Job Requirements:

  • BA/S degree in research methods, Sciences/Social sciences, Psychology, Health, International Development or related education sector or another relevant field required:
  • Minimum 4 years’ experience in planning, monitoring and evaluation of projects/programs (e.g. designing logframes, Indicator plans, evaluations, assessments, Theory of Change).
  • Minimum 4 years’ experience in working with quantitative and qualitative data (survey designs, sampling, data analysis).
  • Minimum 3 – 4 years’ experience in management and leadership of a MEL team
  • Proven experience in remote data collection and data management.
  • Proven report/research writing skills are required (evidence of previous writing may be requested).

  • Fluency in spoken and written English and Arabic languages is required.

Job Description:

  1. MEL System Management
  • Develop and share up to date understanding and practice of monitoring, evaluation and learning including system management
  • Understand, maintain and help further develop a MEL system that improves organization’s ability to inform program implementation, analyze data, and represent results to donors, authorities, colleague agencies, and communities themselves.
  • Work with the information management unit to develop an appropriate information management system for the organization.
  • Coordinate with field MEL Officers and managers to implement MEL system corrections and adjustments, solving operational issues and documenting actions taken and next steps. This will include Data Quality Assessments (DQA).
  • Follow-up with relevant stakeholders on agreed upon system corrections, adjustments and actions, informing and strategizing with the PaQ Manager. Updating the MEL work plan as necessary.
  • Assist PaQ manager in developing evaluation approaches, ToRs which speak to best practices in evaluation and managing the process and/or any contracts associated with an evaluation.
  • Ensure all relevant program staff are able to utilize the system to analyze program information and results.
  • Document MEL system contents, ToRs and update manuals.
  • Support in developing and revising the MEL Strategy.
  • Advise the MEL Unit and Management team on how program changes or additions might affect the MEL system.
  • Ensure filing and storage follows Organization’s policies.
  • Review information being collected in the MEL system regularly in order to locate and manage problems with information collection or integrity.
  1. MEL Implementation
  • Help to implement Organization’s working standards including the stand-alone MEL standards.
  • Work as part of a team to facilitate and support MEL operations including planning, baseline and endline surveys, regular monitoring, data collection and analysis, feedback and weekly reporting according to the MEL work plan.
  • Engage in program design and development including use of tools such as Theory of Change.
  • Ensure baseline, midline and end lines for each program have clear, high quality ToRs and methodologies, potentially engaging with a third party to ensure timely implementation. Engage with third parties to review and ensure high quality work.
  • Design, adapt and update logframes, indicators, MEL plans, and indicator tracking tables to match strategic program priorities and reporting requirements.
  • Develop necessary quantitative and qualitative tools and sampling strategies, lead on data analysis and reporting. reports write up.
  • Lead on developing quantitative and qualitative data collection tools for ad-hoc requests from program managers. These should reflect the specific data needs for any project, be economic and include thinking about data analysis and management.
  • Ensure field teams always have, and understand, the most recent version of all MEL tools and documents.
  • Ensure that teams understand and implement Organization’s standards with respect to Do No Harm, data protection, data and research ethics in tandem with the organization’s Code of Conduct and accountability approach.
  • Provide critical thinking about improvements to MEL policies and practices.
  • Bring positive problem solving skills to issues and challenges.
  • Collaborate closely with programs team to ensure that there is synergy between programmatic and MEL activities
  1. Analysis and Reporting
  • Ensure quality reporting including analytical reports, baselines, midlines, and evaluations and assessment reports.
  • Ensure all programs are accurately reporting participant (beneficiary) numbers using provided guidelines and systems to report disaggregated data.
  • Perform thorough analyses (mainly quantitative, but also qualitative). These analyses are expected to inform teams on the status of progress, as well as any factors that may be contributing or hindering the achievement of results.
  • Act as a link between MEL system processes/results and reporting, feeding information to online systems to help ensure accurate information is incorporated into all reports and information products
  • Review or edit information in reports as requested and required.
  • Produce analytical summaries: graphs, charts, and tables as requested to fulfill reporting requirements
  • Ensure that narrative reporting including success stories, are collected, finalized and shared with programs.
  • Based on evidence analytical findings, advise the PaQ Manager and Management team on programmatic decisions and their implications.
  1. Staff management and capacity building
  • Develop staff development and performance plans for MEL officers and timely conduct performance review and feedback sessions in a supportive manner.
  • Train field staff/partners on qualitative and quantitative data collection tools, and other processes as required.
  • Identify capacity gaps and schedule relevant capacity building events for all MEL staff under all programs.
  • Support M&E field officers on conducting training for MEL field assistants, and program field team.
  • Follow up on training by mentoring staff/partners to develop identified technical skills one-on-one.
  • Assist the team in improving MEL initiatives by identifying good practices, field tested lessons learned, and creative recommendations; share with and encourage staff to incorporate these in their daily work
  1. Learning and Reflection
  • Ensure all programs are capturing lessons learnt and best practices and are being incorporated in program design and development.
  • Facilitate reflection sessions across all programs and promote a culture of self-learning and efficient planning.
  • Make sure that MEL findings and analysis are shared and accessible online.
