Job Requirements:

  • 4 years relevant experience working with NGOs and/or international organizations in coordinating roles or areas of child protection or protection.
  • Required fluent spoken and written English and Arabic. Kurdish (Kurmanji) is a plus.
  • Experience in humanitarian coordination and/or liaison including with local authorities (preferred)
  • Academic background at B.A. level, preferably in social science, political science, or related field is required.

Language/Travel:

  • English is required, while Arabic and Kurdish are desired.
  • Travel: 15% to field sites across all governorates, as well as attending regional and global workshops and meetings.

Job Description:

Technical Quality and Implementation

  • Support CAAC Coordinator in ensuring effective coordination among humanitarian agencies engaged in CAAC and children associated with armed forces and armed groups (CAAFAG) related activities.
  • With the guidance of the CAAC Coordinator, engage in close collaboration with the Protection Sector and other relevant sectors (e.g., Education, Cash, Food Security, Livelihood, MHPSS etc.), to ensure the inclusion of CAAC and CAAFAG standards and related activities across sectors; and build capacity across sectors to effectively identify and respond to CAAC and CAAFAG.
  • Liaise and closely collaborate with local authorities to support and monitor interventions and policy making in support of child protection.
  • Assist the CAAC Coordinator in preparing and providing training, capacity building and awareness raising sessions to NES humanitarian actors, stakeholders and relevant focal points related to CAAC and CAAFAG protection interventions.
  • Maintain a database for released children respecting data protection protocol, and global standards.
  • Act as a focal point for Case Management system related to reintegration, including receiving cases from the CPAC Office; leading the case allocation process; and documenting updates and standard methodologies for reporting purposes.

Management and Reporting

  • Act as alternate to the CAAFAG Coordinator in various coordination meetings and in support to partner humanitarian agencies in the absence of the CAAFAG Coordinator.
  • Help organize, facilitate, participate as well as assist in note taking during meetings, as well as possibly assist with regular translation from/to English, Arabic and Kurdish.
  • Compile and analyze data from own, sectorial and partners assessments to identify gaps and opportunities and advise on possible new areas of intervention. Ensure all data gathered is stored securely and digitally.
  • Assist with the preparation of fundraising proposals and donor reporting, as well as support the overall management of child protection and other sector partnerships.
  • Work closely with Supply Chain team to coordinate logistics for all CAAC TF related activities and events, and other spending as needed.
  • Effectively manage the project budget, including completing budgets vs actuals reporting, drafting spending plans and ensuring timely spending towards outputs.

Staff Performance Management, Learning & Development

  • Hire, supervise, and build the capacity of team members in relevant technical and management competencies.
  • Develop and implement remote management capacity building approaches to build the strengths the teams in Syria.
  • Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Approve and manage time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews.
  • Hold high-quality meetings with each direct report on a regular and predictable basis, minimally on a monthly basis.
  • Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.
  • As required, identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.
  • Look for opportunities to support staff in their career growth, where appropriate. As part of succession plan and nationalization goals, identify, train and develop capability and capacity of national staff to successfully transition role and responsibilities, by the end of assignment.
