Job Requirements:

Essential:

  • Bachelor degree in Computer Science, Information Science, Statistics, Social Science/ relevant subject
  • Three years of relevant MEAL/IM experience in the same role.
  • 2 year Practical experience in M&E system coordination/implementation with INGOs will be preferable.
  • Experience in community mobilisation and community-level dialogue
  • Experience in assessments and surveys at camp and community level
  • Demonstrable track-record in data tracking and evaluation, with the ability to support staff and partners on M&E methodology and analyse and disseminate information to a range of stakeholder audiences
  • Strong skills in excel and other data management software
  • Experience in knowledge and database management
  • Working knowledge of data/statistical programmes e.g. SPSS/ Stata
  • Excellent planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities
  • Strong communication, influencing and interpersonal skills in English, with experience working in multicultural, multi-location, values driven teams
  • Ability to write in excellent English and produce reports
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
  • Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
  • Good reporting and analytical skills
  • Fluent in both Arabic and English, Kurdish is desirable

Desirable:

  • Background of implementing effective M&E systems and/or accountability mechanisms in emergency responses
  • Education to BSc/BA/BEng level in Social Sciences, Public Health, Statistics or related field

Job Description:

Programme Monitoring

  • Prepare M&E Plan from the log frame for each project and share in kick-off meetings for finalisation
  • Support to design and implementation of MEAL plans, Indicator Performance Tracking Tables (IPTTs), with support from the MEAL Manager:
  • Support NES MEAL Coordinator for timely collection and analysis of monthly data submissions from each programme team, inclusive of 4Ws, IPTTs, output tracker, and other relevant tools and dissemination to relevant stakeholders.
  • Ensure that all data that is being submitted (Activity Tracker, IPTT, output tracker, quality monitoring) is reviewed with data completeness and verified with program
  • Review data submissions from each field office for completeness and accuracy and timeliness of data and feed information back to teams to support project readjustment.
  • Responsible for ensuring accurate and up to date MEAL plans per sector (inclusive of donor, project & output tracker data), and for leading trainings on MEAL tools and methodology at the inception period of each project.
  • representing the MEAL team at kick-off and close-out meetings for Awards;
  • Designing and validating IPTTs and contributing to the updating of the Output Tracker on a monthly basis;
  • contributing to Awards reporting related to the assigned sector.
  • Support teams to review and use their project data collection and entry tools to maximise quality and effectiveness of data flow.
  • Support field teams to increase analysis and use of data by facilitating regular review of project progress using data collected.
  • Quality benchmarks/checklist: review reports, and ensure follow up with Field Managers/Programme Specialists
  • Support to design and implementation of surveys (including baselines and end lines and RNAs), monitoring tools and processes (for example, post distribution monitoring, Focus Group Discussions, exit interviews and other quantitative and qualitative tools) including data collection plan, data processing, analysis and reporting, with support from the MEAL Manager.
  • Support program team to roll out Quality Benchmarks, prepare report against benchmarks/checklist on a monthly/ quarterly basis.
  • Ensure that quality monitoring/ field visit is conducted and prepare report against quality checklist as per agreed schedule.

Accountability

  • Support to establish an effective and functional system for complaints & feedback handling mechanism at both camps and community level with a particular focus on ensuring the systematic inclusion of Accountability-focused questions in post-distribution monitoring (PDMs), Focus Group Discussions (FGDs) and exit interviews (where relevant).
  • Ensure that complaints & feedback mechanism is functional and accessible to all beneficiaries
  • Develop a monthly trend analysis of complaints & feedback at organisational level giving status of response by program teams and share with MEAL Managers and Coordinator
  • Assist MEAL Managers in carrying out inquiry in serious nature of complaints
  • Support partner and beneficiary accountability in line with the MEAL team’s accountability planning and implementation.
  • Support programming and field staff to ensure that projects are carried out with participation from all affected communities (including children) and that information is shared with affected communities.
  • Support the development and implementation of child-friendly, inclusive feedback mechanisms and ensure that information is shared with affected communities; provide trainings for facilitators and beneficiaries; review of CRM report

Evaluation and Learning

  • Support the design and implementation of Learning Agendas, in alignment with the overall NES Response Learning Agenda – this may include the planning and delivery of lesson learning workshops and other activities designed to capture, share and use learning to improve the quality of program design and implementation
  • Contribute towards the capturing, sharing and using of learning to improve the design and implementation of the NES Response MEAL system
  • Support MEAL Manager for field level operation of evaluations and other research (Rapid need assessment, formative studies, situation analysis, etc.,)

Capacity Building:

  • Train Project Officers, MEAL officers and partner organisations’ MEAL equivalents on rolling out M&E Plan for each project.
  • Enhance capacity, train and support MEAL Assistants in conducting quality monitoring including those MEAL equivalents with partners.
  • Enhance capacity, train and support MEAL Assistants for rolling out and ensuring robust accountability system in all projects
  • Train and regularly review and support capacity of Project Officers to report monthly Activity report.
  • Provide support to partners/ train them to strengthen their data collection, entry, review and analysis.
  • Conduct training and awareness raising activities for operations and programme technical staff at field and country-office level regarding MEAL priorities and quality standards.

General
