Job Requirements:

Essential :

  • A proactive individual able to identify and suggest programme improvements.
  • A flexible individual able to balance time between office and site according to the need of the tasks.
  • A Civil, Public health, or Water and Sanitation related education background.
  • Excellent team management skills, with the ability to delegate tasks efficiently while remaining responsible for the output of the team.
  • Sound understanding of the water supply chain, sanitation ladder, and environmental health issues and activities in Syria., with experience in Water Quality Monitoring.
  • Demonstrated experience on Sanitation and Solid waste management experience in IDP, Informal settlement, camp out of Camp and Host communities.
  • Sound understanding of Humanitarian coordination forums.
  • Good understanding of Water and Sanitation integrations with other sectors (shelter, FSL, health etc.) and sub-sectors (Hygiene Promotion and environmental health).
  • IT skills: Excellent skills of Microsoft Office, Data collection software (KOBO) and AutoCAD.
  • Good written report and assessment writing skills in English, with a good level of spoken and written English, Arabic, and Kurdish

Desirable :

  • Understanding and use of PowerBI and dashboards.
  • Understanding of WATSAN related design software.

Job Description:

List of main tasks:

Setting up the activities /control and supervision

  • Plan the weekly activities for his/her team and have them approved by his/her Deputy Program Manager:

o plan human resources needs (officers and daily workers)

o plan tool and material needs (purchase request, check quality on delivery, and request from stock)

o anticipate administrative issues (requests in advance)

o anticipate logistics issues (transport plan, communication channels)

  • Organize and carry out, with his/her team, tasks mentioned on this JD and other task assigned by his/her Deputy Program Manager.
  • Supervise, monitor and anticipate each stage of activity performed by his team, daily workers, or contractors as the key focal point on the field. Ensure that standards, instructions, and timeline given by his/her Deputy Program Manager, as well as Solidarités procedures, are followed.
  • Respect schedules and deadlines agreed upon with his/her Deputy Program Manager.
  • Anticipate any problems associated with the carrying out of his/her activity and propose solutions.
  • Report any problems and constraints encountered during the course of the activities and suggest operational solutions and adjustment.
  • Liaise with the population to understand needs, complaints and major events that may have an impact on the activities of Solidarités International
  • Collect information about the humanitarian needs regarding water, sanitation and waste management considering the vulnerabilities of target beneficiaries.
  • Upon the request of the WASH Deputy Program Manager, the Sanitation Supervisor might support punctually the EMR department in their emergency WASH activities
  • Produce designs, drawings, specifications, and Bills of Quantities for WATSAN projects
  • Other tasks assigned by his/her supervisor

Logistics and Administration

  • When recruiting daily workers, follow procedures and directives outlined by his/her Deputy Program Manager and administrative guidelines/ policy.
  • Train, his/her team members to use and maintain the available tools correctly, and track activities with monitoring tools provided.
  • Enforce safety procedures and ensure that safety procedures are followed by members of his/her team.
  • Monitor the quality and quantity of material delivered to working sites and ensure the receipt and storage of material and equipment necessary for his/her work to be carried out on site.

Reporting / communication / HR

  • Take part in weekly program meetings and Working Groups on request.
  • Keep his/her monitoring tools and files archived in the Solidarités office and online, accessible to his/her line manager and/or Program Manager.
  • Draw up and submit a weekly task report (which should include progress made by the team) to his/her Deputy Program Manager
  • Take part in the drafting of the monthly program pack
  • Establish and maintain good relations with local participants and communities (populations) in the operational fields
  • Listen to the populations and local participants in the field and report to his/her Deputy Program Manager any non-technical or safety-related issues which could affect the activities or safety of Solidarités International teams
  • Provide timely feedbacks and develop appraisal of his/her team members and increase capacity of the team or identify training needs.
