Job Requirements:

Essential:

Degree in Economics, business Management, Warehouse, or related field.

3-5 Years Field based and Hands On experience in Warehouse management in an emergency environment including complex procurement, transport and distribution, warehouse and stock

Experience in Total Inventory Management (TIM) Asset Management , Warehouse & Distribution

Experience of building and developing the capacity of staff through the use of training and mentorship

Good People Management Skills and objective in Performance Management Conversations with Excellent interpersonal and team skills

Excellent Microsoft Applications Skills

Fluency in written and spoken English

Commitment to and understanding of the organization’s aims, values and principles

Desirable:

Ability to speak Arabic and Kurdish Languages

Job Description:

Procurement function- partnership (50 %)

  • Ensure that partner Implement and maintenance of the organization internal procurement procedures for the NES projects, with records kept for a full audit trail standard under both the organization and donor regulations
  • Review budget and procurement plans of partners programs and ensure logistics partner team following it closely and on a timely manner and they follow establish FWAs as much as possible.
  • Ensure that necessary authorisations / approvals are always obtained and execute the purchase and delivery of appropriate supplies in a timely and cost effective manner
  • Support logistics team of the partner to alert partner programs and management staff when orders are due to be carried out based on procurement plans and initiate the procurement processes
  • Keep track of all orders under FWA for processing and liaise and co-ordinate with the relevant departments in the organization if any.
  • Review/establish and maintain an accurate up-to-date supplier information database of the partners (including market prices) for regularly purchased items.
  • Ensure that partner logistics team follow standard procurement procedures and advertise, collect quotations, assist in identify suitable contractors and follow up contracts for the construction of Child Friendly Spaces in refugee camps as well as various construction activities required..
  • Build and maintain good professional working relationship with partners.
  • Support partners on special procurement: lease, medical, construction..etc and make sure they follow the organization policy and procedures.
  • Build the capacity of partner logistics team through regular meetings on the organization polices SOP and forms.

Transport and Fleet of partners (10 %)

  • Ensure policy and guidelines for Fleet management are followed by partners to enable provision of transport services to program departments and staff that are efficient, sufficient and always secure
  • Ensure safety standards in all partners vehicles in the fleet, including availability of necessary safety accessories and communication equipment
  • Support maintenance / repair activities for all partners vehicles and generators ensuring that any maintenance works are of a quality standard, efficient and executed in a timely manner
  • Monitor maintenance costs and fuel consumption of vehicles and generators of partners and inform the supply chain coordinator whenever costs exceed normal rates and standards.
  • Monitor refuelling of vehicles, Manage fuel stock, and arrange replenishment whenever stocks are running low so base never runs out of fuel.
  • Build the capacity of partner logistics team through regular meetings on data entry and the organization forms.

Reporting (10 %)

  • Ensure collate and maintain comprehensive logs reports from the partner logistics team and share it to the line manager on a monthly basis or situational as required. These reports should include procurement tracker, asset tracker, stock report, fleet management and narrative information in compliance with the organization policy
  • Build the capacity of partner logistics team through regular meetings on data entry and the organization forms.

Monitoring the Warehouse function of all the Partners (15 %)

  • Support the partner supply chain unit to implement the Warehouse & Distribution Manual in its entirety to achieve the Area Office Strategic objectives and priorities
  • Ensure the implementation of the organization Warehouse & Distribution & Asset Management SOPs.
  • Develop Warehouse improvement plans and constantly review the Internal Controls Checklist for the Warehouse Operation to mitigate and manage risks
  • Ensure Stock reports run on a regular basis to identify inventory exposure (SOF expiration/ shelf expired inventory
  • Ensure stock report on a regular bases in up to date and ready to submit upon request from the organization (especially upon the award close out).
  • Ensure, promoting the use of Distribution Plans from partner program teams to ensure accurate distribution of supplies within active project life to avoid residual stocks(stocks on expired SOFs)
  • Share weekly updates on Warehouse operations, achievements, challenges, solutions, innovations
  • Participate in logistics Working Group Meetings and other relevant Inter Agency Collaboration engagements to stay constantly updated on logistics information sharing
  • Designate Spaces for quarantine / expired or damaged goods created or goods clearly labelled as ‘in quarantine’.
  • Perform periodic spot checks and highlight any issues that need to be addressed
  • Support Partners to scale up their Warehouse capacity and understanding of processes, systems and Warehouse operations, especially on areas identified as gaps during partner capacity assessment/s

Monitoring the Asset function of all the Partners (15 %)

  • Assist partners during Sub grant Close Out Plans to ensure updated Asset registers and smooth close Out Plans
  • Ensure Asset Management Standard Operating Procedures are implemented – all Asset transactions are entered in asset register
  • Oversee the constant update and monthly review of asset register to ensure they are maintained, all assets details are logged, issued with unique asset numbers and cards and are tracked
  • Champion the Asset Verification Exercise periodically to ensure an accurate listing of Assets Consolidate key program closeout documentation including programs, equipment and assets
  • Maintain an up-to-date asset inventory, including proper asset labelling; investigate and document any loss or damage.
