Job Requirements:

  • Bachelor’s degree in humanitarian studies, development, international affairs, or a related field.
  • Master’s degree in humanitarian studies, development, international affairs, or a related field
  • At least 3 years of experience in project implementation or humanitarian coordination in the field,
  • Excellent communication skills (English and Arabic).
  • Ability to coordinate and manage staff, being a strong team player.
  • Ability to engage with local authorities on challenging issues.
  • Work experience in Sur and Kisreh.
  • Understanding of local dynamics.
  • Experience working in INGOs in NES

Job Description:

KEY RESPONSIBILITIES

  • Ensure operations receive timely, effective, and efficient management, administrative, financial, and logistical support services to meet Sur and Kisreh sub office needs.
  • Work with Program support Coordinator to identify office needs and communicate them to DCD accordingly.
  • Line manages the support and administration team, ensuring individuals work effectively and productively.
  • Oversee cashbook entries and financial coding at the Sub Office and field, ensuring that financial procedures are followed
  • Oversee as aspects of logistics, ensuring program logistical procedures are adhered to and developed where necessary, in liaison with Operations Manager.
  • Ensure good communication and coordination between the support and administration team and the program team.
  • Ensure office day to day needs such as office supplies are well managed and refills and coordinated with Admin assistant and Hasakeh office.
  • Ensure all Security SOPs, SSMP and all Security Safety protocols are fully followed by staff in Sur and Kisreh.
  • Report immediately any security incident that happens in the operation area to OSM and DCD immediately.
  • Ensure day to day office security is efficient and identify security and safety needs in coordination with Security Officer in Sur and Kisreh are communicated to OSM and DCD
  • Planning transport and fuel operations in coordination with logistics officer in the field.
  • Ensuring that vehicles move only with official permission, and only with persons authorized by management. That vehicle movement is controlled to produce effective and timely delivery of services to the client and beneficiaries.
  • Ensuring that drivers always comply with the laws of the Country and CARE’s SSMP Manual and act with courtesy, good manners, and appropriate respect.
  • Ensuring that Milage for each hired vehicle (vehicle and driver) is recorded appropriately and that vehicles are in good mechanical condition.
  • Ensure fuel for generators is well utilized and records are well kept in coordination CARE Policies.
  • Ensuring that all commodities that are transported are accompanied by Waybill as required by CARE Policy.
  • Ensuring that no illegal and unauthorized persons and commodities are transported in CARE hired vehicles during working hours.
  • Represent CARE when dealing with HAO and relevant local authorities, other organizations, and NGOs within the Sub Office area of operations in liaison with Access and Liaison Manager as well as OSM.
  • Ensure all relevant parties are kept informed of CARE activities as appropriate.
  • In coordination with HR team in Hasakeh, be part of the induction of new staff, Workers, TWs to the Sub Office.
  • Responsible for support and administration staff selection, recruitment and disciplinary systems and procedures
  • Assist in the process of Sur and Kisreh sub office staff capacity building, identifying training needs and providing mentoring support where appropriate in liaison with other line managers in Hasakeh
