Job Requirements:

  • Bachelor’s degree in Water Supply and Management/ Civil Engineering/ Environmental Engineering or equivalent
  • Previous experience in WASH programming at least of 1 year in similar position(s) with team management responsibility
  • Minimum of 2 years relevant work experience in with an International Non-Government Organization (INGO)
  • 3 to 4 years working experience in water and stations constructions and/ or rehabilitation and upgrading.
  • Excellent knowledge of and competencies in Project Cycle Management (PCM) (including budget cycles)
  • Experience in innovating and implementing behavior change interventions in WASH
  • At least 2 years’ experience with team management.
  • Good understanding of computer-based monitoring and information management system; proficiency in using MS office application software
  • Good communication, coordination, and networking skills
  • Good documentation and reporting skills
  • Good level in written and spoken English and Arabic
  • Good interpersonal relations, good team-player, result oriented personality/ maintaining deadlines
  • Good IT proficiency and efficiency in using communication applications, drinking water system surveys & designs and infographic analysis.
  • Sound knowledge of poverty reduction and competencies in gender and social inclusion
  • Hands on experience in coaching, counseling, and mentoring

Job Description:

  • Under the supervision of the Deputy Program Manager, provide ongoing, regular technical support to implementing field teams to ensure that WASH activities are completed effectively and in a timely manner. Identify challenges as they arise and proactively work to find solutions as required
  • Review and submit Bills of Quantities as required for WASH projects
  • Develop and keep up-to Date workplans with support from Deputy Program Manager and inputs from field staff.
  • Supervise water distribution through water trucking, develop water distribution plans and documents to regularly monitor the distributions and ensure safe access to all women, men, girls and boys to water supply sources.
  • Day to day monitoring of construction and/or rehabilitation works to ensure water quality and quantity provided
  • Prepare specific workplans and lead on distributing WASH NFI materials; cleaning tools, hygiene kits, committee tools.
  • Conduct Field monitoring of the planned activities as per the indicated timeline
  • Collect information and details to prepare and deliver examples of work through case study, appreciation minutes, critically acclaimed story and field visit report.
  • Ensure that any necessary changes to the project design/ outputs are identified and brought to the attention of the program manager in a timely manner.
  • Ensure all Hygiene Promotion activities are in line with relevant standards, codes of conducts and humanitarian principles.
  • Develop and implement hygiene promotion activities and resources in a way ensuring sustainability and promotes local capacity.
  • Effective coordination and integration of hygiene promotion activities with the delivery of THE ORG and others water and sanitation services.
  • In close coordination with WASH field teams and Deputy Program Manager and targeted communities, identify key hygiene practices and address them by developing workplan to promote safe hygiene practices.
  • Organize and conduct trainings for field teams and communities on hygiene promotion elements, strategies and methodologies.
  • Develop distribution plans with WASH teams for NFI WASH materials; hygiene kits, cleaning tools, HP materials.
  • Develop IEC material with support of WASH filed teams and Deputy Program Manager.
  • Organize regular cleaning campaigns in targeted locations.
  • Work in close coordination with WASH field teams to design and carryout regular assessments on all existing WASH facilities and systems to address WASH needs.
  • Develop with WASH field teams maintenance plans and carry out regular monitoring.
  • Develop required tools for conducting and documenting maintenance needs.
  • Day-to-day monitoring for work progress and implementation on construction and rehabilitation works and provide regular feedback to service contractors on site.
  • Lead in establishing Community Committees (CCs) and ensure effective workplans and regular communications are in place, ensure women participation and taking leadership.
  • Identify training needs for CCs and lead on preparing and conducting needed trainings.
  • Ensure effective participation of community members in CCs meetings.
  • Liaise regularly with THE ORG ’s Program Support units to ensure HR, admin, logistics, procurement, and finance requirements are met including PRs, GRNs, financial reporting and other administrative requirements
  • Prepare and submit weekly and ,monthly reports (ad-hoc ones might be required) to the Deputy Program Manager and WASH Program Manager as required
  • Work in harmony with all other project staff and field teams for the effective and efficient delivery of day-to-day WASH activities
  • Collaborate with the WASH Coordinator to ensure gender considerations are fully integrated and promoted throughout the project cycle with a focus on ensuring women are empowered and encouraged to influence decision making around critical WASH issues
  • Under guidance from the Deputy Program Manager, coordinate with all stakeholders on the ground to plan and implement WASH program activities and monitor the security situation and report back on any security concerns
  • Provide regular updates both verbally and written to Deputy Program Manager on activity progress, priorities and constraints.
  • Under guidance from the Deputy Program Manager, ensure that all WASH activities meet Minimum Standards and adhere to global WASH standards such as SPHERE standards, WHO guidelines, and other best practices
  • Ensure that all staff clearly understand their roles and responsibilities. On the basis of their job descriptions monitor staff performance and provide constructive feedback to staff in line with THE ORG CO Performance management procedures.
  • Ensure capacity building of project staff and transfer key skills, including technical skills related to WASH and humanitarian programming.
  • Mange projects in line with THE ORG ’s HR policies and procedures
  • Ensure that staff participate in the development of project weekly/monthly work plans.
  • Under the direction and guidance of the Deputy Program Manager, coordinate with WASH field teams and MEAL team to ensure that the appropriate tools/approaches are used during assessments, particularly WASH rapid needs assessments (RNA), and Knowledge, Multi Sector Needs Assessments (MSNA), Attitude and Practice (KAP) surveys
  • Under the guidance from the Deputy Program Manager, coordinate with the MEAL team to ensure monitoring of activities as required
  • Conduct thorough analysis of the work done by the vendor, contractors, community people on the quality index as well as on the time frame
  • Ensure all the field level data are collected timely for the reporting purpose with evidence of the work and shared with Program Management and THE ORG Information Management Team.
  • Undertake accurate filing and updating of project documents on the THE ORG shared drive and database.
  • Ensure project documents are filed and saved on the THE ORG shared drive appropriately and archived accordingly.
  • Support in developing further a WASH strategy that includes Emergency Response to humanitarian needs; a gap analysis; THE ORG ’s value added in consideration of expertise; capacity to assist and that encompasses a resilience approach.

  • Examine the possibility of THE ORG supporting/participating in WASH activities through partners.
  • Ensure technical standards related to protection and gender mainstreaming for humanitarian and recovery actors are met (Global Protection Cluster Guidelines; IASC Guidelines)
  • Collaborate with Protection and Gender technical staff in the Syria country office to ensure all elements of PCM are in lines with the Syria Country office approach
  • Ensure the specific needs of women, men, boys and girls are met, through a gender sensitive approach that seeks transformative outcomes
  • As part of an integrated team, under guidance from the Deputy Program Manager, contribute towards monitoring of WASH program activities and achievements against indicators, including updating of the MEAL workbook in coordination with MEAL team.
  • Working closely with the MEAL team, review beneficiary lists and update and analyse beneficiary databases, forms and situation reports
  • In collaboration with the WASH team and MEAL team, monitor the impact of the program activities on the beneficiaries
  • Fully participate in any learning reviews, ensuring that final recommendations are shared with the relevant team members and eventually incorporated into program activities
  • Update and submit 4Ws, situation reports, weekly and monthly reports and other information for coordination mechanisms under the direction of the Deputy Program Manager.

JOB SUMMARY

The WASH Officer will work under the direction and supervision of the Deputy Program Manager. S/he will be responsible for leading the implementation of the water, sanitation and hygiene (WASH) activities of THE ORG ’s emergency response to conflict in North East Syria. S/he will need to regularly co-ordinate and communicate with THE ORG ’s Field teams in order to ensure the effective, day-to-day implementation of programs; and with other THE ORG  team members, especially logistics, Human Resources and finance, to ensure a rapid, appropriate and effective response
