Job Requirements:

Bachelor degree in Agriculture, Agribusiness, Crop Production, Animal Science or any related relevant field rural agriculture development. Minimum of 3 years’ work experience in the implementation of agriculture activities preferably with an international organization in senior position in NES in senior positions. Technical knowledge and experience in conducting value chain assessments, livestock distributions, and agriculture trainings. Demonstrated direct experience with project design and implementation, monitoring and evaluation and donor reporting for humanitarian programming, ideally in a highly insecure context; Demonstrated ability to collaborate closely with a broad range of stakeholders in different geographic locations, experience with remote monitoring a plus; Proven capacity to work cooperatively with colleagues from other departments in a team environment, and to engage with and lead a diverse group of people; Understanding of the social, political, and economic context of NE-Syria. Ability to work effectively as part of the team in recovery programming, cross cultural and politically sensitive setting. IT skills (mainly word and excel) in addition to email. English and Arabic language skills are a necessary. Knowledge of Sphere standards and other training in humanitarian response preferred.

Job Description:

Strategy & Vision:

Working with the Livelihoods Program Manager and the Livelihoods Program Coordinator to implement the livelihoods strategies based on a strong contextual understanding of Syria and in line with organization’s values.

TEAM MANAGEMENT:

Assist the Livelihoods Program Coordinator and the Livelihoods Program Manager to develop the capacity of the field team, deepen understanding of their roles and assist with career development. Assist team members with translated information, tools and resources to improve performance & reach program objectives. Create and sustain a work environment of mutual respect where team members strive to achieve excellence. Make sure that all supporting documentation is prepared and filed according to Organization procedures. Supervise Livelihoods Officer and Livelihoods Assistants on the coordination with relevant support departments and Livelihoods Program Coordinator to ensure compliance with donor rules and requirements. Lead on field-level surveys, need assessments, and data and information collection for the purpose of monitoring ongoing livestock support activities, and for reporting. Supervise field teams to ensure data and program quality.

Supporting project implementation:

Under the supervision of the Livelihoods Program Manager, Livelihoods Program Coordinator, and Senior Livelihoods Officer, leading the field team to ensure that all aspects of livelihoods field activities are managed according to Organization and donor regulations. Work closely with the Program Coordinator to ensure the implementation of livestock fodder support activities are in line with the program objectives, and on time. Produce reports to the Program Coordinator and the PM on implementation updates as required. Pay close attention to issues, incidents, or concerns. Maintain up to date Issues Logs and alert the Livelihoods Program Coordinator and Livelihoods Program Manager of issues and offer possible solutions. Lead the monitoring of project activities from the design phase through to implementation and close out. Contribute inputs into the development of lessons learned through the identification of program strengths, weaknesses, and challenges. Lead livelihoods field team on community sensitization and stakeholders’ meetings. Under the supervision of the Livelihoods Program Coordinator, ensure quality implementation of livestock fodder and training support. Conduct regular field visits to ensure livelihoods interventions are implemented in line with the work plan and project guidelines.

Coordination and Representation:

Participate in and support internal office coordination and planning meetings and workshops. Participate in coordination meetings with local authorities in the operating area. Contribute to coordination with the other INGOs or CBOs who are working in the same areas. The Senior Livelihoods Officer is expected to travel to all implementation areas on a regular basis (up to 40%) to ensure sufficient and quality support of the livelihoods team. Conduct themselves both professionally and personally in such a manner as to bring credit to the organization and to not jeopardize its humanitarian mission or put the team, assets and mission at risk.

Accountability to Stakeholders:

Ensure that participant communities are adequately informed about programs, are aware of their entitlements, are comfortable to give feedback and that feedback is used to improve the quality of our programs. Integrate M&E and accountability systems that are compliant with HAP international benchmarks, SPHERE and other relevant standards, as well as to Organization’ and Donors’ requirements. Help with the implementation of a Community Accountability and Response Mechanism appropriate for livestock fodder support. Ensure all activities are gender sensitive and follow Organization’ Gender Equity Policy. Apply Do No Harm standards to ensure activities do not have detrimental effects on vulnerable communities. Conduct himself/herself both professionally and personally in such a manner as to bring credit to the Organization and to not jeopardize its humanitarian mission or put the team, assets and mission at risk.

Other:

Participate in and support internal office coordination and planning meetings and workshops. Provide support to the design and development of new proposals where requested. Assist in any other task or duty assigned by the supervisor.
