Job Requirements:

Qualifications:

  • A Bachelor degree in a related field (Medical background).
  • Relevant profile and work experience with progressive supervision experience for at least 3 years of health projects, management of health facilities is preferred.
  • Experience in developing links with NGOs; INGOs, government agencies & other stakeholders;
  • Experience in and commitment to participatory management and maintaining a supportive, open environment to ensure the transferring of knowledge & development of all staff.
  • Excellent written and spoken English – Strong advantage!
  • Very good communication skills and flexibility.
  • Proven computer literacy in MS-Word, MS-Excel MS-Access or related programs required.
  • Flexibility and capacity to work effectively beyond working hours when needed.
  • Team player with ability to work autonomously in challenging contexts
  • strong interpersonal, organizational and supervisory skills

Qualification Desired:

  • Knowledge of the North East Syria context and local dynamics is a distinct advantage since the duty station is in Kasrah Deir-ez-Zor with travel to remote areas.

Job Description:

Who we are?

IDA-Germany is an independent non-governmental organization providing medical and humanitarian assistance to people affected by conflicts, natural disasters, and epidemics regardless of race, religion, gender, or political affiliation.

The scope of IDA-G work in NES is providing health care, protection and nutrition services by providing health consultations in PHCs as well as outreach services through community health and nutrition workers.

IDA-G has been registered in Erbil and has established an office to oversee its planned activities in NES along with an office that is located in Kasrah, Deir-ez-Zor.

The Health Manager will be based in IDA office in Kasrah-Deir-ez-Zor with significant amount of travelling among different locations in NES. Reporting to the Project manager based in Erbil/Iraq, the health manager will be responsible of management of all IDA health facilities and balancing his duties in providing technical and managerial oversight to the implementation of the project activities.

Main Duties of the Health Manager:

Project Implementation:

  • Direct management of many positions in Kasrah office and doctors in the clinics, including the development of objectives, evaluation and coaching.
  • Work in collaboration with the Project Manager to set general and specific project objectives for supported activities; track and report on progress in line with projects’ milestones
  • Daily communication with health facilities to be on top of their different needs and raise relevant requests for any procurements or other support to ensure smooth service delivery.
  • Participate in the planning of program expansion/adjustment based on identified health needs.
  • Submit regular reports per project needs and grant reporting; provide supervisor with weekly reports on progress of activities, challenges faced and support needed
  • Develop and maintain productive working relationship with operations teams to ensure effective coordination and support of health activities.
  • External coordination with local stakeholders such as local councils, health committees and other NGOs in the field to ensure constant effective communication channels are in place for enhanced services delivery
  • Develop weekly, monthly and quarterly donor reports and share with Project Manager.

Technical Program Management:

  • Contribute to strengthening the health team’s technical capacity; work in coordination with relevant technical team members such as the training officer to coordinate and implement needed trainings, from needs assessment to implementation as well as ensure staff receive needed support.
  • Work with pharma officer to ensure that health facilities are equipped and supplied per their services.
  • Participate and represent IDA in any relevant health meetings with local authorities, health committees, partners, and other humanitarian actors in the implementation area.
  • Monitor and support staff with on-going work planning that contributes to their objectives and to project activities.
  • Delegate work duties to staff as necessary and related to their scope of work.
  • Manage and allocate program supplies, materials, and resources ensuring cost-effectiveness and efficiency.

Monitoring, Evaluation and Learning (MEAL) and Health information System version2 (HIMS2):

  • According to the project needs and the context changes, plan and conduct needs assessments and report findings to the project manager.
  • Hold regular reviews of morbidities and pharma consumption with doctors and pharmacists (once per month at least) to make health staff aware of the larger picture of the medical situation in their health facilities and spot any needs for improvements in terms of adherence to treatment protocols approved by IDA and good prescription practices.
  • Monitor the epidemiological trends in supported health facilities, alert on any potential epidemic cases, ensure IDA submits timely reports to the EWARN system and take needed steps in case of outbreaks.
  • Supervision visits to all health activity sites; provide reports on results, findings, and recommendations to inform program decision making.
  • Collaborate with IDA MEAL team or external MEAL contractors to ensure that the monitoring visits are well planned and implemented; then followed by implementation of action plans that resulted from these visits.
  • Support the HIS team to conduct regular verification visits and periodic data audits to improve data quality.
  • Support the HIS team in new initiatives to implement improved data collection tools and data management systems

Staff Management and Capacity Building:

  • Provide leadership example in the field level for staff.
  • Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented semi-annual performance reviews.
  • Provide constructive feedback and counsel on appropriate career paths and professional development.
  • In coordination with HR and team members promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.
  • According to IDA procedures, lead and support the recruitment of all health staff.

  • Any other task provided by line manager.
