Job Requirements:

  • Bachelor degree in relevant field
  • 3 – 5 years’ experience in liaison with local authorities, preferably having worked with international humanitarian organizations
  • Demonstrated experience in negotiations and representation
  • Experience in implementing humanitarian (and development) projects desirable
  • Demonstrated experience in working with institutional donors
  • Excellent negotiation, representation, and communication skills
  • Attention to details
  • Ability to think outside the box and work semi-autonomously
  • Ability to work comfortably with an ethnically diverse staff
  • Work independently and cooperatively with team member is required
  • Fluency in both written and spoken English is required
  • High computer literacy (especially in MS office) required.
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.

Job Description:

Liaison with Stakeholders

  • Represent Organization at meetings with local authorities and as requested with other humanitarian actors.
  • Act as the main liaison with officials, local partners and other stakeholders, develop and nurture internal and external relationships and networks to ensure optimum communication and program success.
  • Prepare relevant documentation in close coordination with the programs team to gain relevant approvals to project implementation from local authorities
  • As requested by the Security Coordinator and in close coordination with the Operations team prepare relevant documentation to facilitate border crossing
  • In close coordination with the Security team and the Area Director, build new relationships and gather relevant information on potential new operational areas in line with organization’s programmatic strategy with a focus on political and social dynamics
  • Ensure information is provided in a timely and accurate manner to support informed decision making to relevant decision makers within organization
  • Provide regular and quality reporting as required including leading on regular official reporting as expected from authorities

Access in close coordination with Security

  • Conduct contextual analysis, collaborating with security to build a full picture of operational areas and dynamics
  • Support the implementation and continual improvement of organization’s humanitarian access strategy, ensuring that it’s tailored to the local context
  • Build and maintain positive relationships with key stakeholders and power brokers within NES, always remaining accountable, that supports humanitarian access
  • Provide regular updates and relevant reporting on access constraints or changes in the localized context
  • Support contextual assessments within the security risk assessment for new programming in geographical areas

Supporting safety and security management and planning

  • Working closely with the Safety and Security manager, Security team and the Area director, contribute to contextual analysis for security management planning
  • Provide back up to security officers as requested by the Safety and Security Coordinator
  • In close collaboration with Security officers, ensure the implementation of organization’s security framework and relevant SOPs

Capacity building

  • Support capacity building of organization teams to understand contextual and access environment in NES

Security

  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.
