Job Requirements:

  • University education in relevant areas such as computer science, social sciences, engineering or statistics
  • A minimum of 2 years of working experience in a related field.
  • Possess basic technical knowledge of M&E approaches and techniques in some or all the following areas: Outputs, Outcome monitoring; Theories of Change, Logical frameworks, Data collection, Basic data analysis, Accountability, Client feedback mechanisms.
  • Experience in conducting primary quantitative data collection and data entry.
  • Basic proficiency and experience with mobile data collection such as Kobo, Cone Care, ODK Collect is required.
  • Good computer skills in MS Office, especially Excel; and Word – with experience in writing reports.
  • Self-motivated and pro-active attitude with good organization, planning, and analytic skills, including prioritizing work, multi-tasking, and attention to detail.
  • Flexibility and ability to work under pressure and in constantly evolving work environments.
  • Demonstrated analytical, systematic-thinking, and problem-solving skills are definite assets.
  • Proficiency in Arabic both written and spoken is required. A good command of English is required.

Job Description:

Technical Quality and Sustaining MEAL Systems (50%)

  • Collaborate with MEAL/TPM and program staff to ensure that data is collected, compiled, checked for its quality and completeness in compliance with IRC and donors’ standards for data quality.
  • Oversee daily movement planning to ensure alignment with weekly plans and coverage of needed activities based on programming.
  • Contribute to the monthly planning of MEAL activities that is led by the M&E manager and use this plan as a basis for planning weekly and daily monitoring activities for activities implemented directly and through partners, s/he will also keep adjusting the shared activity plan to adapt to the continuous changes in context and priorities.
  • As instructed by the M&E Manager, coordinate with programs focal points, partnership unit and other stakeholders to obtain needed information, lists, dates, etc. that are important to ensure smooth implementation of monitoring activities and/or adjusting MEAL activity plan
  • Ensure that all monitoring is done according to the monitoring plans and indicator definitions using the appropriate tools and methods provided by the technical coordinators/advisors and as approved by the M&E Manager
  • Ensure that M&E planning/trackers are always up to date.
  • Coordinate and conduct monitoring activities according to the M&E matrixes/plans as approved by the M&E Manager.
  • Ensure that Client Responsiveness (CR) Materials are distributed during monitoring missions conducted by the IRC and TPM team.
  • Support in spreading awareness about the IRC’s CR mechanisms as instructed by the M&E Manager

Data collection, Validation and Quality Check (50%)

  • On-demand data collection, as well as data quality evaluations, reviews, analyses, and validations
  • Support coordination between the various parties to facilitate regular data collection which may be carried out by third parties and the programs.
  • Keep track of all fieldwork preparations, such as piloting data collection instruments, training and development, and pre-sharing of plans with relevant parties.
  • Active involvement in the development of new data gathering tools, the review of existing data collection methods, and the creation of data collection plans.
  • Ensure that the best data gathering techniques are followed in compliance with IRC guidelines.

Job Overview/Summary

Reporting to and technically supported by the M&E Manager, the M&E/MEAL Officer works in close collaboration with program teams to optimize monitoring, evaluation, accountability and learning capacities and opportunities of the IRC mission in NES to ensure high-quality programming for the clients we serve and support the global ambitions of IRC Strategy 100, and the Country Strategic Action Plan.  The M&E/MEAL Officer oversees, leads and implements MEAL activities of a specific project or area within the Ar Raqqa team
