Job Requirements:

BA/BS or equivalent in a relevant subject. At least 1 year of relevant experience working in a humanitarian or NGO setting; candidates with cash based program experience are highly desirable. Demonstrated ability to meet deadlines and work independently and cooperatively with team members in a cross-cultural environment. Demonstrated flexibility and creativity in planning and problem solving. Proven ability to learn quickly and initiate solutions to achieve stated results and objectives. Effective verbal and written communication, multi-tasking, organizational and prioritization skills. Understanding of humanitarian context of Raqqa response or understanding Raqqa local communities is required. Good command of English (spoken and written) is required. Detail-oriented and strong command of computer skills.

Job Description:

Under the direct supervision of the Emergency Program Officer and guidance of the Program Manager, work closely with community members and groups to design appropriate response. Raise awareness about the activities and mobilize community actors through regular stakeholder/community meetings. Assist the Emergency Program Officer in daily activities to ensure that all aspects of programs implementation are managed according to the organization and donor regulations. Where needed, supervise service-contracted local organizations in carrying out the implementation and provide technical support and training to partners for effective implementation. Support the Emergency Program Officer to coordinate selection and agreements with local organizations and community stakeholders for successful roll out of the project. That will include maintaining beneficiary lists based on established selection criteria. Ensure distribution plans, lists and distribution-monitoring plans for project are updated, organized and timely implemented. Support monitoring, evaluation and learning activities including providing regular updates of activities, documenting feedback from beneficiaries, participating in lessons learned reviews and supporting internal and external evaluations of the activities. Assist the program team in launching new assessments and/or new proposals. Work closely with the country team and security focal point in supporting and adhering to policies that support the safety and security of the team whilst implementing activities. Support the Emergency Program Officer to coordinate with other program, administrative and financial staff, local INGO partners, government officials, community stakeholders in relation to the distribution of the program products and. Where requested, represent the organization, in coordination with the Emergency Program Officer and Program Manager, to donor and internal visits and support the team to participate coordination and collaboration with other agencies implementing similar activities to avoid duplication and maximize sharing of lessons learned and tools.
