– Provide strong technical guidance to the team, and ensure compliance to standards and SOPs at the sub department level (Development of tools, SoPs, etc.).
