Job Requirements:

Essential:

  • Bachelor’s degree with leadership skills and four years of experience in the humanitarian sector, with at least two years of experience in a similar role.
  • Technical knowledge of programme related to Early Childhood Care & Development (ECCD) and Non-Formal Education (NFE), including Remedial Education for Out-of-School Children
  • Familiar with education related M&E tools e.g. ASER and/or EGRA/ EGMA, SLP Placement Test, etc.
  • Proven experience in working with parents/ caregivers and youths, related to education programme
  • Demonstrable commitment to promoting the children’s right to Education.
  • Experience in project planning, implementation, monitoring and reporting. Good skills in budgeting.
  • Proven ability to work as part of a team.
  • Demonstrated decision-making skills.
  • Highly motivated, active, self-starter who can take initiative.
  • Demonstrated commitment to improving the lives of children in the camps and community.
  • Strong interpersonal, organizational, communication and presentation skills, and capacity to maintain relations with community leaders, community member members, children and youth.
  • Strong understanding of the situation of children in rural and urban communities.
  • Excellent understanding of the complexity of local governance structures in NE Syria and other local stakeholders.
  • Ability to travel independently, including to rural communities and willingness to change work practices and hours and spend time in the field, sometimes in difficult conditions and with limited resources.
  • Fluent in English (written and spoken), strong Arabic skills, written and spoken.
  • Strong computer skills (MS Office, including Outlook for email).
  • Commitment to and understanding of Organisation’s aims, values and principles including rights-based approaches.

 Desirable:

  • Previous programme designing experience
  • Previously worked in/ familiar with education context of Raqqa governorate
  • Past experience of implementing widely used curriculums in NES, such as Self-Learning Programme (SLP)

Job Description:

Programme Management

  • Prepare planning documents (detailed implementation plan, phased budget, HR plan, and procurement plan) for his/her locations for the new awards.
  • Facilitate regular team meetings, with the support of the Education Specialist, and ensure effective coordination between team members and with other sectors.
  • Ensure effective community engagement, outreach, and the establishment and running of camp/ community-based education mechanisms.
  • Ensure all activities comply with all relevant Organisation policies and procedures, including child safeguarding, confidentiality and do-no-harm principles.
  • Ensure all Education activities are in line with Organisation quality standards, NES, and SRO approaches.
  • Develop monthly work plans for the team and follow-up on implementation if it.
  • Supervise and manage team to ensure that the Education activities are implemented effectively, in line with Organisation’s quality standards and approaches.
  • Responsible for submitting all logistical requirements for the specified locations to the Field Manager on a regular basis.
  • Responsible for maintaining administrative files and all programme documentation, in compliance with donor requirements and internal standards.
  • Support to carry out risk assessment related to education programme and take mitigation measures
  • Engage with Education Coordinators from other hubs (Hasakeh and Derek) to share/ discuss about best practices/ challenges and developing common approach for education programme, with support of Education Specialist

Programme Development & Reporting

  • Provide the accurate context and needs analysis on Education, which support programme design.
  • Support Education Specialist to finalise the activities list, set the target
  • and, develop budget during concept note and/or proposal development stage
  • Contribute to the donor reporting via providing required information
  • In coordination with Area Manager/ Coordinator and Education Specialist, carry out service mapping of education sector in working area and identify potential programme areas for future

MEAL and reporting

  • Undertake regular monitoring visits to the activities to supervise sessions and provide feedback and support.
  • Support the Education Specialist and MEAL team to develop M&E and indicator tracking plans for all grants, inputting into the development of additional M&E tools as necessary to monitor project progress
  • Ensure attendance records and database figures are updated  on daily basis.
  • Work with IM and MEAL teams to ensure data collection is conducted  according to Organisation SOPs.
  • Engage with MEAL team to plan & carry out project baseline, end line and monitoring visits; reports are prepared and shared with relevant stakeholders
  • Develop/ contextualise M&E tools related to education sector, such as ASER, EGRA & EGMA, SLP Placement Test, etc.; in coordination with Education Specialist and MEAL Manager
  • Ensure the implementation of quality assurance tools.
  • Contribute in preparing quality and timely reports for donors and management, as per the internal and external requirements.
  • Ensure effective monitoring in the assigned location and responsible for implementing feedback and recommendations.

Staff leadership, mentorship, and development

  • Working closely with the HR team and in coordination with the Education Specialist, develop & update recruitment plan, ensure timely recruitment, induction and training of new staff.
  • Together with the Education Specialist, provide guidance and oversight for the Education team in the specified location, ensuring that staff achieve the program’s expected results on time and within quality standards.
  • Identify learning and training opportunities for Organisation staff and work as a mentor for less experienced staff.
  • Develop performance objectives with the Education Officers, provide regular feedback, one-to-ones and performance reviews, and support Supervisors to implement performance management initiatives with their staff.
  • Support child protection mainstreaming through induction and trainings of non-CP staff.
  • Undertake ongoing capacity assessments of implementing partners, reporting areas for development to the Education Specialist.

Representation and coordination

  • Establish and maintain a strong relationship and liaise with local stakeholders; including education committee, like-minded agencies
  • Lead/ Facilitate the MoU signing process with education committee, as & when required
  • Coordinate with other education actors (NGOs) to bring the synergy in programme and avoid duplication & other challenges
  • Ensure safe referrals for the cases identified with Education concerns.
