Job Requirements:

  • Bachelor’s degree, areas directly related to logistics operations,
  • Experience in INGO-local NGO.
  • Understanding of the local market, local legislation related to contracts, suppliers, contractors and customs clearance, business registration requirements and tax regulations, legal aspects of contracting and contract management.
  • 1 year of experience in logistics, procurement, transport and distribution, warehouse, and stock management.
  • Ability to handle a large workload, work under pressure, independently
  • Experience with standard procurement procedures and documentation in the humanitarian context and in conflict related areas with limited infrastructure.
  • Excellent skills in MS word, Excel, and internet
  • Understanding of the procurement policy and procedure
  • Excellent written and spoken English and Arabic
  • Fluency in written and spoken Kurdish
  • Experience of working in field level

Job Description:

  • Review PRs to ensure they are accurate and complete. Assist program staff as needed to ensure timely completion of purchase requests and other documentation, including complete descriptions and specifications.
  • Assist Procurement Officer to prepare RFQ and tender documents and collect quotes from the vendors, assist to prepare bid analysis, P.O/Contract documents ensuring paperwork is complete and accurate.
  • Coordinate with supplier and receiver for delivery of goods and service, collect receiving documents from the receiver, ensure that Good Received Note information properly match contract, invoice, and receipt information and prepare request for payment documents with all supporting documents.
  • Maintain Procurement related files, maintain soft and hard copies all such files and ensure that originals are organized, and files are complete.
  • Conduct Market Assessment (Identifying new vendor and regular price monitoring).
  • Coordinate meeting room for the procurement committees to be scheduled
  • Maintain the PR tracking sheet and submit routine reports to the procurement officer.
  • Prepare procurement contract and POs.
  • Coordinate with finance team in clearing payments against procured supplies and obtain service.
  • Update Suppliers/service database on monthly basis.
  • Ensuring that a transparent and responsive procurement process is implemented and maintained.
  • Any other duties or tasks delegated by procurement officer
  • Coordinate with all projects and requestors on issues arising from requests submitted and seek clarifications on specifications and charging details.
  • Provide procurement support for programs and program support activities, ensuring the effectiveness of the supply system and using Pamodzi system.
  • Execute necessary contracting, transport, shipping, and requisitions, following procedures and policies.
  • Liaise and coordinate with the relevant departments/ functions regarding delivery of supplies and keep all parties informed of any changes.
  • Prepare weekly, monthly, and quarterly reports on purchases and spending.
  • Maintain and keep files for purchase orders, quotations, contracts, tenders, and internal purchase requisitions.
  • Coordinate closely with Program Managers regarding budgeting of materials, equipment, and services
  • Ensure adherence to the org and donor procurement policies and procedures, and to be in contact with CO for procurement support.
  • Work with IT to ensure BIS compliance in procurements, coordinate the import of goods from KRI.
  • Follow up with donor procurement regulations
  • Ensure that all activities are carried out in a way that promotes gender equity & diversity and equal opportunities

JOB SUMMARY

The purpose of the position is to assist the Logistics and Procurement Officer in managing all logistics and procurement activities in Hasakeh office.
