Education:

Must have:

  • Relevant university degree or relevant equivalent experience.
  • Proficiency in English language skills and Arabic, both written and verbal.
  • Good understanding of ICT systems and experience with MS Office applications, including Excel.

Experience:

Must have:

  • Minimum 5 years of experience in development work, with track record and relevant experience in civil society development areas, peace building, governance and type of programming in Syria.
  • At least 2 – 3 years relevant experience of Institutional developing plans, designing training programs and building local civil society organizations system.
  • Substantial knowledge of local governance and civil society structures, strategy development, and structure and CSO development.
  • Strong knowledge in program development and design.
  • Excellence in training development and facilitation.
  • Good communication and training skills.
  • Strong knowledge of cultural and political contexts in Syria.

Other qualifications:

  • Can work well in highly stressful environment, prioritize deliverables and meet reasonable deadlines
  • Willing to travel within NES.

  • Self-driven with integrity, initiative and ability to think and work independently

Job Description:

NPA is looking for a Senior Institutional Development Coordinator to lead the institutional development for NPA partners in northeast Syria. The position will be responsible for designing and implementing institutional development activities, including the technical skills of the partner’s staff. The Position is also responsible for ensuring that the NPA Partnership Principles are understood and applied in the programme; which also in-volves non-funding partnerships with local stakeholders, including other civil society and community-based organizations.

The position is based in NES (Amuda/Raqqa), Syria, with travel to North East Syria (NES) operational areas.

General Requirements:

  • Understand institutional aspects of the CSO’s work, support of enhancement of the partner’s organiza-tional development, project cycle management, and leadership for CSOs.
  • Elaborate a draft strategy of institutional development considering conducted assessment and interna-tional best practices.
  • Understanding the principles of leadership and effective people management relates to project success.
  • Understand the institutional development approach and how to use it to design and implement the devel-opment process of CSOs.
  • Learn how to build an institutional framework, including using outcome mapping to link the different stag-es of CSO’s project implementation and put all the main elements into a simple plan.
  • Understand some of the best practices for project development and management.
  • Guidance on strengthening partners management, leadership, and team leadership skills.
  • Lead development of capacity building strategy for the projects detailing the approach, processes at each level, methodologies, and quality assurance mechanism,
  • Undertake partner’s intuitional assessment as and when needed.
  • Lead the development of approaches, materials, training courses, and curriculums for institutional and thematic strengthening and capacity building of CSOs partners,
  • As required, lead development and finalization of training materials in consultation with subject matter experts and other team members.

Responsibilities:

Specific duties:

The Senior Institutional Development Coordinator will be responsible for leading and developing CSO institu-tional strategy, planning, and roll-out, including:

  • In close cooperation with the management team, formulate the institutional development vision and CSOs partners expectations.
  • Develop and refine the existing tools, plan and strategy for CSO partners development, and other as-sessments as required, identifying gaps and CSOs development needs, including partners internal control system, compliance etc.
  • Lead on designing, implementing monitoring, evaluating, and mainstreaming the partners projects.
  • Lead the process and plans for the institutional development of selected CSOs to strengthen their capa-bilities and interface with local stakeholders, including development of tailor made individual CSO capacity development plans.
  • Lead the development of tools and manage implementation of an intensive inessential development ac-tivities and technical assistance including general institutional skills, thematic skills.
  • Focal point and leading the coordination efforts with NPA internal operation support units (finance, pro-curements, MEAL and security).
  • Ensure ongoing follow up on the partners Institutional development strategy and plans. Lead the devel-opment of practical tools to measure progress and establish CSOs development index.
  • In coordination with MEAL department, create an effective monitoring mechanism for tracking training progress and coverage of trainees.
  • Establish a quality assurance mechanism and ensure compliance as per established criteria.
  • Strengthen NPA partners Institutional networks and coalitions to share information, exchange best prac-tices and lessons learned, and achieve shared objectives.
  • Contribute to preparing work plans, monitoring and evaluation plans, and technical and administrative re-ports.
  • Lead coaching, mentoring and regular follow up on the ongoing process of partners’ CSOs capacity de-velopment.
  • Supervise and guide capacity development staff.
  • Undertake other tasks, as assigned by the supervisor, for accomplishment of the project objectives.
