متطلبات أساسية
- شهادة في الهندسة. الهندسة المدنية (العامة ، والمياه ، والصلب ، والخرسانة ، والبناء ، أو الهندسة المعمارية.
- خبرة سابقة في البناء و / أو إعادة تأهيل المأوى أو خبرة أخرى في مجال البناء في القطاع الخاص.
- الإلمام بالحد الأدنى من معايير المأوى / WASH (على سبيل المثال ، Sphere)
- مهارات اتصال ممتازة باللغة العربية والإنجليزية المنطوقة
- القدرة على الانخراط بشكل فعال وعاطفي مع الفئات الضعيفة من السكان والحفاظ على درجة عالية من التكتم.
- الاستعداد للسفر بانتظام إلى مواقع المشروع والإشراف على أنشطة البناء في الموقع على أساس يومي.
- الالتزام بالمبادئ والقيم الإنسانية
- شعور قوي بإدارة الأمن والاستعداد لاتباع الإرشادات واللوائح الأمنية
- المهارات التنظيمية الجيدة والقدرة على التزام الهدوء والعمل بشكل جيد تحت الضغط.

الوصف الوظيفي:
- إجراء تقييمات فنية للمأوى للمباني غير المكتملة والمنازل المتضررة جزئيًا ، والحصول على بيانات عالية الجودة ومتسقة في أداة التقييم.
- دعم “مساعد المهندس الإنشائي” إجراء التقييمات التقنية للمدارس ، وإعداد جداول الكميات والرسومات والإشراف اليومي.
- ضمان إدراج آراء واحتياجات المستفيدين المعنيين (أصحاب المنازل ، وأصحاب العقارات ، والأسر المقيمة) في التقييمات الفنية.
- إجراء التحقق الأولي من HLP (الإسكان والأرض والممتلكات) أثناء تسجيل الأسر / المالكين.
- دعم مساعدي المهندسين الإنشائيين لتأمين اتفاقيات إعادة التأهيل بين المنظمة والجهات ذات العلاقة (الأسر التي تشغل المأوى ، صاحب المأوى ، المؤسسات المدرسية والسلطات المحلية).
- المشاركة في حل النزاعات التي قد تنشأ بين المقاولين وأصحاب العقارات والأسر والمؤسسات المدرسية والسلطات المحلية كما هو مطلوب.
- القيام بزيارات منتظمة لمتابعة الموقع لتقييم ومراقبة تقدم ونوعية أنشطة البناء. ضمان الالتزام بإجراءات التخفيف من COVID ومعايير الصحة والسلامة. سلط الضوء على أي مشكلات وأمثلة للممارسات الجيدة لمساعد المهندس الإنشائي وفريق المأوى.
- إعداد الوثائق الداعمة والأرشفة بما في ذلك دعم تطوير التصميم.
- ضمان أعلى مستويات المساءلة من خلال ضمان التواصل الجيد وتبادل المعلومات داخل وخارج المنظمة.
- ضمان الرسائل الدقيقة للمشاركين في البرنامج فيما يتعلق بالمنظمة وأنشطة برامجها وآلية المساءلة الخاصة بها.
- تشجيع استخدام ودعم وظيفة آليات المساءلة ، بما في ذلك آلية استجابة المجتمع (CRM).
- دعم فريق الرصد والتقييم بجمع البيانات والتقييمات على أساس المبادئ التوجيهية للمنظمة.
- المشاركة بنشاط في إعداد خطط البرامج الأسبوعية وعملية التحديثات.
الدعم الفني لفرق المياه والصرف الصحي والتعليم
- تقديم المساعدة لفريق المياه والصرف الصحي والنظافة العامة المطلوب لأنشطة إعادة تأهيل محطة / شبكة / برج المياه الجارية وفريق التعليم فيما يتعلق بإعادة تأهيل المدارس.
عام
- الالتزام بمعايير السلوك المحددة في مدونة السلوك والسياسات المرتبطة بها
- المساهمة في وضع تدابير وقائية للحد من احتمالات سوء الاستخدام في برامجنا
- دعم عمل المنظمة في سوريا من خلال الاضطلاع بمهام أخرى حسب الاقتضاء والمطلوب.
- القيام بأنشطة البرنامج الأخرى عند طلب مساعد المهندس الإنشائي والموظف.

Job Requirements:
Essential Requirements
- Degree in Engineering; civil engineering (general, water, steel, concrete, construction, or architect engineering.
- Previous experience in construction and/or shelter rehabilitation or other relevant private sector construction experience.
- Familiarity with minimum shelter/WASH standards (eg., Sphere)
- Excellent communication skills in Arabic, fair spoken English
- Ability to effectively and compassionately engage with vulnerable populations and maintain a high degree of discretion.
- Willingness to travel regularly to project sites and to supervise on-site construction activities on a daily basis.
- Commitment to humanitarian principles and values
- Strong sense of security management and willingness to follow security guidelines and regulations
- Good organizational skills and ability to remain calm and work well under pressure.
Desirable Requirements
- Good written and spoken English
- Previous experience in humanitarian organisations
- Experience in monitoring construction and managing contractors
Job Description:
- Undertake technical shelter assessments of unfinished buildings and partially damaged homes, capturing high quality and consistent data into the assessment tool.
- Support the Structural Engineer Assistant undertaking technical assessments of schools, preparing BoQs, drawings and the daily supervision.
- Ensure the views and needs of relevant beneficiaries (homeowners, property owners and resident families) are incorporated into technical assessments.
- Carry out preliminary verification of HLP (Housing, Land, and Property) during the registration of households/owners.
- Support the Structural Engineer Assistants to secure rehabilitation agreements (MoU) between the organization and relevant parties (Households occupying the shelter, shelter owner, school establishments and local authorities).
- Participate in the resolution of conflicts that may arise between the contractors, landlords, families, school establishments and local authorities as required.
- Conduct regular site-monitoring visits to assess and supervise the progress and quality of construction activities; ensure adherence to COVID mitigation measures and Health and Safety standards. Highlight any issues and examples of good practice to the Structural Engineer assistant and the Shelter team.
- Prepare supporting documentation and archiving including support of design development.
- Ensure the highest stands of accountability by ensuring good communication and information sharing within and outside the organisation.
- Ensure accurate messaging to programme participants in relation to the organization, its programme activities, and its accountability mechanism.
- To promote the use and support the function of accountability mechanisms, including the community response mechanism (CRM).
- Support the M&E team with data collection and assessments based on the organization guidelines.
- Actively participate in the preparation of weekly programme plans and process updates.
Technical support to WASH and Education teams
- Provide assistance to the WASH team required for ongoing water station/network/tower rehabilitation activities and to the education team in terms of school rehabilitation.
General
- To adhere to the standards of conduct outlined in the Code of Conduct and its Associated Policies
- To contribute to the establishment of preventive measures to reduce the potential for abuse in our programmes
- Support the organization work in Syria by undertaking other tasks as appropriate and required.
- To undertake other programme activities when requested by the Structural Engineer Assistant and Officer.
