Job Requirements:

  • Bachelor’s degree in Water Supply and Management/ Civil Engineering/ Environmental Engineering or equivalent
  • Previous experience in WASH programming at least of 1 year in similar position(s)
  • 2 years of work experience in WASH program in NES
  • 4-5 years relevant work experience in civil engineering works
  • Fluency in written, spoken Arabic and English
  • An ability to present concise reports, reflecting the problems and possible solutions
  • Excellent communication and interpersonal skills
  • An ability to work effectively under stress in emergency situations
  • Strong computer program skills (esp. Excel, Word, Power Point)
  • 3-4 years’ work experience in relevant with INGO and/or LNGO
  • Experience in facilitating training sessions
  • Experience in Engineering software (i.e: Autocad)
  • A sound understanding of the importance of gender and participation in humanitarian work

Job Description:

The WASH Program Officer – Technical Advisor will work under the direction and supervision of the WASH Program Manager to ensure the effective, appropriate and professional implementation of WASH projects including drafting, start-up, implementation, monitoring and reporting of WASH engineering works. S/he will facilitate and ensure program objectives and outputs are completed in accordance to work plans, donor regulations, within the contracted project period and incorporates a gender focus.  The WASH program officer will be expected to provide appropriate technical WASH inputs to the org projects ensuring that they meet the WASH needs of displaced  men, women, boys and girls in IDP camps and host communities, and  the highest accountability standards.

KEY RESPONSIBILITIES

  • Provide technical assistance and support to projects and staff as required, including:

          Work collaboratively with WSAH Program Manager to define aims and objectives of WASH activities.

          With guidance from the WASH Program Manager, ensure that:

       Issues of protection, gender, and environmental impact, operation and maintenance and sustainability are factored into the program design.

       Sphere standards both qualitative and quantitative are considered and any deviation documented.

  • Under the supervision of the WASH Program Manager, provide ongoing, regular technical engineering support to implementing field teams and Engineers to ensure that WASH projects are completed effectively and in a timely manner. Identify challenges as they arise and proactively work to find solutions as required.
  • Review of technical documents and design, including drawings, technical specifications and bills of quantities for civil construction works submitted by WASH Assistant Engineers with an aim to confirm their appropriateness and to identify possible deficiencies.
  • Develop and keep up-to Date project(s) workplans in consultant with WASH Deputy Manager and WASH Program Manager and field staff/Engineers.
  • Monitor the execution of civil works and during the construction and report to the WASH Program Manager on all technical issues including but not limited to timeliness, quality, technical specification etc.
  • Bring to the attention of WASH Program Manager and WASH Deputy Manager any projects which are not meeting timelines and propose solutions on strategic technical issues during the implementation of the construction works.
  • Ensure in liaison with the supervising engineers (WASH Assistants) that projects are completed to a satisfactory standard before payments are authorized.
  • Review all project completion reports, Bills of Quantities and technical project documents and submit to the WASH Program Manager.
  • Participate in the tender evaluations as Technical body and provide expert input during the evaluation of bids for construction works
  • Provide on-demand support on any relevant issue related to the construction works raised by the supervising Engineers.
  • Verify that the construction works are corresponding to the design, and the quality of the installed materials meets the desired standards. Alert the WASH Program Manager and WASH Coordinator on any identified deviation regarding the quality of materials used and construction methods applied in comparison to the requirements of the relevant national legislation and the tender documentation
  • Conduct site inspections and facilitate the certification of the completed works.
  • Collaborate with the WASH Program Manager and WASH Coordinator to ensure gender considerations are fully integrated and promoted throughout the project cycle with a focus on ensuring women are empowered and encouraged to influence decision making around critical WASH issues
  • Any other duties, tasks, or responsibilities as assigned by the WASH Program Manager.
  • Under the direction and guidance of the WASH Manager and coordination with the WASH deputy Manager, provide needed tools and trainings to WASH Field Teams to conduct Technical Assessments and to determine priorities and immediate activities
  • Provide technical information and documents required for new proposals to donors
  • Review and input to the technical reports submitted by engineering teams.
  • Ensure project documents are filed and saved on the shared drive appropriately and archived accordingly.
  • Report on the review of the technical design and documentation for each of the civil work assignments
  • Submit individual final report on completion of works/ activities
  • Identify and assess capacity building needs and support WASH Manager in conducting technical capacity building trainings where relevant.
  • Review and develop appropriate tools to enable WASH team to deliver, monitor, evaluate and report on WASH activities and engineering works.
  • Support in developing further a WASH strategy that includes Emergency Response to humanitarian needs; a gap analysis; the org value added in consideration of expertise; capacity to assist and that encompasses a resilience approach.

  • Ensure technical standards related to protection and gender mainstreaming for humanitarian and recovery actors are met (Global Protection Cluster Guidelines; IASC Guidelines)
  • Collaborate with Protection and Gender technical staff in the Syria country office to ensure all elements of PCM are in lines with the Syria Country office approach
  • Ensure the specific needs of women, men, boys and girls are met, through a gender sensitive approach that seeks transformative outcomes
