Job Requirements:

High school diploma or higher education, but ideally a university graduate.

  • Commitment to humanitarian principles, particularly neutrality and impartiality.
  • Minimum 5 years’ field experience setting up and managing security and access in high risk areas, preferably with demonstrated experience with INGOs.
  • Robust technical knowledge of security issues, threats, risks, and the vulnerabilities of humanitarian staff.
  • Demonstrated experience in understanding and analyzing the local context through primary and secondary sources.
  • Strong work ethic, initiative, and leadership skills.
  • Ability to travel across Northeast Syria to programmatic areas.
  • Refined skills in problem solving, planning, organizing, analysis and reporting.
  • Demonstrated skills in planning, organizing, analysis and reporting.
  • Computer literate; strong MS-Excel and MS Word skills, GiS skills and other mapping tools, Visualization tools an advantage.
  • Excellent spoken and written English and Arabic. Confidence in communicating in all these languages, and willingness to develop better communication skills.
  • Ability to interact effectively and sensitively with international and national personnel, as well as with project partners, local authorities and any other community stakeholders and key figures and community members.
  • Demonstrated experience in delivering security training.

Job Description:

The Security Coordinator (SC) is a key member of the North East Syria security department. Under the supervision of the Area Director, with technical line management from the Safety and Security manager, the SC will be responsible for the overall implementation of safety and security in North East Syria. Essential Responsibilities

Context Analysis (10%)

  1. Stay informed (through media, social media, contacts, etc.) about the safety and security situation in NES on a daily basis.
  2. Verify acquired information through secondary sources.
  3. Liaise with and build trusted professional relationships with key figures from different communities, and maintain this network for the purposes of situational understanding and access.
  4. Maintain regular contact with field staff about security situations in their respective areas.
  5. Contribute to maintaining up-to-date risk and actor mapping across the International Humanitarian Organization area of operations.
  6. Provide support to program teams during project design to ensure that contextual considerations and risks have been fully considered and that modifications/mitigation measures and activities have been incorporated.
  7. Contribute to donor reports and proposals with contextual security analysis.

Security management (20%)

  1. During programme design and development support security access matters for new and existing areas of programming and operations including providing relevant security inputs during proposal development as requested
  2. Conduct field visits to gain and maintain relationships with key community leaders and actors in coordination with Heads of Office and relevant departments;
  3. Provide relevant and up to date information in close coordination with the safety and security manager and the Area Director on security and access related matters for NES
  4. As directed conduct actor mapping and stakeholder analysis for the security department and with programmes team for new projects, donor proposals or for ad-hoc needs;
  5. Work closely with the programmes team to corroborate access trends and analysis.
  6. Ensure International Humanitarian Organization SOPs are responsive to the local context
  7. Working with the ESLT, maintain a scenario planning mechanism that analyzes different scenarios, and support contingency planning to ensure business continuity

Partner Liaison (5%)

  1. Be the lead point of contact for the security department with International Humanitarian Organization NES sub-award partners and local relief organizations;
  2. Capture the security and access related gaps that local partners may have and assist partner organizations with the development of humanitarian access and security tools;
  3. Conduct weekly calls or visits with respective partner security focal points and compile a weekly report highlighting security and access related issues faced;
  4. Support the NES partnership department during partner selection, and assist in gaining information about prospective partners.

Training and Capacity building (10%)

  1. Support local partner organizations in coordination with the International Humanitarian Organization partnership team by providing advice and including capacity strengthening initiatives;
  2. Contribute to humanitarian negotiation skills for the field teams, and provide them with field focused training;
  3. Conduct security focused trainings for International Humanitarian Organization staff
  4. Build capacity of security department

Conducting Field Visits (50%)

  1. Conduct regular and intensive field visits to all International Humanitarian Organization NES office and field locations;
  2. Reports back to the Area director and Safety and Security manager with recommendations that are found through field visits;
  3. Through field visits in conjunction with the Security Assistant identify gender focused gaps in activities and support the Security Assistant in leading focus groups with female International Humanitarian Organization staff, Partner staff and programme participants;
  4. Lead field visits to partner operations and distributions with the Security Assistant to capture Gender related risks or issues and recommend changes.

Security Risk Assessments (5%)

  1. Conduct SRAs for new programming areas including distribution areas as and when needed;
  2. Conduct other assessments as requested
