Job Requirements:

Degree in medicine. A specialization as a general practitioner or internal medicine is desirable

Essential minimum 2 years’ experience as a medical doctor in medical activities related jobs.

Desirable working experience in INGO’s or other NGO’s in developing countries. Desirable: Experience in tropical medicine, or post-registration experience in Public Health, obs and genie, pediatrics, A&E, infectious diseases, HIV/AIDS/STDs, TB, general practice, general medicine or minor surgery.

Essential computer literacy (word, excel, internet)

English and Arabic language are essential; local language (Kurdish) desirable.

Job Description:

Accountabilities

  • Coordinate, assess and supervise the proper functioning of the medical activities (HIV, TB, & STIs, SGBV, etc.), according to protocols and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
  • Check all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers) are correctly carried out according to procedures.
  • Prepare the medical orders needed to implement the medical activitie(s) under his/her responsibility, and identifies non-medical support needs (material, infrastructure, transport, etc.), reporting them to the line manager.
  • Plan and supervise, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff of the activity in order to ensure both the sizing and the amount of knowledge required, and to improve people capabilities.
  • Coordinate and monitor the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves …). Replaces a doctor if necessary and participates in shifts.
  • Ensure an efficient pharmacy and medical equipment management and monitor the rational use of them.
  • Participate in the programs / project follow-up, supervise and ensure that medical activities objectives under his/her responsibility are achieved and report to the technical referent any problem arising in the service.
  • Participates in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.) and definition of annual planning, budget for the project.

Specific Accountabilities

  • Coordinate Community co-designed NCD program: This part of the project is to implement a desigend program in which patient-centered care is given for a cohort of 3000 patients in Hassakeh sub-districts. Working together with a partner (to be defined at the moment) the first is has opened in Nashw with a cohort of 2000 patient. A second clininc will be open in Hassakeh north with a cohort of 1000 patient.

o        NCD experience and expertise is essential

o        Implelement and maintain use of NCD guidelines

o        Along with MTL implement the simplification model of care for the patients with NCDs

o        Participate in training and frequent on-job coaching of MD’s doing consultations

o        Participate in training of nurses, lab technician and other medical personnel in collaboration with the NAM.

o        Participate in regular monitoring of quality through prescription analysis, and other instruments

o        Participate in monthly medical supply analysis

  • Given the dynamic context of the project, smaller interventions may arise based on population needs. A strong dose of flexibility and “what can we do within our resources” mindset is required.
  • C19 outbreak response: This part of the project runs a case management facility for suspect and confirmed cases of COVID-19. The facility is run in partnership with Kurdish Red Crescent. Cases have been increasing in NES since the end of Q3 2021, and so have admitted cases in Wahokani hospital. Ensure collaboration with KRC in response to this outbreak. Initially this part of the project is set to end in Q3 2021. However, this is correlated with the development of C19 in NES, and more specifically Hassakeh city and its subdistricts.

o        Participate in case management of patients in Washokani C19 hospital.

o        Interest and knowledge in the diagnosis and management of COVID-19 and developments in treatments of this condition as this evolves.

o        Provide formal and bedside teaching to medical staff based on identified learning needs.

o        Implement protocols in collaboration with KRC and ensure medical staff are, provided with sufficient knowledge in IPC and case management.

o        In collaboration with KRC medical staff, conduct monthly mortality review sessions.

o        Ensure maintenance of medical incident reporting system, ensure all medical staff are aware of

o        Ensure safety of staff by ensuring adherence IPC precaution protocols and proper use of PPE in high-risk areas.
