Job Title: Senior Livelihoods Officer

Duty Station: Manbij with regular travel within NES (with focus on Raqqa and Der-e-Zor)

Job Requirements:

  • bachelor Degree in Agriculture, Horticulture, Agronomy or Agriculture Extension, economic, humanitarian studies, or any other relevant university degree
  • At least 3 years of progressive work experience in the similar roles in the field of livelihoods development, agricultural projects, value chain and market-based programs.
  • Experience in facilitating agricultural extension methodologies, particularly Farmers Field School, Self-help Groups, skills trainings or grants schemes.
  • Conceptual/ contextual understanding and work experience in the mentioned areas of operations
  • Understanding on research and survey methodologies, designing and implementing livelihoods and agricultural survey, value chain study and market assessment with high reporting skills.
  • Advance computer skills
  • English is mandatory

Job Description:

       General:

  • The Livelihoods Senior Officer supports the management staff to track day-to-day activities of the Livelihoods program.
  • Feeding into the information sharing mechanism in the field, providing with data and field updates to the Livelihoods team leader/ Program Manager.
  • Provides technical support and oversight regarding livelihoods activities in coordination with Team Leader and Programme Manager.
  • Respect the security guidelines.
  • Supervising the process of collecting and updating data from relevant local authorities periodically.
  • Follow up on adherence to basic protection standards during activities.
  • Conduct other activities as requested by line manager.

       Assessments and activity design:

  • Work closely with the Livelihoods TL/ PM to identify emerging needs of the communities and prepare response plans
  • Conduct need assessments to identify needs in the operation area, including studies and researches on sustainable land management and agro based value chains.
  • Communicate the planning and execution of assessments with community representatives and all relevant local authorities.

       Livelihoods support:

  • planning and implementation of agro-based trainings including Climate Smart Agricultural (CSA).
  • Provide extension services for the project beneficiaries and relevant local authorities (if applicable)
  • Lead on the implementation of initial agricultural projects (where applicable), such as – fodder production, communication with agricultural actors/stakeholders, mapping exercises, capacity building of sustainable grazing land management, supporting practical interventions with local decision makers and community, establishing Farmers Field Schools (FFSs) and Resources Committees and train them on improved production methodologies and community based natural resources management

       Project Implementation:

  • Effectively supervise the team of Program assistants to complete program implementation with a high quality and in a timely manner.
  • Lead weekly and monthly planning of livelihoods activities in Manbij and as well as the agricultural projects in NES
  • Make sure that the activities are executed according to the plan and strategy, following CvT’ rules and policies.
  • Check quality and correctness of information provided by Livelihoods assistants/ officers (where relevant)
  • Inform management staff of any opportunities, challenges or changes to the programming environment.

       Project administration and coordination:

  • Provide to finance the requested documentations and coordinates the payments
  • Coordinate closely with logs/ procurement team to ensure all the procurement processes and stock management going smoothly including evaluation committees, PRs, FWAs, POs, stock releases, Wishlist …etc.
  • Work closely with M&E team to ensure provision of the required information and request all the needed support in advance.
  • Draft all the relevant contribution agreements and contracts
  • Ensures that project documentation is filled out properly.
  • Monitors the work of the Livelihoods team in Manbij and follows up the contractual commitments plan.
  • Makes sure that funds transferred to the field are paid in time according to CvT’ policies.

       External communication:

  • Ensure that all partners and relevant local authorities understand the terms of the contracts/MOUs. Coordinate with local authorities including, but not limited to Local Councils and the HAO, in relation to ongoing livelihoods projects;
  • Support relevant local authorities, and CvT staff to solve any problems, challenges, or delays in programming.
  • Coordinate activities with other Livelihoods stakeholders (INGO, LNGO) and/or relevant local authorities (if applicable).

       Reporting and archiving:

  • Daily and weekly reporting on livelihoods activities.
  • Draft Donors monthly report and share it with the LM for review
  • Draft the 4Ws and 5Ws and share it with LM
  • Collect and report any new security information, incidents or any change of the context to the line manager.
  • Report challenges, successes, relevant issues to the LM.
  • Ensure project documentation is archived properly and in timely manner
  • Update the livelihoods folder on CvT platforms on a weekly basis
  • Update all livelihoods trackers in weekly basis
