Job Requirements:

Education:

  • University degree (Bachelor’s degree in Economics, finance, Business administration, or any related field)

Professional Competencies required:

  • at least two years of experience in budget management
  • experience in team management
  • knowledge of English and Arabic and/or Kurdish
  • Proficiency in computer applications (MS Word, Excel, ERP/Accounting system).
  • Structured and organized personality.
  • Excellent communication and inter-personal skills with ability to pay attention to detail.
  • Desirable: experience in the humanitarian sector

Job Description:

The organization is looking for a motivated Finance Manager. The tasks include, but are not necessarily limited to, the following:

General Finance Tasks

  • Planning, implementing and monitoring the financial operational and budget needs, anticipating changes and challenges and planning accordingly, in order to ensure budgets are relevant and appropriate
  • Defining the financial strategy for the organization together with the operational management, assessing and mitigating the financial risks of the mission and ensuring the implementation of a relevant organizational set up and a reliable internal control system, in order to meet all financial obligations while keeping financial ethics respected at all times within the organization
  • Ensuring proper implementation and respect of organizations policies and guidelines, ensuring they are aligned with legal requirements and within the national legal framework, and designing or adapting relevant local policies, procedures and tools for optimized management of the mission’s financial resources
  • In collaboration with operational management managing the funding agreements with donors e.g. coordinating and preparing proposals and financial reports to donors and managing donor contracts
  • Coordinating and ensuring the efficient management of the treasury including the whole accounting of the organization, in order to ensure the smooth running of operations at all times and maintaining as much control as possible on security risks. This includes among other things, defining minimum levels of cash, anticipating planned expenditures, managing local bank accounts and transfer of funds, managing contacts with banks and/or other financial institutions at mission level, and monitoring the payment of suppliers and staff salaries.
  • Providing regular and adequate indicators to monitor the financial health of the organization and providing relevant cost analysis, regularly monitoring of expenses vs budget, analyzing variances and suggesting corrective actions when needed
  • Responsible for the management, supervision and development of the finance team, including coaching, training, motivating and ensuring their capability, detecting potential conflicts and finding solutions when necessary
  • Sensitizing key executive staff such as coordinators, budget holders and relevant management on financial risks and the extent of their financial responsibilities
  • Ensuring the proper application of HR policies and associated processes (recruitment, training, briefing/debriefing, evaluation, potential, detection, staff’s development and internal communication) in order to ensure both the sizing and the amount of knowledge required for the finance activities
  • Coordinating and overseeing the monthly and yearly closing of accounts with the aim that the statement reflects the financial reality of the organization.
  • Being responsible for quality and timely accounting for the whole organization e.g. cash procedures, bank accounts, receipts and supporting documents, electronic data entry, consolidation of overall organization accounting, monthly closing process and documents, ensuring strict respect of deadlines and strict compliance to organization guidelines, financial standards and procedures.
  • Coordinating and overseeing the monthly and yearly closing of accounts and balance sheet, and reporting the organization’s accounting statement through monthly and weekly reports, in order to verify the evolution of project finances and provide information about them
  • Coordinating and overseeing the payment of tax liabilities in order to comply with legal obligations
  • Coordinating and supervising the conduct of local audits relating to accounting, tax, labour, stock and asset management
  • Acting as technical reference for any accounting-related issue including compliance with organization financial standards and procedures, legal compliance, training and support on the organization Accounting software / system and briefing all colleagues involved in accountancy management (General Management, Program Staff, Supply Chain Managers, etc)

Specific Project Finance Tasks

  • Financial Administration

o        Track and manage deliverable and timelines related to grants, contracts, vendors, and partners

o        Monitor grant administration to ensure compliance with reporting and expenditure requirements

o        Supervise compliance of administrative documents and their proper filing

o        Ensure flow of financial documentation from project partners and the compliance with Partnerships

  • Accounting: Supervise and approve regular accounting, including weekly reconciliations, monthly and yearly closing of accounts, monthly journal entries
  • Financial Reporting:

o        Preparation of financial reports, in coordination with management team, to ensure conformity with donors procedures

o        Being responsible for the financial management of donor contracts e.g. preparing and verifying the financial reports to donors, following up and analysing the need for amendments. Ensuring reporting conditions are met and stakeholders in the organization are informed of their responsibilities (for example, logistics for stock inventory, quotes)

  • Budget and Planning

o        Collaborate with the Program Team and management to develop budgets

o        Collaborate with the Program Team and Supply Chain Manager to monitor actual and forecasted expenses against budget to avoid under and overspending on the projects

o        Monitor financial flows of the projects

  • Audit Process

o        Collaborate with the management on the financial audit performed on the projects

o        Prepare information and be directly responsible for any assessment/audit performed by donor on administrative procedures

  • Procurement

o        Check the proper filing of procurement procedures

o        Collaborate with Supply Chain Manager to update procurement tables

  • Procedures

o        Design and implement administrative routines, procedures, and systems to increase efficiencies

o        Ensure compliance with Financial Management Manual and develop procedures to implement organizational policies on HQ and project level
