Job Title: Health Information System (HIS) Officer

Job Requirements:

  • University degree in Computer Science / IT. A master`s degree will be an advantage.
  • 2-4 years of relevant working experience with NGOs / INGOs
  • Previous experience in an emergency or conflict-afflicted setting is required.
  • Excellent knowledge and experience in MS Excel and MS Access.
  • Excellent knowledge and experience in data visualization tools (Power BI)
  • Good knowledge of data collection tools (CommCare).

Language/Travel:

  • A good command of English is required. Arabic is required.
  • Travel: 30 % to field sites in Raqqa and Deir Ez Zor health facilities as well as attending regional and global workshops and meetings.

Job Description:

Health Data Responsibilities

  • Data Collection, data cleaning and compilation in a timely manner from health facilities and Partners’ clinics regarding General Morbidity, Reproductive Health, Mental Health, Children Health, Community Health, environmental health, Nutrition data including CMAM and IYCF to be entered into database.
  • Using visualization tools for Analyze collected data and convert it into value added information according to project indicators.
  • Review and refine data collection and verification processes and procedures to ensure that all desirable elements of data are captured by the system.
  • Review and analyze data to graphically present utilization trends based on monitoring indicators.
  • Review and analyze medical stocks consumption, stocks in hand and closely coordinate with Health Coordinator, Health sub-sectors Managers in process of preparation for the next supplies order based on the needs.
  • Perform other relevant tasks as required in support of processes for strengthening data analysis.
  • Produce reports for specific needs aimed at enhancing efficiency, effectiveness, and reliability of the decision-making protocols.
  • Provide support to report writing related to data.
  • Ensure proper documentation of the project data reports.
  • Perform other tasks/duties assigned by supervisor in accordance with the IRC policies and procedures.

Coordination

  • Work closely with MEAL to share the indicators tracker, beneficiaries count reports, annual statics report, active database management report, and others required report in timely manner.
  • Work closely with partner, support them and build capacity building through training and field visit, verify databases, monthly meeting to follow up the achievement and challenges.
  • Coordination with the working groups in the covered area like health, nutrition, and WASH working groups, share the required information and reports in timely manner like weekly early warning alerts network report, monthly water born disease report, monthly 4Ws report, monthly risk communication and community engagement report, pandemic response report, others relevant required reports.

Staff Performance Management, Learning & Development

  • Hire, supervise, and build the capacity of team members in relevant technical and management competencies.
  • Develop and implement remote management capacity building approaches to build the strengths the teams in Syria.
  • Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Approve and manage time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews.
  • Hold high-quality meetings with each direct report on a regular and predictable basis, minimally on a monthly basis.
  • Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team, and providing guidance on career paths.
  • As required, identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.
  • Look for opportunities to support staff in their career growth, where appropriate. As part of succession plan and nationalization goals, identify, train, and develop capability and capacity of national staff to successfully transition role and responsibilities, by the end of assignment.
