Job Description:

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Today, 13.4 million people in Syria – more than half of the country’s population – are in need of humanitarian assistance with needs increasingly being exacerbated by economic decline. Of these, 6.8 million are refugees and asylum-seekers who have fled the country. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis a rapidly expanding portfolio, supported by more than 1000+ staff in Syria Country Program. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, early childhood development, education, women’s protection and empowerment, non-food items and food distribution, cash assistance, water and sanitation, protection and rule of law, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

  • SCOPE OF WORK:
  • The Supply Chain Officer will be responsible to play a vital role in managing supply chain activities related to field office Raqqa He/she will be responsible to ensure that IRC standards are met assuring maximum support to all thematic areas operational in Raqqa and its adjacent locations. He/she will be responsible for all type of activities related to procurement, facility management, warehousing, asset management and transportation making sure that nothing is deviating to IRC policies and donors specific obligations. He/she will be the point person in supply chain context to keep close coordination with program teams assuring maximum assistance when they need.
  • Responsibilities
  • Coordination with other Departments:
  • Participate in weekly/monthly program coordination meetings in to support supply chain manager in giving feedback on procurement and stocks.

  • Lead Supply Chain team assuring better understanding and maximum support to meet deadlines.
  • Develop activities tracker and update on scheduled tasks to SCM on every Thursday before close of business.
  • Hold regular meetings with FM/SCM and update on any challenges and steps taken to address them before they arise.
  • Schedule visits to partner organization to ensure that minimum standards in the areas of procurement and stock management are in place.
  • Work with procurement and warehouse teams enabling them to deliver quality service to programs against planned and emergency requests.
  • Compliance:
  • Supply Chain activities are carried out in compliance with IRC and donor standards.
  • Documentary records are updated and archived in sequential order to avoid audit observations.
  • Operational services are cost effective, efficient, and transparent.
  • Conduct spot check for all supply chain functions to ensure that the documents are complete and ready for any sort of official review.
  • Procurement:
  • Read, understand, and implement standards involved in procurement as defined in manual and SOPs.
  • Follow-up with program and support the teams to submit purchase requests.
  • Manage to procure all necessary items for programs, offices and residences.
  • Materials purchased are of appropriate quality and price and are timely delivered.
  • Maintain the IRC Purchase Request Tracking Sheet and submit routine reports to the procurement Manager/Supply chain Manager.
  • Prepare procurement contracts and POs.
  • Ensure that payments are submitted to finance department without any delays.
  • Coordinate with finance team in clearing payments against procured supplies and obtained services.
  • Hold meetings with program teams, and update on supply chain information required.
  • Review Bid Analysis and score sheets before submitting to SCM/SCC/Field CO for validation ensuring that rating is not deviating to IRC standards.
  • Hold meetings with suppliers/service providers to negotiate prices in the best interest of program activities.
  • Establish and maintain an ethical and professional working relationships with suppliers and service providers in the best interest of program activities.
  • Update suppliers/service data base on monthly basis.
  • Conduct regular market surveys to ensure that IRC is receiving the best value for money.
  • Maintain a complete filing system for all procurement related documents according to IRC Procurement Manual.
  • Warehousing, Asset and Inventory Management:
  • Understand, implement and / or maintain standard IRC inventory management policies and procedures.
  • Follow-up with program teams to submit stock release requests to warehouse Assistant two days in advance.
  • Ensure the maintenance of Raqqa warehouses, fittings and equipment done in time and report to Field Co about any services or repairs to be done.
  • Train warehouse staff as required.
  • Hold a meeting with the Supply Chain team/Asset officer at Hassaka to reconcile Asset Register to make sure that information is correct, and nothing is found missing.
  • Conduct routine inventory inspection and submit report to the Supply chain Manager in Hasska in a timely manner.
  • Conduct monthly stock reconciliation along with logistic assistant making sure that bin card balances, ledger balances and physical balances are matched.
  • Transportation and Fleet Management:
  • Manage fleet at Raqqa.
  • Implement IRC Cross border vehicle policy for rental vehicles/drivers.
  • Implement and direct IRC standard vehicle policies and procedures, with particular attention to safety and security issues; ensure vehicle inspections for safe working order is done on weekly/monthly basis.
  • Manage, evaluate and monitor drivers.
  • Prepare service contracts for rental vehicles and initiate renewal process when required.
  • Coordinate with program teams to submit staff movement plan enabling fleet unit to schedule vehicles for planned activities.
  • Prepare the weekly movement plans for all staff in a proper, efficient, and effective way.
  • Ensures the drivers are aware of their movements and plans.
  • Ensure vehicles are rented with the required capacity, condition, legal documentation, and availability of tools following IRC practices.
  • Ensure that drivers are trained on IRC code of conduct and they are familiar with IRC travel policy and standard operating procedures.
  • Ensure that log sheet record for all rented vehicles is filed in sequential order to produce auditors when required.
  • Maintain complete record of drivers’ leaves and overtime according to vehicle policy.
  • Ensure vehicles are well maintained, hygiene, fully equipped with tools and full official documentations are valid and available.
  • Collect all fleet related information (Log books, fuel, accidents, etc…) and provide them to the team in Derek to prepare all fleet reports.
  • Implement online “Transport Request” and “Vehicle Tracking” systems.
  • Staff Performance Management, Learning & Development
  • Hire, supervise, and build the capacity of team members in relevant technical and management competencies.
  • Develop and implement remote management capacity building approaches to build the strengths the teams in Syria.
  • Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Approve and manage time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews.
  • Hold high-quality meetings with each direct report on a regular and predictable basis, minimally on a monthly basis.
  • Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.
  • As required, identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.
  • Look for opportunities to support staff in their career growth, where appropriate. As part of succession plan and nationalization goals, identify, train and develop capability and capacity of national staff to successfully transition role and responsibilities, by the end of assignment.
